Muledhu David, identified as the National Executive Secretary of the so-called Uganda Boys Scouts Association, was brought before the Makindye Magistrate’s Court this evening.

He faces multiple charges, including unlawful occupation of land, malicious damage to property, and conspiracy to commit a felony.

Muledhu is the eighth individual to be charged in connection with the incident. He joins seven other scout leaders who were previously arraigned in the same case.

The group is accused of forcibly taking over the National Camping and Scouts Centre in Kaazi–Busaabala on June 24, 2025.

According to reports, the group’s actions disrupted the operations of the Uganda Scouts Association and resulted in significant property damage. Muledhu has been remanded until September 1, 2025.

The arrest and arraignment were a joint effort by the State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions.

The arrests were a collaborative effort between Uganda’s State House Anti-Graft Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

Among the accused are four Congolese and three Ugandan nationals. They include Paluku Kisasi and Mabwongo Prince, both identified as purported gold sellers from the Congo, alongside Safari Akonkwa and Isaac Mpende, who allegedly posed as agents for Legacy Refinery Company.

The Ugandan suspects are Abdul Madjid Kahirima, a supposed gold smelter, and Kajjubi Tevin Kyome and Tibasiima Barbra (also known as Katushabe Sharon), who were representatives for Emerod Co. Ltd.

The group is accused of defrauding a Nigerian businessman, Mr. Mark Gbillah, of $70,000 between July and August 2025.

They allegedly promised to supply him with seven kilograms of gold through their companies, Legacy Refinery Limited and Emerod Agency Limited. However, investigators found that the companies had no legitimate gold to sell, and the suspects are believed to have mingled the minerals with the intent to defraud.

The charges against them include obtaining money by false pretenses and operating a refining and smelting business without a license.

All seven have been remanded until their next court appearance on August 19, 2025.

My young brother, Tugume Albert Cook Apuuli aged 33 years was shot dead by gunmen a few minutes past 8;00PM on Thursday 21st Nov 2024 at his mobile money and agent banking shop on Ntinda Kiwatule Road (Muvule, central road).

Cook attempted to take off from the gun men but he could only run so far, the cowards shoot him three times, took off with his bag containing the money, mobile agent lines and bank agent machines. The gunmen jumped on a waiting boda boda and took off!

A boda guy called Barnabas was shot while attempting to save my brother’s life, Barnabas we are told is at Mulago hospital receiving treatment, we are praying for his speedy recovery and we are forever indebted to him for his heroic act.

He was delivering these for sale in Nansana, Wakiso District.

Mr. Kibalya was arrested with Mwesigwa Moses, Bwambale Walter and Mumbere Godfrey as they tried to move the stolen the drugs from a saloon car (Toyota Primo) Reg No. UBN 848Y.

Since March 2024, NDA has recovered stolen government drugs worth over 2.5billion shillings!

The territorial police in Rubanda have arrested Five private security guards of Wolves security company who allegedly resisted the Minister of state for mineral development Hon Phiona Nyamutooro and technical team to access an illegal mining site of National cement company at Butare Katoojo in Muko sub county Rubanda district.

The Minister together with the technical team from the Directorate of Geological Survey and Mines accompanied by PMPU went to inspect Iron ore Exploration License No.EL00340 belonging to STEAM Investments in Muko Rubanda district.
They are on country-wide tour and consultative engagement on draft Regulations for Gazetting areas for Artisanal and Small Scale Miners.

The Minister received a complaint from directors of STEAM that their Exploration License had been trespassed on by unknown People who were mining illegally without a license allegedly working for John Muluri Muyambi, & National Cement Company.

It’s alleged that, on the 20/06/2024 at about 10:00hrs, when the Minister and Team went on ground for fact finding & inspection, the Private security Company on duty refused to open for them, until the Police teams intervened.

After Inspection, the same security guard blocked the convoy and cocked their guns threatening to shoot.

There we’re 05 Private security guards armed with 03 Riffles( SMGs).

That’s when all the 05 Private security guards were arrested & disarmed namely; Kiiza Deus, Okurboth Robert, Niwagaba Anthony, Kajugo Mathias, Mucunguzi Robert.
and handed over to Territorial Police Rubanda CPS and charged accordingly.

The Minister and Team are safe and have continued with their scheduled duties.

“This morning, the Grade One Magistrates’ Court in Matuga has convicted and sentenced the former Amudat district LC5 Chairperson, Francis Kiyonga Adamson, to 23 months and 14 days in jail and a fine of UGX 80M to be paid to Amudat district within six months of completing his sentence,” Anti-Corruption Unit of State House noted.

Kiyonga was charged in 2021 with stealing and selling spare parts of a government vehicle, a double cabin pick-up truck registration number UG 0654, belonging to the Amudat District under the Youth Livelihood Programme.

He stole it from Matugga Police Station and sold it in parts.

Kampala Metropolitan Police deputy spokesperson Luke Owoyesigyire said the suspects were arrested with two guns, one of which belonged to the dead guard.

Below is the full statement by Owoyesigyire.

“On the evening of March 19th, 2024, a tragic incident unfolded in Kabusu, Rubaga Division. Three assailants on motorcycles, armed with a rifle, perpetrated a heinous act resulting in the loss of life of Mr. Agama Peter, a  security guard affiliated with Wolves Security Group .

Mr. Agama, a male adult approximately 36 years old, was fatally shot while on duty at Banxele Forex bureau Kabuusu branch and his firearm was forcibly taken.

Eyewitnesses reported the swift  departure of the assailants, leaving Mr. Agama fatally wounded. Swift action was taken by law enforcement and security agencies following the incident. A pursuit of the suspects ensued, culminating in their apprehension in the Kawaala zone at Premier Betting.

We can confirm that Sebuma Hussein, also known as Obote, Dumba David, and Abdullah Jumah, have been taken into custody. Two firearms were recovered during the operation: UG PSO 56 4000868 12452, along with 13 rounds (presumably the firearm belonging to the deceased), and another firearm, believed to have been used in the commission of the crime, with 10 rounds.

The investigation into this tragic event is ongoing, and further details will be made available in due course. The deceased, Mr. Agama Peter, bore three gunshot wounds, and evidence recovered from the crime scene will be meticulously examined as part of the investigative process.

The body of the deceased has been respectfully conveyed to the City Mortuary Mulago for postmortem examination.

We extend our deepest condolences to the family, friends, and colleagues of Mr. Agama Peter during this difficult time.

Trouble started when Keeya together with another suspected land grabber only identified as Gaddafi descended on a disputed piece of wetland at Kalidubi in Makindye Ssabagabo and tried to grab it forcibly.
Police was quick to swing into action, arresting Gaddafi while Keeya managed to escape.

The highly indebted land broker has since abandoned his office at Katimba in Busabala where detectives have camped waiting to handcuff him.
Gaddafi has since been arrested on police bond after convincing the cops that the gun was with Keeya.
It is believed Keeya has been telling people that he is highly connected to State House agents who give him guns to use in his mischievous land grabbing missions.
Police have also started trailing him in areas of Namulanda, where one of his homes is located.
Detectives who spoke to this reporter at Katwe Police said several other people had raised complaints at the station over his indebtedness and failure to pay their money they lent him a year ago.

In neighbouring Uganda, it is no secret that Kagame had recruited a number of security personnel to help him hunt down such dissidents and deport them only to meet various forms of death.

It is a common truth that Kagame worked with both the Inspector General of Police, the commander of police’s Flying Squad as well as the head of the Chieftaincy of Military Intelligence to forcibly deport Rwandans.

Most of those who were deported were reportedly killed under unclear circumstances.

Others, including Patrick Karegeya, a former spy chief, were traced up to South Africa, where he was assassinated by unknown assailants in 2014.
South African police reported that Karegeya’s body had “been found, possibly strangled, in a hotel”.

“He was found in the hotel room dead on the bed,” said a statement from South African police spokeswoman Lt. Col. Katlego Mogale. “A towel with blood and a rope were found in the hotel room safe. There is a possibility that he might have been strangled.” Karegeya (pic below) had fled Rwanda in 2007, only for him to be cornered and killed seven years later.

Analysis shows that Kagame’s method of work is to hunt down anyone he wants dead without a time limit.

Reports indicate that Kagame tried several times to kill his Gunmen twice tried to kill his former chief of army staff, Lt. Gen. Kayumba Nyamwasa, while he was living in exile in Johannesburg in 2010.

Nyamwasa told the media in about 2012 that Kagame had hunted him and other dissidents around the world, “using hired killer squads.”

Other reports show that “Rwandan exiles from the president’s Tutsi tribe say British, U.S. and Belgian law enforcers have frequently warned them that their government is plotting to kill them.”

“Two British legislators called for Britain to review its relationship with Rwanda in 2011 when they said a Scotland Yard investigation led to the deportation of an alleged Rwandan assassin trying to enter Britain. Two Rwandan exiles said they received warnings from Scotland Yard that the Rwandan government posed an “imminent threat” to their lives,” USA Today reported more than a decade ago.

However, Kagame’s regime denied all these allegations, stating that, “Never does the government of Rwanda threaten the lives of its citizens, nor use violence against its people, wherever they live.”

Another Rwandan-born citizen Achiraf Matovu has been living in fear in Canada after Kagame’s political party, Rwanda Patriotic Front, a party he served diligently turned against him.

Having fled his home at the height of the 1994 genocide, Matovu studied in Uganda (Lukaya Primary School and Kasasa S.S respectively).

Achiraf would later return to his native Rwanda where he was lured into the Rwanda Patriotic Front as a supporter. He participated in the party’s various activities during his time as a member.

Later, he started hating the same party due to the misconduct of members and other top officials.

When the authorities sensed that he had started missing party meetings, an indication that his support for the party was decreasing, they started tracking him down.

Around the same time, the so-called sweet democracy had turned sour. Many opposition players or suspected haters were assassinated, or thrown into prisons while their property was auctioned arbitrarily.

Achiraf later joined the Rwanda National Congress (ID No.FIN6911), an opposition political party.

Trouble ensued for him as RPF party officials questioned him hard and even started trailing him. His friends in telecommunication companies warned him to watch out how he moves and he speaks to.

On sensing a lot of danger, Achiraf fled the country and has been living in Canada since then.

Whereas Achiraf is lucky to be alive, hundreds and many others are not that lucky. Most of those who flee to neighboring countries are easily tracked down and killed. 

With the current situation in Rwanda, both the silent and talkatives are equally at risk of being in deadly trouble with Kagame’s regime.
