<div dir="auto">London. Saturday, May 30, 2026, brought a sharp, clear breeze to the streets of London, but the atmosphere outside the Nigerian Embassy was burning with the energy of a deeply rooted, decades-long grievance.</div>

<div dir="auto">A dedicated group of human rights defenders had gathered in the heart of the city, transforming the stone pavement into a prominent stage of political resistance.</div>

At the center of the demonstration stood Peter Tatchell, the veteran British human rights campaigner and Director of the Peter Tatchell Foundation. Flanked by international advocates, including prominent Ugandan activist Abbey Kiwanuka, the group raised a sea of bold placards to face the arriving international dignitaries, passing traffic, and gathering onlookers. The atmosphere was charged with a sense of urgent purpose as the protestors stood side-by-side, united by a singular, global mission.<br />
The core purpose of the demonstration was to directly confront a deeply rooted legal injustice: the ongoing criminalization of same-sex intimacy across the globe. For many of the demonstrators present, the issue was intensely personal, representing a daily battle against state-sanctioned discrimination. They were there to highlight a stark and troubling reality—that out of 56 Commonwealth nations, 29 still maintain punitive, anti-gay legal codes that actively restrict the lives and freedoms of millions of citizens.<br />
What drove the protest to the steps of Westminster on this particular Saturday was a desire to address the historical origin of these laws. The activists pointed out that these discriminatory statutes were not native traditions of the lands where they are enforced, but were rather institutional legal codes originally exported and imposed by the British Empire during the colonial era under the authority of past monarchs.<br />
With cameras flashing and a crowd building along the security barriers, the message of the demonstration was made explicitly clear through the placards held high by Tatchell and Kiwanuka. They were publicly calling upon King Charles III, in his symbolic role as the Head of the Commonwealth, to issue an official apology or a formal statement of regret for the colonial-era laws that continue to impact lives today. Beyond this historical reckoning, the gathering served as an urgent appeal to modern world leaders to finally strike these laws from their books, championing a future rooted in universal human rights, dignity, and legal equality for all people.</div>

										<content:encoded><![CDATA[<p><strong>The outcome of the Bukono parliamentary race offers an important lesson about politics in Uganda: money, powerful endorsements, and institutional influence do not always triumph over grassroots connection, political resilience, and the trust of ordinary voters.</strong></p>
<p>For months, the odds appeared heavily stacked against incumbent MP and State Minister for Lands Persis Namuganza. Powerful figures within the ruling National Resistance Movement (NRM) were widely perceived to have lined up behind her challenger, Emmanuel Maganda, turning the contest into one of the most fiercely watched political battles in Busoga.</p>
<p>At the centre of that contest was the influence of former Speaker of Parliament Anita Among. Her political stature within the NRM, coupled with reports of significant financial backing for Namuganza&#8217;s rival, created the impression that the Bukono race had already been decided by forces far bigger than the constituency itself. To many observers, Namuganza appeared isolated, outmatched, and destined for political defeat.</p>
<p>The NRM primaries seemed to validate that view when she lost the party ticket. In Uganda&#8217;s political landscape, losing an NRM primary is often regarded as a political death sentence. Many politicians who suffer such defeats quietly withdraw, lacking the resources, structures, and confidence to challenge the party-backed candidate.</p>
<p>Namuganza refused to disappear.</p>
<p>Instead, she took her fight directly to the people of Bukono. She abandoned the comfort of party structures and returned to the voters who had elected her before, asking them to judge her not on endorsements from Kampala, but on her record, accessibility, and years of engagement with the constituency.</p>
<p>It was a bold political gamble.</p>
<p>What followed was a remarkable demonstration of the limits of money and elite influence. Despite facing a candidate believed to enjoy the backing of powerful political actors and substantial financial resources, Namuganza steadily rebuilt momentum on the ground. Village meetings, personal networks, loyal supporters, and years of direct interaction with voters became her campaign machinery.</p>
<p>When the ballots were counted, Bukono delivered a verdict that few in the political establishment expected.</p>
<p>The result was not merely a victory for Namuganza. It was a victory for grassroots politics.</p>
<p>Her comeback showed that political capital accumulated over years cannot always be replaced by campaign spending. Voters may appreciate financial support during elections, but they ultimately remember who stood with them long before campaign season arrived.</p>
<p>Namuganza&#8217;s political career has been defined by confrontation, resilience, and an unwillingness to bow to pressure. Throughout her years in public life, she has survived numerous political storms, often emerging stronger than many predicted. Whether one agrees with her style or not, her supporters see her as a leader who fights her own battles and refuses to surrender when confronted by more powerful opponents.</p>
<p>That image of resilience appears to have resonated strongly with voters.</p>
<p>The Bukono result also highlights a broader trend within Uganda&#8217;s politics. Increasingly, candidates who believe they have been unfairly pushed aside in party primaries are testing their popularity directly before voters. Some are discovering that party endorsements and establishment support do not always translate into electoral success.</p>
<p>For the NRM, the election serves as a reminder that primary victories are not necessarily the final verdict. Political parties can endorse candidates, powerful individuals can influence campaigns, and money can lubricate political machinery, but voters retain the final say.</p>
<p>The people of Bukono sent a clear message. They were not interested in rubber-stamping the preferences of powerful political actors. They chose the candidate they believed knew them, represented them, and had stood with them through the years.</p>
<p>In the end, Persis Namuganza did not defeat money with more money. She defeated it with resilience, visibility, local networks, and a bond with voters that proved stronger than the influence aligned against her.</p>
<p>For politicians across Uganda, the lesson from Bukono is simple: power can open doors and money can fuel campaigns, but neither is a guaranteed substitute for the trust and loyalty of the people.</p>
<p>In an era where elections are increasingly influenced by financial muscle and political patronage, Bukono has reminded the country that voters can still defy expectations and write their own political story.</p>

										<content:encoded><![CDATA[<p>KAMPALA — <strong>Chief of Defence Forces Gen. Muhoozi Kainerugaba has announced the release of Maj. Gen. Don Nabasa and the dropping of all charges that had been facing the senior military officer following a meeting between the two.</strong></p>
<p>In a statement posted on his official X account, Gen. Muhoozi said he had held a “long meeting” with Maj. Gen. Nabasa before deciding to release him.</p>
<p>“I’m glad to announce after a long meeting with Maj. General Don Nabasa today I have decided to release him and drop all the charges he was facing. I thank him for the good work he has done in our mighty military since he joined in 1998. God bless UPDF!” Gen. Muhoozi wrote.</p>
<p>The announcement brings to an end weeks of speculation surrounding the status of Maj. Gen. Nabasa, a senior officer in the Uganda People’s Defence Forces (UPDF), who had reportedly been under investigation over undisclosed matters.</p>
<p>Gen. Muhoozi did not provide details about the charges that had been preferred against Nabasa or the circumstances that led to his release. However, his statement appeared to signal a reconciliation between the two senior officers.</p>
<p>Maj. Gen. Nabasa has served in various command and administrative positions within the UPDF since joining the military in 1998. Over the years, he has been regarded as one of the experienced officers within the force.</p>
<p>The latest development is likely to spark fresh debate within military and political circles about internal dynamics within the UPDF, especially given Gen. Muhoozi’s increasing public role as head of the armed forces.</p>
<p>The UPDF had not yet issued an official statement beyond the remarks shared by the CDF by press time.</p>

										<content:encoded><![CDATA[<p><strong>President Yoweri Museveni has unveiled a new Cabinet for the 2026–2031 term, making sweeping changes across key government ministries in what appears to be one of the most significant reshuffles in recent years.</strong></p>
<p>The new appointments, announced Tuesday evening through a State House press release, retained some senior figures while dropping, transferring and elevating several ministers and political allies.</p>
<p>Among the biggest changes is the appointment of Ambassador Adonia Ayebare as Minister of Foreign Affairs, replacing Gen. Jeje Odongo. Ayebare has been serving as Uganda’s Permanent Representative to the United Nations in New York.</p>
<p>In the security sector, Kiryowa Kiwanuka was named Minister of Defence and Veterans Affairs, taking over from Jacob Oboth-Oboth.</p>
<p>Former army commander Gen. Katumba Wamala was moved from the Works and Transport ministry to head the Ministry of Public Service, while Maj. Gen. Kahinda Otafiire shifted to the Ministry of Water and Environment.</p>
<p>Prof. Ephraim Kamuntu returned to Cabinet as Minister of Internal Affairs, replacing Gen. David Muhoozi, who was dropped.</p>
<p>Another surprise entrant is retired Lt. Gen. Henry Tumukunde, who was appointed Minister of Gender, Labour and Social Development.</p>
<p>Museveni also handed the powerful Finance Ministry to Henry Musasizi, replacing Matia Kasaija. Dr. Monica Musenero Musanza was appointed Minister of Energy and Mineral Development.</p>
<p>In local government, Balaam Barugahara was elevated to Cabinet Minister for Local Government, while businessman Sanjay Tanna was named Minister of Trade, Industry and Cooperatives.</p>
<p>The President also named a new group of Senior Presidential Advisors, including former ministers Hamson Obua, Ruth Nankabirwa, Francis Mwebesa and Evelyn Anite.</p>
<p>Dr. Kenneth Omona was transferred to the diplomatic service and will serve as ambassador at a station yet to be communicated.</p>
<p>The appointments are subject to parliamentary vetting and approval as required under the Constitution.</p>

										<content:encoded><![CDATA[<p><strong>President Yoweri Kaguta Museveni has warned that he is going to be tough on lazy and inactive leaders who don&#8217;t care about the interests of the people they are supposed to serve.</strong></p>
<p>According to President Museveni, lazy and inactive leaders towards socio-economic initiatives are traitors betraying their country-Uganda.</p>
<p>“I&#8217;m in a position to be very rough with people who want a level of leadership but don&#8217;t care about the people they lead. I have been talking for a long time, and I would just sound like a preacher. I have already laid a trap for all those people through programs on the ground,” he said.</p>
<p>The President made the remarks today during the 1st meeting of the 1st session of the 12th Parliament at Kololo Independence Grounds. President Museveni’s proclamation to hold the 1st session was read by the Clerk of Parliament, Mr. Adolf Mwesige.</p>
<p>President Museveni wondered why some Ugandans remain poor yet the government has invested a lot of capital on ground.</p>
<p>“I&#8217;m in a very bad mood. The capital is there at each parish. Use it. Enough is enough. Every so-called leader must use the government programs to eliminate poverty and create wealth,” he cautioned.</p>
<p>“I have put money through government programs on the ground. As I speak, in every parish there is Shs 800 million of low-cost capital.”</p>
<p>President Museveni advised leaders that if indeed they care about the citizens, they should go back to these parishes and ask for accountability for those funds such as the Parish Development Model (PDM).</p>
<p>“I don&#8217;t want to hear that there is poverty in homesteads that have land and yet money is there at parish level. If you are a minister and I come to your village and people are still suffering, I will sack you,” he said.</p>
<p>“I want to inform everybody that I have been monitoring and I don&#8217;t want to embarrass mature people. The money is there on the ground, let&#8217;s use it to get our people out of poverty.”</p>
<p>He further warned leaders against meandering around supporting European Football clubs when their people are living in poverty, saying he will not tolerate that kind of betrayal anymore.</p>
<p>“One of my people was inviting me for something called Arsenal. I said what&#8217;s Arsenal? That I should go and celebrate. Celebrate what? I was a footballer myself; I gave up football in 1966 and now I&#8217;m on Uganda. Okay you can have your Arsenal, but start with the people please. How can you be celebrating European clubs when your people don&#8217;t have anything?” he wondered.</p>
<p>On the issue of Ebola outbreak, President Museveni tasked Ugandans to take precautionary measures to ensure that the disease is prevented.</p>
<p>“Please set an example. There is big problem in Congo. Let&#8217;s stop this business of shaking hands and so on. Ebola spreads through physical contact. I was here watching you shaking hands and hugging. Do you people know that there is Ebola? For me I&#8217;ve not touched any of you,” he said.</p>
<p>During the same meeting, the Speaker and Deputy Speaker of the 12th Parliament were elected.</p>
<p>For the Speakership position, a total of three candidates were in the race: Jacob Marksons Oboth-Oboth (West Budama Central), the National Resistance Movement (NRM) flag bearer; Paul Mwiru (Jinja East) of the National Unity Platform (NUP), presented as the joint opposition candidate; and Democratic Party (DP) President General Norbert Mao (Laroo- Pece).</p>
<p>The Chief Justice, His Lordship, Flavian Zeija presided over the election. He cited rules of procedure guiding the election of the speaker of Parliament and tasks the clerk to Parliament to remind MPs of the guidelines and eligibility.</p>
<p>The outgoing Vice President, H.E Jessica Alupo, also Katakwi District Woman Member of Parliament nominated Hon. Oboth Oboth for the position of Speaker of Parliament.</p>
<p>H.E Alupo cited candidate Oboth Oboth&#8217;s distinguished career in legal practice, legislative experience, experience in public service, a patriot and thorough education stance, among other unique attributes that qualify and render him the most suitable candidate for speaker of Parliament.</p>
<p>After the vote count, Hon. Oboth-Oboth emerged the winner of the race, defeating Mwiru and Mao.</p>
<p>He garnered 441 votes followed by Mwiru who garnered 60 votes and Mao garnered came last with 15 votes.</p>
<p>His Lordship Zeija confirmed the outcome of the election and declared Hon. Oboth-Oboth Speaker- elect of the 12th Parliament.</p>
<p>Subsequently, the Speaker-elect took an oath before President Museveni and he was handed instruments of power including the Mace, The national flag, Constitution, the rules of procedure of Parliament, and the speaker robes.</p>
<p>In his address, the new Speaker of Parliament, Rt. Hon. Oboth Oboth committed to enforce prompt accountability interventions for public resources, promised rapid and highly visible changes required of Parliament.</p>
<p>He pledged to lead a corruption-free Parliament, declaring zero tolerance to misuse of public resources.</p>
<p>He also called on MPs to observe modesty, dignity and unity in service to regain public trust from the populace.</p>
<p>Rt. Hon. Oboth Oboth attributed his landslide victory to faithfulness and strategic patience.</p>
<p>On the other hand, Rt. Hon. Thomas Tayebwa (Ruhinda North) was elected Deputy Speaker of the 12th Parliament after defeating Nyakato Asinansi (Hoima City) and Sarah Aguti (Dokolo District).<br />
Rt. Hon. Tayebwa garnered 457 votes against Nyakato who garnered 45 votes and Aguti with 14 votes.</p>
<p>He called on MPs to have a unified cause to foster socio-economic transformation for the populace with focus on wealth creation for all households.</p>
<p>Rt. Hon. Tayebwa also commended his supporters and mobilizers across all political formations that endorsed him, the NRM Central Executive Committee that approved his candidacy and the Patriotic League of Uganda that endorsed. He promised to contribute towards building a Parliament of national pride.</p>
<p>Lastly, President Museveni congratulated the newly elected leadership of Parliament and highlighted the transparency witnessed in the election.</p>
<p>He also commended the opposition political parties for their involvement in the speakership race and rallied MPs to consolidate national gains initiated by the NRM government for further national socio-economic transformation and development.</p>

										<content:encoded><![CDATA[<p><strong>President Yoweri Museveni has launched a scathing attack on journalist and political commentator Andrew Mwenda, accusing him of sabotaging Uganda’s industrialisation agenda and acting as an “omwinazi” — a Runyankore term for an ill-wisher.</strong></p>
<p>In a strongly worded statement released on Saturday, Museveni dismissed claims by Mwenda that he is “senile and incapable of judging right,” insisting that despite being 82 years old, he remains fully capable of defending Uganda’s interests.</p>
<p>“Mr. Mwenda, thank you for declaring me senile and incapable of judging right. You will, however, discover that at 82, I am still able to defend Uganda and myself with the Bible, the AK-47 and the pen,” Museveni said.</p>
<p>The President defended several local innovators and industrialists whom Mwenda allegedly criticised, including Magoola, Senfuka, Tugume and Professor Muranga, urging the journalist to visit their factories and projects before dismissing them as conmen.</p>
<p>Museveni also praised Kiira Motors Corporation, saying critics of the government-backed vehicle manufacturing project are agents of neo-colonialism who oppose Africa’s industrial transformation.</p>
<p>“The do-nothingers like Andrew Mwenda… happily cohabit peacefully and gleefully with the neo-colonial status quo of confining Africa to producing and exporting unprocessed raw materials,” Museveni said.</p>
<p>The President cited Uganda’s ban on the export of unprocessed minerals as one of the government’s biggest successes, revealing that the country now has 10 gold refineries and gold exports worth USD 7.48 billion.</p>
<p>He also defended government wealth creation programmes such as the Parish Development Model (PDM), crediting them alongside agricultural reforms for the growth in Uganda’s coffee exports from 3 million bags to 8.8 million bags annually.</p>
<p>Museveni accused Mwenda of leaking internal government and Cabinet discussions on social media with the intention of scaring away investors and development partners.</p>
<p>“This is not the first time Mwenda has done it,” Museveni said, further accusing the veteran journalist of previously contributing to power shortages after allegedly opposing the Bujagali power project partnership with AES in the early 2000s.</p>
<p>The President said Uganda’s economic transformation through sectors such as dairy farming, coffee, palm oil, fruits and steel manufacturing had succeeded despite opposition from critics.</p>
<p>Drawing from a Runyankore proverb, Museveni likened Uganda’s industrialisation efforts to a child learning to walk.</p>
<p>“With the Banyankore, if a baby is learning how to walk and falling down, we encourage the baby… We do not do what Mwenda is doing by saying: ‘The child will never stand.’ You then become omwinazi,” he said.</p>
<p>Museveni concluded his statement with his signature revolutionary slogan: “Aluta Continua, Victory is Certain.”</p>

										<content:encoded><![CDATA[<p>BEIJING, May 20 (Xinhua) &#8212; Chinese President Xi Jinping and Russian President Vladimir Putin jointly met the press at the Great Hall of the People in Beijing on Wednesday.</p>
<p>This is President Putin&#8217;s 25th visit to China, fully demonstrating the high level and special nature of China-Russia relations, Xi said.</p>
<p>Over the past 30 years, the positioning of China-Russia relations has been continuously elevated, reaching the highest level in history as a comprehensive strategic partnership of coordination for a new era and setting an example of a new type of major-country relations, Xi noted.</p>
<p>Over the years, the two countries have made important contributions to upholding international fairness and justice and promoting the building of a new type of international relations, becoming a key constant amidst profound global changes unseen in a century, he said.</p>
<p>Xi called for efforts to consolidate higher-quality political mutual trust and strengthen strategic support for each other. He said the two sides should further support each other firmly on issues concerning their core interests and major concerns, while continuing to strengthen strategic communication and exchanges at all levels.</p>
<p>The Chinese president stressed the need for China and Russia to empower higher-quality mutually beneficial cooperation and jointly promote their respective development and revitalization. The two sides should deepen the alignment between China&#8217;s 15th Five-Year Plan (2026-2030) and Russia&#8217;s development strategy through 2030, and enhance and upgrade mutually beneficial cooperation across various fields, Xi said.</p>
<p>Xi stressed the need to promote higher-quality people-to-people exchanges and strengthen the foundation for lasting friendship between the two peoples across generations.</p>
<p>The two sides should take the China-Russia Years of Education initiative as an opportunity to further expand two-way student exchanges and deepen cooperation between universities and research institutions, he added.</p>
<p>Xi called on China and Russia to pursue higher-quality international coordination and work together to reform and improve global governance.</p>
<p>The two countries should oppose all forms of unilateral bullying and actions that seek to reverse the course of history, especially provocations that deny the outcomes of World War II and attempt to whitewash and revive fascism and militarism, he said.</p>
<p>Putin said Russia-China relations are currently at an unprecedentedly high level, with the two countries consistently advancing bilateral cooperation in the spirit of mutual respect, mutual assistance on an equal footing and mutual support.</p>
<p>The cooperation between the two countries is not directed against any third party or affected by geopolitical changes, Putin noted.</p>
<p>Russia and China will maintain close strategic coordination on the international arena, and work together to uphold the purposes and principles of the UN Charter and safeguard global security and stability, Putin added. ■</p>

										<content:encoded><![CDATA[<p>BEIJING, May 20 (Xinhua) &#8212; <strong>Chinese President Xi Jinping held talks with visiting Russian President Vladimir Putin at the Great Hall of the People in Beijing on Wednesday, with the two sides agreeing to further extend the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation.</strong></p>
<p>Xi noted that this year marks the 30th anniversary of the establishment of the China-Russia strategic partnership of coordination and the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation.</p>
<p>China-Russia relations have come this far step by step precisely because the two countries have kept deepening political mutual trust and strategic coordination with unyielding tenacity, expanded cooperation with a drive to always scale new heights, and defended international justice and fairness and advanced the building of a community with a shared future for humanity with unflappable resolve, he said.</p>
<p>&#8220;As permanent members of the UN Security Council and important major countries in the world, China and Russia should take a strategic and long-term perspective, drive the development and revitalization of our respective countries through comprehensive strategic coordination of even higher quality, and work to make the global governance system more just and reasonable,&#8221; Xi said.</p>
<p>China and Russia have developed the comprehensive strategic partnership of coordination for a new era on the basis of equality, mutual respect, good faith, and win-win cooperation, he said.</p>
<p>Political mutual trust has further deepened, cooperation in various areas such as trade and economy, investment, energy, science and technology, people-to-people and sub-national exchanges continued to advance, and the bonds between the two peoples have grown stronger, Xi added.</p>
<p>The China-Russia relationship has entered a new stage of greater achievements and faster development, he stressed.</p>
<p>Unswervingly promoting the long-term, sound, steady and high-quality development of the China-Russia relationship is a strategic choice by the two sides based on the fundamental interests of the two countries and the global trends, said Xi.</p>
<p>Xi called on China and Russia to fully implement the important common understandings reached by him and Putin, seize the historic opportunities, and further promote the mutual trust, cooperation and friendship of the two countries.</p>
<p>Xi emphasized that both sides should focus on the goals of national development and revitalization, fully leverage the comprehensive and well-established mechanisms of China-Russia cooperation, and strengthen overall planning for cooperation in all respects.</p>
<p>The two countries should also promote the upgrading of practical cooperation in trade and investment, energy and resources, transportation, and sci-tech innovation, and actively explore cooperation in frontier areas, so as to create new engines of growth with new quality productive forces, he added.</p>
<p>Efforts should be made to continue the long-standing friendship between the two sides, strengthen exchanges and cooperation in education, culture, film, tourism and sports, and consolidate the social and public support for bilateral friendship, Xi noted.</p>
<p>Moreover, both sides should deepen multilateral collaboration, further enhance coordination and cooperation under the frameworks such as the UN, the Shanghai Cooperation Organization (SCO), BRICS, and APEC, Xi said.</p>
<p>He also underscored joint efforts to firmly safeguard the post-war international order and the authority of international law, unite the Global South, and guide the reform of the global governance system in the right direction.</p>
<p>Putin said Russia-China relations, under joint efforts from both sides, have reached an unprecedented level, featuring close high-level exchanges and solid political mutual trust.</p>
<p>The two sides have seen a steady increase in bilateral trade, mutually beneficial energy supply and demand, the ever-deepening cooperation in transportation, logistics, science and technology, among others, and sound momentum in people-to-people exchanges, Putin added.</p>
<p>Russia-China relations have withstood tests and grown stronger over time, becoming a paradigm of comprehensive strategic coordination, said Putin.</p>
<p>Stressing that the Treaty of Good-Neighborliness and Friendly Cooperation is ever more relevant under the current situation, Putin said Russia is ready to work with China to act in line with the spirit of the Treaty, strengthen strategic coordination and practical cooperation, and promote bilateral relations to a higher level.</p>
<p>Noting that Russia-China bilateral cooperation is an important stabilizing factor in the volatile international situation, Putin said Russia will continue to strengthen multilateral coordination with China, support China in hosting the APEC Economic Leaders&#8217; Meeting successfully, jointly enhance the status and influence of the SCO, strengthen unity and coordination within the BRICS mechanism, uphold the authority of the UN, champion the diversity of civilizations, and promote a more just and equitable international order.</p>
<p>Xi and Putin also exchanged views on the situation in the Middle East and other major international and regional issues.</p>
<p>They heard reports on the progress of cooperation in areas including investment, energy, economy and trade. The foreign ministers of the two countries reported on the coordination and cooperation between China and Russia in international and regional affairs.</p>
<p>Following the talks, Xi and Putin signed and issued a joint statement on further enhancing comprehensive strategic coordination and deepening good-neighborliness and friendly cooperation between the two countries.</p>
<p>They also witnessed the signing of 20 cooperation documents in areas including the economy and trade, education, and science and technology.</p>
<p>During Putin&#8217;s visit, China and Russia issued a joint statement on promoting a multipolar world and a new type of international relations. The two sides also reached 20 cooperation agreements in other fields.</p>
<p>Xi and Putin then jointly met the press.</p>
<p>Prior to their talks, Xi hosted a welcome ceremony for Putin outside the Great Hall of the People in central Beijing, featuring military band performances, a 21-gun salute, and a march-past of the guard of honor. ■</p>

										<content:encoded><![CDATA[<p>KAMPALA: <strong>The head of the State House Anti-Corruption Unit, Henry Isoke, has warned senior Uganda People’s Defence Forces (UPDF) logistics officers that corruption within military supply systems poses a serious threat to national security and operational readiness.</strong></p>
<p>Brig Gen Isoke made the remarks on Friday while addressing senior logistics leaders at the College of Logistics and Engineering during a meeting focused on accountability and transparency in military logistics management.</p>
<p>According to Brig Gen Isoke, theft, diversion and misuse of military resources including fuel, food supplies, equipment and procurement funds weaken combat preparedness, lower troop morale and compromise the effectiveness of the armed forces.</p>
<p>He cautioned that corruption in military logistics often manifests through inflated contracts, fictitious supplies, bribery, manipulation of procurement processes and diversion of combat supplies.</p>
<p>“Such practices undermine discipline, erode public trust and expose the country to security vulnerabilities,” he said.</p>
<p>The anti-graft chief urged logistics officers to strengthen inventory management systems, verify deliveries, maintain accurate records and promptly report any irregularities without fear or compromise.</p>
<p>He emphasized that transparency, accountability and integrity remain critical pillars in effective logistics management both during peace and conflict situations.</p>
<p>Brig Gen Isoke also commended the UPDF leadership for adopting a zero-tolerance approach against corruption, including introducing digital systems and automation in procurement and supply chain management to improve traceability and reduce opportunities for abuse.</p>
<p>He further praised reforms being spearheaded within the military to strengthen accountability among officers handling public resources.</p>
<p>Referring to recent cautionary remarks by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, Brig Gen Isoke reiterated that misuse of military resources would not be tolerated.</p>
<p>“Wastage and abuse of our scarce resources — resources that should improve the operating conditions of our brave soldiers — will not be tolerated,” he quoted Gen Muhoozi as saying.</p>
<p>At the college, Brig Gen Isoke was received by Godwin Karugaba alongside the Commandant of the College of Logistics and Engineering, Chris Kyunku.</p>

										<content:encoded><![CDATA[<p><strong>The Minister of State for Urban Development and Bukono County MP-elect Persis Namuganza has declared that she remains firmly in the race for Speaker of Uganda’s 12th Parliament despite the ruling National Resistance Movement (NRM) Central Executive Committee (CEC) endorsing Defence Minister Jacob Oboth-Oboth for the position and incumbent Deputy Speaker Thomas Tayebwa for Deputy Speaker.</strong></p>
<p>In a message shared on social media, Namuganza said she was contesting as an Independent candidate and vowed not to back down from the race.</p>
<p>“Despite standing as an Independent, the overwhelming support of my people and MZEE made me the winner. Today, I am informing my fellow MPs that I am firmly in the race for Speaker of the 12th Parliament,” she posted.</p>
<p>Her declaration comes amid dramatic twists in the contest for Parliament’s top leadership positions ahead of the May 25 elections.</p>
<p>On Friday, the NRM CEC meeting chaired by President Yoweri Museveni at State House Entebbe endorsed Jacob Oboth-Oboth as the party’s preferred Speaker candidate and Thomas Tayebwa for Deputy Speaker.</p>
<p>The development effectively pushed former Speaker Anita Among out of contention after weeks of intense political pressure and ongoing corruption-related investigations that have rocked Parliament and divided ruling party circles.</p>
<p>Justice Minister Norbert Mao has since emerged among the notable figures openly expressing interest in the Speakership race, setting up what analysts say could become one of the most competitive parliamentary contests in recent years.</p>
<p>Namuganza, who has repeatedly criticised the outgoing parliamentary leadership, is positioning herself as an anti-corruption and reform candidate seeking support beyond official NRM structures.</p>
<p>The Speaker and Deputy Speaker of the 12th Parliament are expected to be elected when the new Parliament convenes next week.</p>
