										<content:encoded><![CDATA[<p>MUKONO—The SH-ACU (State House Anti-Corruption Unit) has announced the arraignment of a senior Lugazi Municipal official before the Mukono Chief Magistrate’s Court. Doctor Wataba Saadi, the Municipal Medical Officer for Lugazi Municipality, faces grave charges of Obtaining Money by False Pretence and Conspiracy to Defraud.</p>
<p>The operation was conducted in partnership with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), signaling a concerted effort to dismantle networks exploiting desperate job seekers in the public sector.</p>
<p>Dr. Saadi was arraigned alongside two alleged co-conspirators: Sekikubo Mubarak, the Chairperson of LC III, Nakisunga Sub-County, and Mugerwa Ronald Saaku, the Probation and Welfare Officer for Lugazi Municipality. The trio is accused of running a scheme between January and June of 2025 in Mukono Town.</p>
<p>Their target, Dr. Mukisa George William, a job applicant, was allegedly defrauded of a staggering UGX 38,000,000. This money was extorted under the false pretense of guaranteeing him a permanent Medical Officer position within Mukono District—a role for which he had officially applied.</p>
<p>Court documents detail the precise nature of the deception. The suspects allegedly assured Dr. Mukisa that the substantial sum was intended as a &#8220;facilitation fee&#8221; for members of the Mukono District Service Commission. They claimed this money was essential to influence the commission members and secure Dr. Mukisa’s successful appointment.</p>
<p>Prosecutors emphasized this claim was entirely fraudulent, as the trio had no genuine capacity to secure the position. This misuse of public authority and trust has added severity to the charges.</p>
<p>The successful arraignment underscores the rigorous investigative work conducted by the coordinating agencies, enforcing a zero-tolerance policy for officials leveraging their positions for financial gain.</p>
<p>SH-ACU continues to caution the public against paying bribes or ‘facilitation fees’ to secure government employment, urging immediate reporting of suspicious activity. This case highlights a persistent challenge in public sector recruitment, where job applicants become vulnerable to exploitation by corrupt insiders who promise shortcuts to success.</p>
<p>This incident follows a recent series of arrests targeting corruption at the local government level, demonstrating the nationwide scope of the operation.</p>
<p>The prompt action by the SH-ACU and its partners is expected to send a powerful deterrent message across all municipal and district service commissions.</p>
<p>All three suspects have been remanded in custody, pending further court proceedings. The prosecution is prepared to present a robust case against the accused officials.</p>

										<content:encoded><![CDATA[<p>KAMPALA. Seven suspects have been arraigned before the Makindye Chief Magistrate&#8217;s Court on charges related to a fraudulent gold scheme.</p>
<p>The arrests were a collaborative effort between Uganda’s State House Anti-Graft Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).</p>
<p>Among the accused are four Congolese and three Ugandan nationals. They include Paluku Kisasi and Mabwongo Prince, both identified as purported gold sellers from the Congo, alongside Safari Akonkwa and Isaac Mpende, who allegedly posed as agents for Legacy Refinery Company.</p>
<p>The Ugandan suspects are Abdul Madjid Kahirima, a supposed gold smelter, and Kajjubi Tevin Kyome and Tibasiima Barbra (also known as Katushabe Sharon), who were representatives for Emerod Co. Ltd.</p>
<p>The group is accused of defrauding a Nigerian businessman, Mr. Mark Gbillah, of $70,000 between July and August 2025.</p>
<p>They allegedly promised to supply him with seven kilograms of gold through their companies, Legacy Refinery Limited and Emerod Agency Limited. However, investigators found that the companies had no legitimate gold to sell, and the suspects are believed to have mingled the minerals with the intent to defraud.</p>
<p>The charges against them include obtaining money by false pretenses and operating a refining and smelting business without a license.</p>
<p>All seven have been remanded until their next court appearance on August 19, 2025.</p>

<p>KAMPALA.The State House Anti-Corruption Unit, along with the Criminal Investigations Department (CID), has arrested an accountant from Bloom Advocates, Ibona Joseph, after the Director of Public Prosecutions (DPP) reinstated a 4.7 billion shilling electronic fraud case against Land Boss David Balondemu and three others.</p>



<p>This afternoon, Joseph was brought before Buganda Road Court on 11 counts, including electronic fraud, conspiracy to commit a felony, obtaining money by false pretenses, uttering false documents, and forgery.</p>



<p>Ibona appeared alone before Buganda Road Court, which heard that between July 2022 and April 2023, in Kampala, he and the embattled Chairperson of the Kampala District Land Board, David Balondemu, along with lawyer Mkwe Eric Geoffrey and carpenter Kaweesa Ronald Kizito—who are still at large—used a computer network LinkedIn account under the name &#8220;African Natural Cannabis/Marijuana&#8221; to fraudulently obtain $1,310,650 through Bloom Advocates&#8217; Stanbic Bank US Dollar Accont. The money was received from KG Unlimited LLC in Florida, USA. The accused did this under the false pretense that the funds would be given to the Government of Uganda for purposes including registration fees for a local company and disbursement for pre-qualification to participate in a single-source bidding process for the procurement/supply of a water plant for small grains.</p>



<p>Ibona Joseph is also separately accused of falsifying documents, specifically a statement of particulars required under the Business Name Registration Act, which he purportedly signed as Isiko Timothy Jonathan, despite not having that authority.</p>



<p>Additionally, the prosecution alleges that on 14th July 2022 in Kampala, Ibona Joseph presented a false resolution for Bloom Advocates to open, maintain, and operate both Ugandan Shilling and US Dollar accounts with Stanbic Bank Uganda Limited at the Garden City Branch.</p>



<p>Ibona has denied the charges in Buganda Road Court.</p>



<p>The court has remanded Ibona Joseph to Luzira Prison until tomorrow, 13th November 2024, for bail consideration, as the prosecutor, Allan Mucunguzi, reported that investigations in this case are still incomplete. The prosecution has also applied for criminal summons to be issued against Land Boss David Balondemu and the two others.</p>

<p>KAMPALA. Darlington Tumukugize a biomedical engineer working with Kiruddu national referral hospital was on Friday remanded to Luzira prison on charges of theft of eight mattresses and other government valuables.</p>



<p>Tumukugize was arraigned before the court presided over by grade one magistrate Patience Lorna Mukundane. He was charged with two counts: possessing stolen property and unlawful possession of government stores contrary to the Penal Code Act.</p>



<p>Court heard that on April 23 at Kakoola village Ndejje parish in Wakiso district, Tumukugize had in his possession certain government stores. They included four hospital mattresses, one blue mattress labelled community advance and three other hospital mattresses with a black mackintosh bearing the marks applied on stores under the control of Kiruddu and Mulago hospitals.</p>



<p>The prosecution suspects him to have stolen or unlawfully obtained the said property. The court further heard that a day earlier, Tumukugize was stopped and searched by detective superintendent of police Mohammed Sowedi a police officer who found him in possession of 20 pieces of wall oxygen single flow meters.&nbsp;</p>



<p>Tumukugize however denied the two charges against him. There was no prosecutor in court to update the magistrate on the progress of investigations and as such, he has been remanded until May 14, 2024, when he will apply for bail. Tumukugize was arrested by detectives attached to the State House Anti-Corruption Unit headed by Brig Gen Henry Isoke.</p>

<p>KAMPALA. Ugandan fraudsters have defrauded a Turkish company, Iskenderun Fertilizer Inc., of over Shs 2.2 billion in a fraudulent fertilizer deal.</p>



<p> The State House Anti-Corruption Unit is currently investigating this incident with the Uganda Police Force.</p>



<p>Between May and September 2023, two accomplices, already arrested, Ronnie Mukasa and his partners, operating under Kureha (U) Ltd, tricked the Turkish company into shipping 28 containers of fertilizer (each containing 540 bags) to Uganda.</p>



<p> After receiving the goods, Mukasa and his associates ceased communication and began selling the fertilizers in the market. </p>



<p>Some of the stolen fertilizers have been recovered from shops in Container Village, a business center for agricultural chemicals and other products. </p>



<p>The implicated company, Kureha (U) Ltd, is not registered. The anti-corruption unit has involved the police and Container Village leaders to encourage traders to return the stolen goods and assist in the ongoing investigation.</p>
