ENTEBBE— The Entebbe Chief Magistrates Court has remanded two individuals following their arrest over an intricate land fraud and forgery syndicate.

The enforcement operation highlights ongoing efforts to curb rampant land-related crimes within the region.
The suspects have been identified as Mugisha Junior Bukanura Agaba and Akora Naume.

The duo was apprehended after a detailed investigation into their fraudulent activities. The successful arrest was the result of a coordinated joint operation.

The State House Anti-Corruption Unit worked alongside the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

In court, the suspects faced multiple criminal charges. These include obtaining money by false pretenses, forgery, uttering false documents, and personation.
The prosecution stated that the multi-million shilling fraud took place on October 14, 2025. The suspects, alongside accomplices who remain at large, allegedly conned a victim identified as Mugenyi Bob.

The suspects falsely claimed to own a prime piece of land located in Nalugala, Busiro. They managed to convince the unsuspecting buyer to part with UGX 80 million for the property.

To pull off the deception, the duo forged National Identity Cards using the details of the genuine landowners. They kept the original names and National Identification Numbers but substituted the photographs with their own.

After executing a completely fraudulent sale agreement, the suspects pocketed the cash for land they had no authority to sell. The court has officially remanded both individuals until July 15, 2026, as investigations continue.

By Celestine Rutindangezi

I have read with dismay and disbelief an article that graced today’s East African Newspaper under the headline;
*”Uganda Walks a tight rope on Banyarwanda citizenship debate”*

The paper quotes serial failed politician Mukasa Mbidde – the one of Kow tow, pooh pooh, crincum-crankum-type of archaic English, which he often loudly uses in wrong context, to maintain the appearance of a sophisticated intellectual, yet we all know, he is not.

Reading the East African, I wondered why a newspaper (which I used to rate highly) would lower its journalistic ethics and standards to start quoting mere intellectual con men and masqueraders in the names of Mukasa Mbidde and Simon Kayitana instead of doing research to know the real credible people to interview for their article.

For starters, Mukasa Mbidde has never been the Lawyer for Banyarwanda in Uganda as he purports. Much of what Mukasa Mbidde says, is just hogwash, in the same way he uses bombastic words to seek attention. For instance, Mukasa Mbidde is a self styled ‘Dr’ which is a fake title, (just like most things about the man) but which he uses to grab attention and assume some degree of importance, especially following a checkered record as a political reject and failure, the latest being a total defeat in Buwekula where he came 6th in the last concluded parliamentary elections.

Back to the article in the East African, while Mukasa Mbidde’s arguments are total rubbish, let me point out that, far from being the Lawyer for Banyarwanda, Mukasa Mbidde is not a constitutional Lawyer, and assuming Uganda had 3000 Lawyers, Mukasa Mbidde would not feature among the first 2000 Lawyers! And infact, I challenge Mukasa Mbidde to cite just one case which he has ever successfully argued before a chief magistrate’s court (we shall not bother mentioning the High Court because its beyond his capacity and ability) it is therefore crystal clear that it was total waste of space and effort, for the East African to quote Mukasa Mbidde, because he lacks professional credibility to be quoted on anything, besides, his qualifications as a Lawyer are highly suspect.

For instance, it’s on record that it is other people who used to write Mukasa Mbidde’s law exams, including his ex girl friend. It is also on record that, Mukasa Mbidde was the subject of a law development center investigation which sought to cancel his postgraduate diploma in legal practice.

The LDC investigation found that Mukasa Mbidde and Michael Mabikke had altered their marks on Examination mark sheets, to pass. Mukasa Mbidde appealed to the court of Appeal and the Supreme Court, and both courts dismissed his applications on the grounds that, it is within the mandate and powers of Law development center, to investigate any examination malpractices affecting its academic awards. That is the type of ‘Lawyer” masquerading to be the lawyer of Banyarwanda in Uganda!

Besides that, Mukasa Mbidde alleges that Banyarwanda are ‘Stateless’ in Uganda! Does he even understand the meaning of the term!?

*Under international law, a person is ‘stateless’ if he/she is not considered a national or citizen by any state, by operation of its laws* Is this the status of Banyarwanda in Uganda? Hell no! Ignore Mukasa Mbidde’s noise, here is the truth.

According to the 1995 constitution (as amended) in the 3rd schedule, the constitution recognises 65 indigenous communities that exist in Uganda, including Banyarwanda. Unlike Mukasa Mbidde, any good lawyer knows that the constitution is the supreme law of Uganda, and any other law that is inconsistent with the constitution, is null and void to the extent of that inconsistency.

As far back as Uganda’s first population census in 1921 (before the border demarcation of Uganda’s borders) Banyarwanda existed in big numbers in Uganda, and in the 1921 census, the 1949 & 1959 censuses, Banyarwanda were number 2 among the top 5 biggest tribes in Uganda, therefore, only an ignorant commentator like Mukasa Mbidde would say that Banyarwanda are unrecognised as citizens, yet there is clear evidence that Uganda’s constitution and all population censuses Uganda has conducted (from the very first population census ever) Uganda has always and continues to recognise and count Banyarwanda among Uganda’s nationals and indigenous communities. Therefore the whole argument of Banyarwanda being stateless is idle, redundant and anchored on zero logic.

Furthermore, when people abuse their offices and positions, it doesn’t make the law bad, inadequate or lacking. It only means such people are wrong, either incompetent, ignorant, willingly defying the law or simply corrupt. That is what for a long time Banyarwanda suffered at the hands of some bad people at Immigration and NIRA, which compelled Council for Abavandimwe to embark on activism (which was led by Frank Gashumba) and culminated into President Museveni’s issuance of an Executive Order to guide the immigration department and NIRA on matters of citizenship generally.

While NIRA and Immigration had illegally usurped the powers of complainers, investigators, prosecutors and judges in the issuance of national ID’s and passports, the Executive Order (which was drafted by the Attorney General) taking into account the constitution and the existing citizenship law, guided the immigration office and NIRA that its elders and local authorities to recommend the bonafide national ID and passport applicants, because (from their respective communities) the elders and local authorities know the applicants better than the immigration and NIRA officials in Kampala and the regional offices.

Mukasa Mbidde also talked about having a ‘template bill’ for what!? Is there no citizenship law? Doesn’t the constitution (in the 3rd schedule) recognise Banyarwanda among the indigenous communities in Uganda!? Imagine a non-member of Parliament talking about tabling an unnecessary bill in Parliament, using what, witchcraft!?

By the way, word is out that Mukasa Mbidde is an ethnic Murundi. If true, it compounds matters. How does a murundi get mixed up in Banyarwanda affairs!? If someone sees Kayibanda (the famous comedian of Maria Rose-fame) tell him to please come take his man and give him an office (in Burundi affairs) to keep his bushy eyebrows busy.

And wait, lest I forget, this showy crook Lawyer (Mukasa Mbidde) who likes to tout and parade himself everywhere as a ‘Lawyer’, isn’t he aware (that we know) that his ‘law firm’ at blacklines house (shumuk or Katatumba suites) was not a law office, but a lodge where Mukasa Mbidde, the true dance-hole king, used to ‘dance’ anything and everything in a skirt!? Oh, we know so much, don’t provoke us, you kapere Mbidde!

To Mukasa Mbidde, keep your pooh-pooh ideas to yourself, grow up and be a man! Start by being responsible when you go around impregnating women, start taking care of the women and the children, even animals take care of their young ones!

Maybe you represent Kayitana and Donati Kananura but not all the Banyarwanda in Uganda. You are hardly a lawyer of good professional repute, your views on Banyarwanda citizenship are baseless and unfounded and so, we impugn, reject and dismiss all your suggestions on that subject. Enough!

KAMPALA. The State House Anti-Corruption Unit (SH-ACU) has exposed a series of unlawful property grab schemes allegedly orchestrated by Yusuf Ssemakula over the years.

In a press statement issued on June 22, 2026, the anti-graft watchdog headed by Brig Henry Isoke detailed how its investigators successfully intervened to halt Ssemakula’s aggressive attempts to unlawfully seize land from vulnerable citizens.

According to the SH-ACU, Ssemakula has been utilizing proxy bloggers and social media smear campaigns to deliberately blackmail the unit and cover up his alleged ills.

The anti-corruption body in a three page document clarified that these online attacks are a calculated strategy to divert public attention and undermine ongoing investigations into his criminal impunity.

Interventions Protect Longtime Residents

The SH-ACU highlighted recent, critical field operations where investigators actively disrupted Ssemakula’s operations.

During the Kitukutwe enforcement on June 16, 2026, SH-ACU investigators raided a site in Kira Municipality following complaints from local residents, including Mawanda Moses and Kabugo William.

Ssemakula had allegedly entered their property forcefully, destroyed crops, and attempted illegal construction using a forged court consent order.

The unit seized his construction tools and confirmed the victims had peacefully held the land for over 25 years.

In the Namugongo property rescue, the unit intervened in a dispute involving Dr. Winnie Nyemera. Ssemakula allegedly demolished her perimeter wall and manipulated local police elements to detain her. SH-ACU’s investigation verified Dr. Nyemera’s lawful possession of the two-acre property, exposing Ssemakula’s lack of a valid claim.

A Track Record of Impunity
The unit’s dossier further revealed a long history of aggressive encroachments attributed to Ssemakula.

In late 2022, he reportedly hired demolition crews to flatten the family residence of the late Eng. Eliba Orech in Ntinda and graded three acres belonging to a 99-year-old widow, Hellena Namazzi, defying active court preservation orders.

Ssemakula subsequently attempted to sue the leadership of the SH-ACU, but the High Court dismissed his suit in October 2025.

Ssemakula

SHACU Closes In
The SH-ACU reiterated its steadfast commitment to defending citizens against systemic corruption. While Ssemakula has actively evaded official summons to present his defense, the unit confirmed it is collaborating with national security agencies to ensure his imminent arrest.

He faces multiple criminal charges, including forcible entry, malicious damage to property, and the fraudulent procurement of land titles.

London. Saturday, May 30, 2026, brought a sharp, clear breeze to the streets of London, but the atmosphere outside the Nigerian Embassy was burning with the energy of a deeply rooted, decades-long grievance.

A dedicated group of human rights defenders had gathered in the heart of the city, transforming the stone pavement into a prominent stage of political resistance.

At the center of the demonstration stood Peter Tatchell, the veteran British human rights campaigner and Director of the Peter Tatchell Foundation. Flanked by international advocates, including prominent Ugandan activist Abbey Kiwanuka, the group raised a sea of bold placards to face the arriving international dignitaries, passing traffic, and gathering onlookers. The atmosphere was charged with a sense of urgent purpose as the protestors stood side-by-side, united by a singular, global mission.
The core purpose of the demonstration was to directly confront a deeply rooted legal injustice: the ongoing criminalization of same-sex intimacy across the globe. For many of the demonstrators present, the issue was intensely personal, representing a daily battle against state-sanctioned discrimination. They were there to highlight a stark and troubling reality—that out of 56 Commonwealth nations, 29 still maintain punitive, anti-gay legal codes that actively restrict the lives and freedoms of millions of citizens.
What drove the protest to the steps of Westminster on this particular Saturday was a desire to address the historical origin of these laws. The activists pointed out that these discriminatory statutes were not native traditions of the lands where they are enforced, but were rather institutional legal codes originally exported and imposed by the British Empire during the colonial era under the authority of past monarchs.
With cameras flashing and a crowd building along the security barriers, the message of the demonstration was made explicitly clear through the placards held high by Tatchell and Kiwanuka. They were publicly calling upon King Charles III, in his symbolic role as the Head of the Commonwealth, to issue an official apology or a formal statement of regret for the colonial-era laws that continue to impact lives today. Beyond this historical reckoning, the gathering served as an urgent appeal to modern world leaders to finally strike these laws from their books, championing a future rooted in universal human rights, dignity, and legal equality for all people.

BY RICHARD LUGOBWA KIZZA

LONDON. The forced departure of the President of the National Unity Platform party, Robert Kyagulanyi Sentamu, popularly known as Bobi Wine, from Uganda in March this year, is not just the story of one man seeking safety. It is the story of a nation under siege by repression, fear, and the tightening grip of a regime that has ruled for decades without accountability. His exit lays bare a painful truth: in today’s Uganda, speaking for freedom can cost you your life.

Bobi Wine did not leave Uganda out of choice or weakness. He was driven out by a system that has repeatedly shown its intolerance for opposition. Following a deeply contested election, widely criticized for irregularities and suppression, state security forces unleashed a wave of intimidation against opposition voices. Wine’s home was raided by the military, forcing him into hiding like a fugitive in his own country.

Even more disturbing are the accounts involving his family. His wife, a steadfast partner in his struggle, has faced harassment at the hands of security forces searching for him. Armed personnel stormed their home, subjecting her to intimidation and fear in a chilling reminder that under this regime, even families are not spared.

This is not an isolated case; it is part of a broader pattern of brutality that has defined General Museveni’s rule. For years, opposition leaders have been harassed, arrested, and silenced. The repeated detention of Dr. Kizza Besigye, a veteran opposition figure and four-time presidential candidate, stands as one of the clearest examples of how the state treats those who dare to challenge power. His arrests, under fabricated charges, have become symbolic of a justice system bent to serve political ends rather than the rule of law.

The threats have escalated to an alarming level. The president’s son, and army commander, has publicly issued statements calling for Bobi Wine’s capture, imprisonment, and even death. Such rhetoric is not only reckless, it is dangerous. It signals a willingness within powerful circles to cross every line of decency and legality to eliminate political opposition.

Amid these relentless threats, state-sponsored intimidation, and a coordinated propaganda machine designed to discredit him, Bobi Wine has delivered an unambiguous message: he will return to Uganda. He rejects the regime’s attempt to criminalize dissent, insisting that standing up to dictatorship is not a crime but a duty. Far from being silenced, his resolve has only hardened, turning his promised return into a powerful act of defiance against a system determined to suppress the will of its people.

His departure was not a surrender, the regime apologists put it. It was a strategy. He has consistently affirmed that his struggle belongs in Uganda, alongside the millions who look to him as a voice and figure of hope. His temporary absence is a necessary step to preserve his life, but his mission remains unchanged. He intends to come back, to stand with his people, and to continue the fight for a free and democratic Uganda. The question, however, is what awaits him.

If he returns, he faces the very real possibility of arrest, detention, or even death. The regime has shown time and again that it is willing to use force to maintain control. But Bobi Wine’s courage lies precisely in his refusal to be intimidated by these threats. His willingness to risk everything has inspired a generation that refuses to accept the status quo. And that is where hope lies.

History teaches us that no regime, no matter how entrenched, can suppress the will of the people forever. From other parts of Africa to the wider world, change has often come after long periods of struggle. Uganda is no exception. The desire for freedom, dignity, and accountability cannot be extinguished.

But hope alone is not enough. There is an urgent need for action, both locally and internationally. Ugandans must continue to demand their rights, to speak out against injustice, and to stand in solidarity with those who risk their lives for change. Civil society, religious leaders, and community voices all have a role to play in pushing back against repression.

At the same time, the international community must not look away. Governments, human rights organizations, and global institutions have a responsibility to hold the Ugandan regime accountable. Silence in the face of oppression only emboldens those who perpetuate it. Diplomatic pressure, targeted sanctions, and sustained advocacy can make a difference.

Bobi Wine’s story is not just about one leader; it is about the future of Uganda. His forced exile is a stark reminder of how far the country has drifted from democratic ideals. But his determination to return is a powerful signal that the fight is far from over.

Uganda’s freedom may not come easily, and it may not come quickly, but the seeds of change have already been planted. Every act of courage, every voice raised against injustice, brings that day closer.

When Bobi Wine steps back onto Ugandan soil, it will not just be the return of a politician. It will be the return of a symbol, a symbol of resistance, of hope, and of an unbreakable belief that the people of Uganda deserve better, and will mark the beginning of the end for a regime that has held on for far too long.

IGANGA. The State House Anti corruption Unit (SH—ACU) in collaboration with police and the office of the Director Public Prosecutions has arraigned three senior administrators of Iganga Technical Institute before the Anti-Corruption Court on charges of abuse of office, embezzlement, and forgery.

The accused are: Eliachu David – Principal Wabwire Benedict – Deputy Principal and Ajuna Damali – Senior Accounts Assistant/Bursar. They have been remanded until 31/03/2026.

It is alleged that between 2024 and 2025, the trio, while using their positions, bypassed proper procurement procedures for unlawful gain by orchestrating a fraudulent scheme that led to the loss of UGX 983,480,000 from the government institute.

They reportedly authorized payments to Basaam General Merchandise and Supplies Ltd under the false pretense that the company had supplied food items to the institute, whereas this was not the case.

Investigations further established that no such supplies were ever delivered, and the company itself confirmed that it had not engaged in any transactions involving the delivery of food items to the institute.

Upon intervention by SHACU, the suspects were found with counterfeit currencies including United States Dollars and UK Pound Sterling notes.

They had also allegedly provided Mr. Ssekagya with over UGX 45 million in fraudulent 20,000 and 50,000 Ugandan Shilling bills. The State House Anti-Corruption Unit is continuing efforts to protect citizens from predatory fraud.

MPIGI. The State House Anti-Corruption Unit (SHACU) has successfully mediated a settlement for Reverend Father Edward Bwanika following the illegal destruction of his property.

The intervention follows a string of incidents in Ntinzi, Nkozi, where the priest’s livelihood was targeted by encroachers.

The conflict began on February 3, 2026, when Father Bwanika reported that Paul Odida and his agents had forcefully entered his Kibanja land, destroying plantations of coffee, bananas, and Irish potatoes.

Despite the unit immediately initiating investigations, a second wave of destruction occurred on February 14.

To halt this impunity, Gen Henry Isoke, the head of the unit, coordinated the arrest of Mr. Odida and four accomplices the following day.

Odida

While in custody, Mr. Odida and his legal team opted for Alternative Dispute Resolution. Under the oversight of Gen Henry Isoke, the head of the unit, a settlement was reached where Odida apologized and committed to compensating the priest for the lost crops.

He further guaranteed that Father Bwanika would enjoy quiet possession of the land he has occupied since 2004.

Investigations reveal that while the priest has held the land for over two decades, Mr. Odida only registered the title in 2021.

SHACU is now scrutinizing how a freehold title was issued for land already occupied by a Kibanja holder. This intervention aligns with the President’s directive to ensure the constitutional protection of lawful occupants against illegal evictions.
