State House Anti-Corruption Unit Cracks Down on Land Fraud

KAMPALA. The State House Anti-Corruption Unit, led by Brig. Henry Isoke, in collaboration with the Criminal Investigations Directorate of the Uganda Police Force and the Office of the Director of Public Prosecutions, have uncovered a massive land fraud scheme involving the Ministry of Lands and local government officials.
And following the investigation, the Acting Commissioner for Mapping and Surveys Kakooza Jasper and nine others, have been found to allegedly having created fraudulent land titles on property belonging to the Madhvani Group Ltd.
Others accused include: Bassajjangabo Hakim, Senior Assistant Secretary at Kabulasooke, Gomba District, Siwuliliza Andrew Sserunkuma, Chairman LC1 Mpogo village, Nakanwagi Gladys, Former secretary Gomba District Land Board, haji Kayongo Badru Ismail, Former Chairperson, Gomba District Land Board, Nuwahereza Allan Katakanya, Businessman, Mudenyi Gerald, Security Guard, Nabimanya David, Security Guard,Ssenoga Abdu, Casual labourer, Kisenyi Harunah, Boda boda rider.
The group is accused of forcibly taking possession of over 600 acres of land in Gomba District, destroying tea plantations and over 540 acres of natural forest in the process.
The accused face charges of abuse of office, forgery, fraudulent procurement of a certificate of title, forcible entry and detainer, destroying growing plants, and conspiracy. The court remanded the accused until April 30, 2025.
The investigation, led by the State House Anti-Corruption Unit, revealed a complex web of corruption involving government officials and businessmen.
Arrest warrants have been issued for Deputy Resident District Commissioner Sitenda Nicodemus Mugalu, physical planner Mugenyi Vicent, and businessman Fred Kirenga.
