Gomba. Three senior officials from Gomba District, including two District Service Commission members and the District Inspector of Schools, have been charged with extortion and soliciting bribes for government jobs.

Mugerwa John Bosco, Chairperson of the Gomba District Service Commission, Muwonge Michael, Secretary of the Commission, and Lwanga Charles, District Inspector of Schools, were arraigned before the Grade 1 Magistrate Court in Gomba District on July 10, 2025.

The officials allegedly conspired to extort money from job applicants, demanding bribes ranging from UGX 1 million to UGX 20 million in exchange for job placements between February and November 2024.

Some victims reportedly received senior positions within the district after paying the bribes. Lwanga Charles is also accused of extorting funds from head teachers by promising improved postings and promotions

Charges and Remand

The officials face charges of Demanding Money with Menaces and Conspiracy to Commit a Felony. They have been remanded until July 25, 2025, pending further court proceedings.

This development comes after a presidential directive to the State House Anti Corruption Unit (SHACU) headed by Brig Henry Isoke to investigate corruption allegations in the district service commissions of Butambala, Mpigi, and Gomba.

The State House Anti-Corruption Unit, working with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, led to the arrest and arraignment of the officials.

KAMPALA. Last evening, Brig Gen Henry Isoke, Head of the State House Anti-Corruption Unit (SH-ACU), addressed members of the Rotary Club of Kasangati on the topic “Corruption: A Threat to Peace.”

The event, held in Kasangati, Uganda, was part of Rotary’s February theme, “Peace Building & Conflict Prevention” Month.

Brig Isoke underscored the detrimental impact of corruption on Uganda’s development and stability. “Corruption undermines the delivery of essential services and diverts resources meant for the public good into the hands of a few, perpetuating inequality,” he stated. He emphasized that such practices erode trust in institutions and fuel social unrest, posing a direct threat to peace.

He also outlined the government’s efforts to combat corruption, citing recent reforms. “We have established robust legal, administrative, and institutional frameworks to address this vice,” Isoke explained. “These measures are critical in ensuring accountability and restoring public confidence.”

Brig Isoke thanked Mr. Andrew Kisitu, former commissioner of prisons and club secretary, for the invitation, praising the Rotary Club’s contributions to peace-building. “Your initiatives in community development and ethical leadership are invaluable in fostering social and economic well-being,” he said.

In his closing remarks, Isoke urged Rotarians to continue their humanitarian work. “By promoting high ethical standards and goodwill, Rotary plays a pivotal role in the fight against corruption,” he said. “These efforts have a multiplier effect, addressing inequality, enhancing citizen participation, and nurturing ethical leaders.”

The event concluded with a call for collective action, as Isoke reaffirmed the government’s commitment to rooting out corruption and building a more equitable society.
