										<content:encoded><![CDATA[<p>KAMPALA: <strong>The head of the State House Anti-Corruption Unit, Henry Isoke, has warned senior Uganda People’s Defence Forces (UPDF) logistics officers that corruption within military supply systems poses a serious threat to national security and operational readiness.</strong></p>
<p>Brig Gen Isoke made the remarks on Friday while addressing senior logistics leaders at the College of Logistics and Engineering during a meeting focused on accountability and transparency in military logistics management.</p>
<p>According to Brig Gen Isoke, theft, diversion and misuse of military resources including fuel, food supplies, equipment and procurement funds weaken combat preparedness, lower troop morale and compromise the effectiveness of the armed forces.</p>
<p>He cautioned that corruption in military logistics often manifests through inflated contracts, fictitious supplies, bribery, manipulation of procurement processes and diversion of combat supplies.</p>
<p>“Such practices undermine discipline, erode public trust and expose the country to security vulnerabilities,” he said.</p>
<p>The anti-graft chief urged logistics officers to strengthen inventory management systems, verify deliveries, maintain accurate records and promptly report any irregularities without fear or compromise.</p>
<p>He emphasized that transparency, accountability and integrity remain critical pillars in effective logistics management both during peace and conflict situations.</p>
<p>Brig Gen Isoke also commended the UPDF leadership for adopting a zero-tolerance approach against corruption, including introducing digital systems and automation in procurement and supply chain management to improve traceability and reduce opportunities for abuse.</p>
<p>He further praised reforms being spearheaded within the military to strengthen accountability among officers handling public resources.</p>
<p>Referring to recent cautionary remarks by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, Brig Gen Isoke reiterated that misuse of military resources would not be tolerated.</p>
<p>“Wastage and abuse of our scarce resources — resources that should improve the operating conditions of our brave soldiers — will not be tolerated,” he quoted Gen Muhoozi as saying.</p>
<p>At the college, Brig Gen Isoke was received by Godwin Karugaba alongside the Commandant of the College of Logistics and Engineering, Chris Kyunku.</p>

										<content:encoded><![CDATA[<p>KAMPALA: <strong>Three individuals have been remanded to prison over the alleged illegal takeover and destruction of property belonging to a deceased person’s estate in Wakiso District.</strong></p>
<p>The suspects—Male Umar, Nsereko Hood Mukasa Ssembatya, and Namboze Janat Nsubuga—were arraigned before the Makindye Magistrates Court by the State House Anti Corruption Unit in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.</p>
<p>They face multiple charges, including intermeddling with the estate of a deceased person, eviction of lawful occupants, malicious damage to property, forcible entry, theft, destruction of growing plants, and trespassing on burial grounds.</p>
<p>Prosecution alleges that between 2024 and 2025, the accused, along with others still at large, unlawfully and violently took over approximately four acres of land located in Ndejje-Lubugumu, Makindye-Ssabagabo Municipality in Wakiso District. The land is part of the estate of the late Ibrahim Katerega.</p>
<p>It is further alleged that the accused evicted bona fide occupants without a court order, destroyed plantations, and demolished houses while occupants’ property was still inside. During the alleged operation, the suspects are said to have used armed groups carrying machetes and sticks to intimidate residents.</p>
<p>Investigations also indicate that the accused fenced off parts of the land, including burial grounds, effectively blocking rightful beneficiaries from accessing the estate.</p>
<p>Authorities add that the suspects reportedly went ahead to sell off at least three acres of the contested land without obtaining letters of administration, a legal requirement in the management of a deceased person’s estate.</p>
<p>The case highlights ongoing concerns over land grabbing and illegal dealings involving estates of deceased persons, a challenge authorities say they are intensifying efforts to curb.</p>
<p>Court heard that the trio was remanded until April 29, 2026.</p>

										<content:encoded><![CDATA[<p><strong>KAMPALA: A Community Development Officer attached to Kengere Ward in Soroti City has been arraigned before court on charges of obtaining money by false pretence after allegedly extorting funds from beneficiaries of the Parish Development Model (PDM).</strong></p>
<p>The accused, Alajo Hellen, was presented before the Soroti Chief Magistrate’s Court following a joint operation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions.</p>
<p>According to investigators, Alajo, who served as the Community Development Officer for Kengere Ward in Soroti City East Division, allegedly solicited money from over 121 PDM beneficiaries under the guise of facilitating administrative processes. She reportedly told beneficiaries that the payments were necessary for group registration, renewal of group certificates, and the purchase of stationery.</p>
<p>Further investigations revealed that after beneficiaries received their UGX 1,000,000 allocations under the government program, the accused allegedly demanded additional payments ranging from UGX 10,000 to UGX 50,000 from each individual. She is said to have claimed that the money would be used to facilitate community-based trainers and to help beneficiaries qualify for more funding in the next financial year.</p>
<p>However, authorities say these claims were false and not part of any official PDM requirements.</p>
<p>The court remanded Alajo to custody until April 27, 2026, as investigations and prosecution proceedings continue.</p>
<p>The case adds to a growing number of corruption-related incidents linked to the implementation of the Parish Development Model, a government initiative aimed at boosting household incomes and transitioning communities into the money economy. Authorities have repeatedly warned public officials against exploiting beneficiaries, emphasizing that all PDM funds are meant to be accessed without illegal charges.</p>

<p>The accused include Opio Stanslas Francis, the Acting District Engineer; Okello Samuel, an Assistant Engineering Officer; and Oroni Herbert, the Station Manager of Retta Solutions Uganda Ltd.</p>
<p>They face charges of theft and conspiracy to defraud in connection with the alleged misappropriation of approximately UGX 1 billion intended for road maintenance and development.</p>

										<content:encoded><![CDATA[<p><strong>The State House Anti-Corruption Unit (SH-ACU) has dismissed allegations made by Cynthia Sanaah Kamanzi in a circulating social media video, in which she claims she was falsely arrested and charged.</strong></p>
<p>In a press statement dated April 15, 2026, SH-ACU clarified that its actions followed a formal complaint lodged by one Nuwajuka Denis. He reported that he had been unlawfully evicted from family land located in Kagando/Akayanja Cells, Kinoni Sub-County, Kiruhura District by Ms. Kamanzi, his aunt.</p>
<p>According to the Unit, a joint investigation involving SH-ACU and the Uganda Police Force (UPF) established that the disputed land—measuring 74.6 hectares—was originally registered in the names of the late Jovanisi Rutazagira, who resided on the land until her death in 2021.</p>
<p>Investigators found that after Rutazagira’s death, Ms. Kamanzi allegedly restricted access to the land for other beneficiaries, including Nuwajuka Denis and his siblings, who claim interest in their grandmother’s estate. This prompted a legal dispute currently before the High Court in Mbarara.</p>
<p>Despite a court order issued on October 3, 2023, directing all parties to maintain the status quo and halt any transactions on the land, Ms. Kamanzi allegedly proceeded to fraudulently register the land in her names, converting it into freehold tenure.</p>
<p>Further findings indicate that she subdivided the land and sold a portion measuring 29 hectares. Authorities also accuse her of unlawfully evicting Nuwajuka Denis without a court order to grant vacant possession to the buyer. Her actions are also said to have blocked community access to two valley dams located on adjacent government land.</p>
<p>Following completion of investigations, the case file was forwarded to the Office of the Director of Public Prosecutions (ODPP) for legal guidance. On April 2, 2026, Ms. Kamanzi was arraigned before the Chief Magistrate’s Court in Mbarara and charged with multiple offences.</p>
<p>These include intermeddling in the estate of a deceased person, fraudulent procurement of land title, and unlawful eviction.</p>
<p>SH-ACU further revealed that investigations into lands officials who may have irregularly facilitated the issuance of the title are ongoing.</p>
<p>While noting that the matter is before court, the Unit emphasized that Ms. Kamanzi’s actions constitute criminal offences under Ugandan law. It urged her to defend herself through the judicial process instead of making what it described as false claims on social media.</p>
<p>The Unit reaffirmed its commitment to fighting corruption and impunity, warning against attempts to undermine lawful enforcement efforts through misinformation.</p>

<p>According to the State House Anti-Corruption Unit, the suspect, identified as Kizito Ronald, was jointly presented in court by investigators from the Criminal Investigations Directorate and prosecutors from the Office of the Director of Public Prosecutions.</p>
<p>Prosecution states that in February 2026, while at Kira Police Station, Kizito allegedly made a false report claiming he had been hired by one Mugimba Robert to murder Mugimba’s wife.</p>
<p>However, in March 2026, Kizito reportedly confessed that the allegation was fabricated. It is alleged that he then demanded UGX 4 million from Mr. Mugimba, threatening to maintain or escalate the false accusations unless he was paid to retract them.</p>
<p>Authorities say Kizito was arrested while receiving the money in a controlled operation.</p>
<p>He has since been charged with demanding money with menaces and remanded to prison until April 30, 2026, as investigations continue.</p>

<p>Owarimpa Esther, who served as the Parish Chief of Ruhehe North Parish in Kabira Sub-County, was arraigned by the State House Anti-Corruption Unit working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). She has been remanded until April 27, 2026.</p>
<p>According to the prosecution, Owarimpa allegedly engaged in corrupt practices between October 2025 and January 2026 while stationed at Mitooma District Local Government offices. It is alleged that she solicited and received millions of shillings from several job applicants, claiming she could influence the District Service Commission to secure them employment.</p>
<p>Investigators say the suspect misrepresented her authority and exploited desperate job seekers by promising to manipulate the recruitment process in their favour.</p>
<p>The case is part of ongoing efforts by the State House Anti-Corruption Unit to crack down on corruption in public service recruitment, particularly at the district level.</p>
<p>President Yoweri Kaguta Museveni has repeatedly condemned the sale of government jobs, especially by District Service Commissions, warning that such practices undermine merit-based recruitment and weaken public service delivery.</p>
<p>He noted that corruption in hiring not only breeds inefficiency but also slows national development. The President has urged members of the public to report individuals involved in such schemes and provide evidence to support investigations and prosecutions.</p>
<p>Authorities say investigations into similar allegations across other districts are ongoing.</p>

										<content:encoded><![CDATA[<p>KAMPALA: <strong>A businessman has been arraigned before the Anti-Corruption Court in Kampala on charges of fraud, money laundering, and impersonation in connection with a scheme that allegedly defrauded foreign investors of over Shs1.1 billion.</strong></p>
<p>The State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, confirmed the arraignment of Gilbert Tumwebaze Bafanabyo, also known as Albert. He appeared before the Anti-Corruption Court to answer to multiple charges.</p>
<p>Prosecution alleges that between July 2022 and April 2023, in Kampala, Tumwebaze falsely presented himself as “Albert,” a manager of a company identified as Sky Link International. He is accused of orchestrating a fraudulent scheme targeting investors from Qatar.</p>
<p>According to investigators, the accused, together with accomplices still at large, obtained USD 286,910 (approximately Shs1.1 billion) from the investors under the pretense that the funds were required as performance security fees. The money was purportedly meant to secure a government contract for the construction of six technical model schools in Wakiso, Kasanda, Pader, Garuga, Nampungwe, and Busunju.</p>
<p>However, authorities say no such contract or procurement arrangement existed, and the representations made to the investors were false. Prosecutors further contend that Tumwebaze was aware that the project was fictitious.</p>
<p>The court remanded the accused until April 17, 2026, as investigations continue and efforts to apprehend his alleged accomplice</p>

										<content:encoded><![CDATA[<p><strong>MITYANA: A man described by authorities as a notorious land grabber in Mityana District has been charged in court over allegations of fraud.</strong></p>
<p>Lutwaama Isaac Magandaazi was arraigned before the Mityana Chief Magistrate’s Court and charged with obtaining money by false pretences. He has been remanded until April 9, 2026.</p>
<p>According to investigations by the State House Anti-Corruption Unit, working together with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, the accused allegedly defrauded a victim of Shs37 million.</p>
<p>The offence is said to have occurred between March and August 2020 in Nawanga, Zigoti Town Council, Mityana District. Lutwaama reportedly claimed he was selling land located at Block 24, Plot 53, which he did not own.</p>
<p>Investigators say he misled the victim into believing he was the rightful owner of the land, prompting the complainant to make full payment. It was later established that the land belonged to another individual.</p>
<p>The matter was reported to the State House Anti-Corruption Unit, leading to Lutwaama’s arrest. He is also said to have admitted to obtaining money from the complainant under false pretences.</p>
<p>Authorities further revealed that the suspect is linked to multiple similar cases in Mityana and Wakiso districts. Members of the public who may have been affected have been urged to report to the relevant authorities.</p>
<p>The case has been adjourned to April 9, 2026, as investigations continue.</p>

His name becomes synonymous with integrity and uncompromising resolve, a constant presence in the daily news bulletins, as he steers the SH-ACU through its most challenging, yet ultimately triumphant, year yet.</div>
