Rwampara Health Worker Charged Over Shs23m Recruitment Fraud

RWAMPARA — A government health worker has been remanded to prison over allegations that he took Shs 23 million from job seekers after promising to secure them employment with Rwampara District Local Government.
Kamugisha Asaph, a Senior Clinical Officer at Kikoni Health Centre IV, was arraigned before the Ndeija Magistrate’s Court on two counts of obtaining money by false pretence.
The court remanded him until November 3, 2026.
According to the prosecution, Kamugisha allegedly obtained the money from several victims on February 23, 2026, at Kanoni Town in Rwampara District, claiming that he could help them obtain jobs in the district local government.
The case emerged after members of the public raised complaints during the “Expose the Corrupt” national campaign held in Rwampara District. The campaign is spearheaded by the Minister of State for Local Government, Balaam Barugahara.
The Inspectorate of Government subsequently worked with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions to investigate the allegations.
The investigations led to Kamugisha’s arrest and subsequent prosecution.
The case highlights the risks job seekers face when dealing with individuals who claim to have influence over public-sector recruitment.
Applicants are advised to use official recruitment channels and verify job opportunities with the relevant authorities rather than pay individuals promising government employment.
