four mbale officials charged with corruption

MBALE. Four senior Mbale District officials have been arraigned before the Anti-Corruption Division of the High Court following arrests made during the government’s “Expose the Corrupt” campaign led by Local Government Minister Hon. Balaam Barugahara.

The accused are Dr. Wangisi Jonathan, District Health Officer; Khaukha Sam Paddy, District Education Officer; Walufu Asadi, District Inspector of Schools; and Nabiryo Betty Wamanga, Head Teacher of Nabumali Secondary School.

Dr. Wangisi faces charges of Abuse of Office and Corruption through Neglect of Duty. Prosecutors allege that between 2023 and 2024 he irregularly transferred health workers to Busia Health Centre IV without approval from the Chief Administrative Officer, leaving other facilities understaffed and disrupting service delivery. He was remanded until 4 August 2026.

In a separate case, Khaukha and Walufu were charged with Corruption through Neglect of Duty for allegedly failing to monitor schools, which allowed illegal fees to be collected. Nabiryo was charged with Abuse of Office for unlawfully charging students additional fees contrary to the Education Act and USE policy between FY 2024/2025 and 2025/2026. The three were remanded until 6 August 2026.
