KAMPALA. The Mukono-based NRM organizer and devoted ally of President Yoweri Kaguta Museveni is rumored to assume the ministerial position initially assigned to Dr. Lawrence Muganga prior to parliamentary intervention.
Mr. Muzeeyi Sylus Ngalambe, serving as Ntoroko district RDC within Bunyoro sub-region, has been shortlisted for State Minister for Internal Affairs, per recent insider updates.
This turn of events occurs as President Museveni remains quiet regarding the parliamentary appointments committee rejecting Dr. Lawrence Muganga’s nomination as State Minister for Internal Affairs over citizenship concerns.
RDC Ngalambe, originating from Villamaria, Masaka and living in Mukono, has proven a loyal government cadre, advancing from local levels to positions in KCCA and covert roles.
He possesses a Master’s in public administration along with a Bachelor’s degree in social sciences obtained from Makerere University.
Insiders close to the presidency revealed to news outlets that Ngalambe’s strong work ethic, communication skills, and loyalty position him well to potentially substitute State Minister-designate for Internal Affairs Dr. Lawrence Muganga after the latter failed to gain clearance from Parliament’s Appointments Committee.
Reached for comment, RDC Ngalambe disconnected the call, stating he was occupied in Ntoroko managing security matters and executing presidential duties as RDC.
Dr. Muganga’s appointment stalled when Parliament’s Appointments Committee flagged his citizenship background during review.
Sources close to the process noted the committee referenced an Internal Affairs Ministry report showing Muganga was connected to Ugandan, Canadian, and Rwandan citizenships.
According to informants, while alternate candidates facing dual-citizenship inquiries—such as Adonia Ayebare, Calvin Echodu, and Sharsti Kutesa Musherure—provided proof of initiating formal renunciation processes with foreign governments, Muganga failed to produce similar evidence to lawmakers.
The issue was subsequently returned to President Museveni.
