Parliament: The political heat surrounding former Speaker of Parliament Anita Among intensified on Tuesday after joint security agencies sealed off her offices at Parliament as part of an ongoing corruption investigation.

Security operatives cordoned off the Speaker’s wing and restricted access to several offices, including that of the Clerk to Parliament, turning the area into what investigators reportedly described as an active crime scene. Parliamentary staff were ordered to vacate the premises as forensic experts and detectives moved in carrying document files and electronic equipment.

The latest developments come amid widening investigations into allegations of illicit wealth accumulation, money laundering and possible breaches of Uganda’s Leadership Code laws. Reports indicate the probe was triggered by a formal petition submitted to the Inspectorate of Government (IGG), with President Yoweri Museveni said to have taken keen interest in the matter.

The dramatic raid follows a series of high-profile actions targeting properties and assets linked to Among. Earlier this week, police reportedly seized a luxury Rolls-Royce vehicle associated with the embattled politician during operations at her residence in Kigo, Wakiso District.

The investigations have sent shockwaves through Uganda’s political establishment, with many observers describing the unfolding events as one of the most serious anti-corruption crackdowns involving a top government official in recent years.

The pressure on Among has also coincided with her withdrawal from the race for Speaker of the 12th Parliament, a move many political analysts say reflects growing turbulence within the ruling National Resistance Movement (NRM).

Neither the IGG nor police had officially commented on the specifics of the searches by Tuesday evening, citing ongoing investigations. However, the heavy deployment at Parliament signaled that authorities are pursuing what could become a major political and legal showdown.

KAMPALA: Former Speaker of the 11th Parliament Anita Annet Among has withdrawn from the race for Speaker of the 12th Parliament, ending weeks of speculation over her political future amid mounting pressure and ongoing investigations into corruption allegations.

In a statement released on Sunday, Among said she had decided not to seek re-election to the influential parliamentary position after “wide consultations and deep introspection,” adding that the move was intended to preserve unity within the ruling National Resistance Movement (NRM).

“I wish to categorically and unequivocally state that I will not be offering myself for the Speakership race of the 12th Parliament,” Among said.

She expressed gratitude to President Yoweri Museveni, the NRM leadership, Members of Parliament, her family and supporters for entrusting her with the positions of Deputy Speaker and later Speaker during the 11th Parliament.

Among also pledged loyalty to the ruling party’s eventual flag bearer, saying she would fully support candidates endorsed by both President Museveni and the NRM.

“I pledge my total support to the candidates who will be endorsed by the President and the Party, and implore all colleague MPs of the 12th Parliament to do the same,” she said.

The development is expected to reshape the contest for leadership of the next Parliament, with several senior NRM figures now likely to intensify lobbying efforts ahead of the party’s internal endorsement process.

Among, who became Speaker in 2022 following the death of former Speaker Jacob Oulanyah, said she remains available to serve the country in any capacity assigned by the President and the party.

She also said she would continue cooperating with state investigations into allegations that have recently dominated public debate.

The NRM is expected to announce its preferred candidates for the top parliamentary leadership positions in the coming weeks.

The Patriotic League of Uganda (PLU) has formally withdrawn its earlier endorsement of Speaker Anita Annet Among and Deputy Speaker Thomas Tayebwa for the leadership of Uganda’s 12th Parliament, signaling a major shift in the increasingly tense race for top parliamentary positions.

In a statement dated May 12, 2026, and signed by PLU General Secretary David Kabanda, the political pressure group said the endorsement earlier issued on March 11, 2026, had been “retracted and withdrawn with immediate effect.”

The statement followed guidance from PLU chairman Gen. Muhoozi Kainerugaba, who had previously directed all PLU-leaning Members of Parliament-elect to support Among for Speaker and Tayebwa for Deputy Speaker.

“Accordingly, the Chairman of the Patriotic League of Uganda Gen. Muhoozi Kainerugaba has guided as follows: that the endorsement of Rt. Hon. Anita Annet Among and Rt. Hon. Thomas Tayebwa as candidates for Speaker and Deputy Speaker respectively for the 12th Parliament of Uganda is retracted and withdrawn with immediate effect,” the statement read.

PLU further instructed its members to support candidates who will eventually be presented by President Yoweri Museveni for the positions of Speaker and Deputy Speaker.

“The leadership of the Patriotic League of Uganda encourages its Hon. Members Elect to support the candidates that will be presented to them by H.E the President,” the statement added.

The development marks a significant political setback for Among and Tayebwa, who had been viewed as frontrunners backed by powerful political actors within the ruling National Resistance Movement (NRM).

The withdrawal also comes amid growing political pressure surrounding the Speakership race, with several figures within the ruling establishment increasingly calling for new leadership in Parliament ahead of the opening of the 12th Parliament.

In recent months, Gen. Muhoozi Kainerugaba has repeatedly issued statements criticizing corruption and what he described as extravagant lifestyles among some senior government officials, remarks widely interpreted as targeting Speaker Among and her allies.

The latest PLU position is expected to intensify lobbying within the ruling party as MPs-elect wait for President Museveni’s official guidance on the Speakership contest.

Several candidates, including State Minister Persis Namuganza, have already publicly expressed interest in the Speaker position while criticizing alleged corruption and financial mismanagement in Parliament.

Speaker of Parliament Anita Among is facing renewed scrutiny after leaked financial documents allegedly linked to the Uganda Parliamentary SACCO exposed what critics describe as a sophisticated network used to channel billions of shillings through close associates, political mobilisers and loyalists under questionable outreach and corporate social responsibility activities.

The documents, which have gone viral on social media, include payment vouchers, accountability schedules and transaction summaries dating between 2023 and 2025.

One of the summaries claims that on July 21, 2025 alone, a total of Shs4.29 billion was withdrawn through the Uganda Parliamentary SACCO in a single day.

According to the documents, the money was allegedly advanced for activities linked to the Speaker’s office, including “community mobilisation,” “Speaker’s outreach programmes,” “corporate social responsibility,” “flagship empowerment projects,” stakeholder engagements and political mobilisation meetings across different regions of Uganda.

The leaked records repeatedly mention names including Okwi Emmanuel Emuron, Obore Chris Atiko, Kaaya Rajab Semaluulu, Adilo Daniel and Ronny Ismail, who allegedly received huge sums of money over several months.

Some of the payments listed in the documents include:

* Shs500 million allegedly advanced for the Speaker’s outreach programmes in Northern and Eastern Uganda.

* Shs400 million allegedly advanced to “offset planned activities of the commission.”

* Shs220 million and Shs160 million reportedly advanced to clear outstanding CSR pledges.

* Shs750 million allegedly advanced for community empowerment workshops in Bukedea.

* Shs1.15 billion reportedly advanced for consultations and mobilisation activities in Acholi Sub-region.

* Shs680 million allegedly advanced for outreach activities in Eastern Uganda.

* Shs730 million reportedly advanced for corporate social responsibility activities in Lango Sub-region.

* Shs1.625 billion allegedly advanced to hold zonal meetings for regional women local councils.

* Shs2.276 billion reportedly advanced for preparation meetings linked to the CPA conference.

* Shs250 million allegedly advanced for engagement meetings with political and opinion leaders in Greater North.

Critics say the repeated payments to the same individuals point to a coordinated patronage structure allegedly used to move public funds through trusted loyalists under loosely defined activities whose outcomes are difficult to independently verify.

Political observers say the scandal has emerged at a particularly sensitive moment as Speaker Anita Among comes under increasing pressure ahead of the contest for the Speakership of the 12th Parliament.

Several aspiring candidates and critics within the ruling National Resistance Movement (NRM) have recently intensified attacks on Parliament over what they describe as rampant corruption, wasteful expenditure and abuse of taxpayers’ money.

Among the most vocal critics is Persis Namuganza, the State Minister for Housing and aspiring Speaker, who has repeatedly condemned alleged corruption in Parliament and called for sweeping reforms within the institution.

Namuganza recently accused parliamentary leaders of presiding over excessive spending scandals that have eroded public trust in Parliament and burdened taxpayers.

The controversy also comes shortly after President Yoweri Museveni reiterated his government’s “zero tolerance” policy against corruption during remarks ahead of his seventh inauguration.

Museveni warned public officials against misuse of government resources, saying corruption continues to undermine service delivery and public confidence in state institutions.

Opposition activists and anti-corruption campaigners are now demanding investigations by the Inspectorate of Government, Auditor General and other accountability agencies into the Parliamentary SACCO transactions and related expenditures.

By press time, Parliament and Speaker Anita Among had not officially commented on the authenticity of the leaked documents.

However, the revelations continue to dominate public debate online, with many Ugandans questioning how billions of shillings could allegedly be spent on mobilisation and outreach activities while hospitals, schools and roads across the country continue to struggle with underfunding.

Tensions ahead of the 12th Parliament Speakership race have escalated after Bukono County MP-elect Persis Namuganza openly accused Speaker Anita Annet Among of using the name of Gen. Muhoozi Kainerugaba to advance what she described as a “disguised” campaign for re-election.

Speaking after a closed-door dinner in Kampala linked to fundraising for Muhoozi’s upcoming birthday run, Namuganza claimed the event was far from a neutral or charitable gathering. According to her, attendance was restricted to MPs-elect of the 12th Parliament—raising questions about whether the meeting doubled as a political mobilization platform.

“I was shocked to find that the dinner was strictly for elected MPs of the 12th Parliament,” Namuganza said, arguing that the exclusivity pointed to a calculated effort to consolidate support behind Among under the cover of a social function.

Namuganza, who has declared her own bid for the Speakership, accused Among of dragging the army leadership into partisan parliamentary politics by invoking Muhoozi’s name. She warned that such tactics risk undermining the principle of institutional neutrality, particularly for a serving Chief of Defence Forces.

“The use of Gen. Muhoozi’s name in this manner is unacceptable,” she said, adding that parliamentary leadership contests should be conducted transparently rather than through “backdoor dealings and influence-peddling.”

In unusually sharp language, Namuganza also took aim at what she described as a cult-like atmosphere at the event, alleging that some of Among’s supporters openly praised her in monarchical terms.

“Her praise singers were shouting ‘the queen of Uganda has come.’ Royals are born, not named,” she told BBS TV, in remarks that underscore deepening personal and political rivalries within the ruling establishment.

The accusations come against the backdrop of increasingly assertive rhetoric attributed to Among. In remarks circulating among legislators, the Speaker reportedly boasted of her financial muscle and political dominance, saying she would “spend whatever it takes” to secure victory and that the 12th Parliament would be “the easiest,” with the opposition effectively neutralized.

Critics say such statements, if accurate, reinforce fears that the Speakership race is tilting away from democratic contestation toward patronage-driven politics.

Namuganza further positioned herself as an independent actor willing to work with the ruling National Resistance Movement without formal agreements. She claimed her approach has the blessing of President Yoweri Museveni, a statement likely to add another layer of intrigue to an already complex political contest.

Efforts to obtain a direct response from Among were unsuccessful by press time. However, her allies have previously dismissed similar claims, arguing that her engagements with MPs are routine consultations expected of a political leader.

With multiple contenders emerging and accusations of covert campaigning surfacing early, the race for Speaker of the 12th Parliament is shaping into a bruising contest—one that may test both party cohesion and the credibility of parliamentary processes.

KAMPALA. The British High Commissioner in Uganda has told President Yoweri Museveni that Speaker Anita Among has houses in London.

On April 30, the United Kingdom announced its first-ever corruption-related sanctions against Uganda, targeting Ms Among, Ms Mary Goretti Kitutu, and Ms Agness Nandutu, both former ministers responsible for the restive mineral-rich Karamoja region. The sanctions consist of travel bans and asset freezes.

Britain’s deputy foreign minister, Andrew Mitchell, said in a statement that Kitutu and Nandutu stole a significant quantity of iron sheets from a government-funded housing initiative intended to aid vulnerable communities in Karamoja. Among was said to have benefitted from the stolen materials.

President Museveni wrote in a May 2 letter that was made public for the first time on Friday (May 10) that he met the British High Commissioner to Uganda, Kate Airey OBE, hours before the sanctions were announced.

“The meeting was at Nakasero but I was on my way to Entebbe for other meetings. I, therefore, did not have time to discuss with anybody the issue.

The High Commissioner told me that they intended to sanction the Honorables; Kitutu and Nandutu for their roles in the mabaati (iron sheets) issue.

” I would like, by the copy of this letter to ask the Attorney-General the legality of this action since this is a purely internal matter for Uganda,” Museveni wrote adding “The alleged theft was discovered by our agencies and the Uganda courts are handling the case. The accused are not yet convicted. How do other countries come into the matter? Attorney-General advise,” Mr Museveni writes in the letter.

In the latter, the president says he was told the Speaker owns a house or houses in the UK and bank accounts through which she has been wiring school fees to students in the UK.

“Why would a Ugandan leader build or buy houses in the UK or anywhere else abroad, when Uganda, the still under-developed country where she would have earned the money, still needs those investments? It would definitely be a moral and ideological mistake,” Mr Museveni writes in the letter addressed to the Minister of Foreign Affairs, Gen Jeje Odongo, and copied to the Speaker, the IGG, the Minister of State for Integrity, and the Attorney General.

According to the president, the issue of houses would be “very interesting” if, especially, Ms Among did not declare them in her Leadership Code documents.

“If she had declared them, then the next issue would be how she got the money to build them. If these two are answered correctly and showing no mistake, the remaining issue would be political, ideological judgment,” he said.

The president reportedly told Ms Airey that the Uganda Government would demand from the UK Government more information about this.

He said the attorney-General and Ministry of Foreign Affairs would advise on how this can be done and the appropriate authority to go ahead and do it.

Meanwhile, Museveni wrote, “by the copies of this letter, I request the Inspector General of Government (IGG) and Minister of Integrity to inform me if the Rt. Hon. Anita Among declared in her forms of the Leadership Code her owning of a house or houses in the UK”.

On the issue of bank accounts Museveni told the High Commissioner ” it may not be a serious issue if she sent legitimately earned money to support the children who are studying there”.

During a May 3 plenary session, Ms Among claimed the sanctions stemmed from her opposition to homosexuality. She linked them to her role in presiding over the passage of the Anti-Homosexuality Bill, which was later signed into law by President Museveni.

The Speaker downplayed the sanctions, stating that she neither owns property in the UK nor desires to travel there. She emphasized her loyalty to Uganda and dismissed the accusations.

“I am told [that] I have so many assets in the UK and lots of accounts in the UK. Unfortunately, I have only been in the UK once. I don’t even have a pussycat in the UK. I have always said that I have a permanent passport to Bukedea and Buyende districts. I don’t need a visa to UK. So, honorable members, you need to be very firm and fight for your position. Just imagine it is your kid who is being sodomized. I have interacted [with some officials] and we have gotten to know what the sanctions are about. At an appropriate time, the Head of State will also respond to it because it is an indictment on the Parliament of Uganda,” she said.

The United Kingdom government has imposed sanctions on Speaker of Parliament Annet Anita Among and two former ministers over allegations of embezzling iron sheets designated for the Karamoja region.

These sanctions, announced on Tuesday, mark the first instance of the UK government utilizing the Global Anti-Corruption Sanctions regime to target individuals implicated in corruption in Uganda.

The measures encompass asset freezes and travel restrictions against the named individuals.

Deputy Foreign Secretary of the UK, Andrew Mitchell, disclosed the sanctions against Among and the ex-ministers Mary Goretti Kitutu and Agnes Nandutu, who were recently dismissed from their ministerial positions overseeing Karamoja.

This move aligns with the UK’s ongoing commitment to combat serious corruption worldwide, as emphasized in a statement from the foreign office.

These sanctions against Among follow previous penalties imposed by the United States in connection with her involvement in the Anti-Homosexuality Bill in 2023.

Allegations surfaced last year accusing government officials of misappropriating thousands of iron sheets intended for infrastructure projects in Karamoja, diverting them to influential politicians and their families instead. Among was purportedly among the beneficiaries, according to the UK government.

The initial list of individuals implicated in the corruption scandal included several high-ranking officials, highlighting the severity of the issue. Mitchell condemned such actions, emphasizing that corruption, particularly when it deprives vulnerable communities of aid, is reprehensible and warrants severe consequences.

Under the asset freeze, the sanctioned individuals are prohibited from accessing any funds or economic resources held in the UK, and UK citizens or businesses are barred from engaging in transactions with them. Additionally, their existing visas have been invalidated, and they are ineligible for visa issuance until further notice. These sanctions serve as a clear message that corruption will not be tolerated and those responsible will be held to account.

The Constitutional Court has ruled that the Anti-Homosexuality Act 2023 is legal and will be upheld, save for four issues.

The ruling came following a petition by a group of activists who wanted the law trashed.

However court rules that only four sections in the law were illegal and should be repealed.

Below are the details of the ruling:

HE CONSTITUTIONAL COURT OF UGANDA PRONOUNCES ITSELF ON THE ANTI-HOMOSEXUALITY ACT, 2023 OF UGANDA

The Constitutional Court of Uganda has nullified Sections 3(2)(c), 9, 11(2)(d) and 14 of the Anti-Homosexuality Act, 2023 for contravening the Constitution of Uganda, 1995.

This was in the unanimous judgment delivered today, the 3rd of April 2024, by the panel of five justices of the Constitutional Court led by the Deputy Chief Justice in Consolidated Constitutional Petition Nos. 14, 15, 16 & 85 of 2023 Hon. Fox Oywelowo Odoi & 21 others Vs Attorney General & 3 Others.

The nullified Sections had criminalised the letting of premises for use for homosexual purposes, the failure by anyone to report acts of homosexuality to the Police for appropriate action, and the engagement in acts of homosexuality by anyone which results into the other person contracting a terminal illness.

Background

In 2023, the Parliament of Uganda passed the Anti-Homosexuality Act following the public outcry, social and broadcast media discussions and homosexuality victims painful and gruelling stories of children and families that were dying in silence from the psychological trauma of forced recruitment of children into homosexual acts. The Act criminalised homosexuality, its recognition, promotion, financing and normalization.

As soon as the President of Uganda assented to the Anti-Homosexuality law on the 26th of May 2023, four Constitutional Petitions were filed in the Constitutional Court by a total of 22 private citizens and human rights activists challenging virtually all the seventeen sections of the Anti-Homosexuality Act for their alleged contravention of human rights and freedoms that are guaranteed under the Uganda Constitution, and international human rights instruments to which Uganda is a party.

The Petitions were opposed by the Attorney General of Uganda, Pastor Martin Sempa, Eng. Stephen Langa and the Family Life Network Limited. Court also did benefit from an amicus brief filed by the Secretariat of the Joint United Nations Programme on HIV/ AIDS (UNAIDS).

In its Judgment, the Constitutional Court upheld the constitutionality of the Anti-Homosexuality Act save the four provisions already mentioned above.

Basis for the court decision

In coming to its decision, the Constitutional Court considered the following:
The legislations and judicial decisions from sister jurisdictions that have decriminalised consensual homosexuality between adults in private space.

The absence of consensus at the global level regarding non-discrimination based sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC). This is reflected in the fact that to date non-discrimination on the basis of the SOGIESC variables has not explicitly found its way into international human rights treaties. Instead, it has been vetoed by a bloc of resistant (UN) member states that has prevented the adoption of a binding declaration or similar instrument to strengthen protections for LGBTI human rights.

The conflict in international human rights law between upholding a universal understanding of human rights and respecting the diversity and freedom of human cultures, with no one culture entirely diminishing the dignities of the other.

The conflict between individuals right to self-determination, self-perception and bodily autonomy, on the one hand; and the communal or societal right to social, political and cultural self-determination, calling for a delicate balance between individual autonomy and communal interests.

The recent developments in the human rights jurisprudence including the decision of the US Supreme Court in Dobbs v Jackson Womens Health Organisation, No. 19-1392, 597 U.S. 215 (2022), where the Court considered the nations history and traditions, as well as the dictates of democracy and rule of law, to over-rule the broader right to individual autonomy.

The uniqueness of Ugandas Constitution which obliges the courts of law to take into account the countrys socio-cultural norms, values and aspirations when resolving any disputes before them.

The Anti-Homosexuality Act being, in general, a reflection of the socio-cultural realities of the Ugandan society, and was passed by an overwhelming majority of the democratically elected representatives of the Ugandan citizens.
Dated: 03.04.2024

BUKEDEA. President Yoweri Museveni praised Speaker Anita Among for her proactive leadership and innovative initiatives during the official inauguration of Bukedea Teaching Hospital.

It comes amid talk of misuse of public funds by the Speaker where she allegedly siphoned money in billion shillings through her employees.

But in Saturday, Museveni applauded Among’s commitment to community development, citing her previous endeavors such as the establishment of Bukedea Comprehensive School and a nursing and paramedical studies institution. He highlighted Among’s strategic planning and resourcefulness, noting that funds generated from her educational ventures were reinvested into the hospital project.

Constructed under Speaker Among’s guidance, the hospital aims to deliver accessible and high-quality healthcare services to the residents of Teso and nearby areas.

In addition to the hospital, Museveni also inaugurated Bukedea College of Health Science, further expanding Speaker Among’s contributions to professional health education in the region.

Speaker Among expressed gratitude to President Museveni for his financial assistance in realizing the hospital’s construction. The project, initiated in 2017 with the President’s support and land allocation, reached fruition in January 2024, marking a significant milestone in healthcare provision for the community.

Since its opening, Bukedea Teaching Hospital has already served over 2,000 patients, showcasing its immediate impact on addressing healthcare needs in the area.
