David faces charges of theft and conspiracy to commit a felony linked to the misappropriation of millions of shillings from the Social Assistance Grants for Empowerment (SAGE) program, designed to support elderly citizens in Tororo and Busia districts.

Prosecutors allege that in 2023, David conspired with accomplices—still at large—to divert funds earmarked for vulnerable elderly beneficiaries across multiple subcounties.

The stolen funds were part of a national initiative to alleviate poverty among Uganda’s aging population.

Investigations further reveal that David is implicated in a separate 2022 case involving the theft of money allocated to the Peace, Recovery, and Development Plan (PRDP), a post-conflict rehabilitation project in Tororo District.

SH-ACU is resilient on curbing corruption noting that the viceundermines public trust and critical social safety nets.

“These funds were meant to uplift marginalized communities, not line the pockets of officials,” stated an official from SH-ACU.

Rowell stressed the importance of enacting laws mandating anti-corruption measures and policies to prevent corrupt practices. He highlighted the significance of regularly updating internal controls, monitoring transactions, and conducting random audits to eliminate corruption effectively. Identifying red flags and addressing them promptly was also emphasized as vital in combating corruption.

Tailoring compliance needs according to the size and corruption risks of different institutions is essential, Rowell noted. He outlined specific procedures that institutions should prioritize to enhance compliance and encouraged collaboration among Anti-Corruption Agencies in Uganda to maximize their collective impact.

Inspector General of Government Hon. Beti Kamya commended Rowell for his valuable insights, emphasizing that adherence to rules is crucial in preventing corruption. She expressed the need for Anti-Corruption Agencies to leverage Rowell’s expertise in establishing robust systems to combat corruption effectively.

Representatives from various Anti-Corruption Agencies, including the Office of the Auditor General, Internal Security Organisation, and Criminal Investigation Division, were present at the event. The session underscored the collaborative efforts required to strengthen compliance mechanisms and foster a culture of transparency and integrity in combating corruption across institutions.
