ONE CHARGED OVER CATTLE COMPENSATION FRAUD IN APAC DISTRICT

LIRA The Anti-Corruption Unit, working alongside the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, has arraigned Otwang Moses before the Lira Chief Magistrate’s Court on theft charges.
Moses, alongside accomplices still at large, allegedly stole UGX 500 million from several victims in Apac District between May 2024 and June 2025. The money was meant to compensate families for cattle lost during historical insurgencies.
To curb ongoing fraud, the government recently overhauled the program into a Cattle Restocking initiative, introducing a flat UGX 5 million compensation package per household across Lango, Acholi, and Teso.
