The charges include abuse of office, forgery, uttering false documents, and conspiracy to commit a felony. Mr. Ateng has been remanded until November 7, 2025, for sentencing.

The court found that in January 2018, Ateng Francis, while employed at the Ministry of Lands, abused his authority to defraud URC.

He illegally facilitated the issuance of a special certificate of title, arranged the separation and allocation of the land, and sold it to private individuals. Crucially, these actions bypassed the required procedures for disposing of government property.

Ateng and his co-accused further forged the signatures of the then URC Managing Director on documents used to transfer and sell the land.

One of his co-accused, Ocen Joseph, previously pleaded guilty to the same charges and received a two-year custodial sentence.

These successful investigations followed a 2022 directive from H.E. the President to the Anti-Corruption Court, in collaboration with CID and ODPP, to investigate and prosecute all individuals involved in attempts to sell Uganda Railways property.

Lutwama Isaac Mugandazi appeared before the Mityana Chief Magistrate’s Court to face charges including fraudulent procurement of a certificate of title, forgery, uttering false documents, and conspiracy to commit a felony.

The charges were filed by the State House Anti-Corruption Unit (SHACU), working alongside the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to the prosecution, Lutwama is accused of a land scam that targeted an 83-year-old widow, Najjemba Christine.

It is alleged that between April and July 2019, Lutwama and other individuals—who remain at large—forged powers of attorney to illegally acquire a land title belonging to the elderly woman.

The prosecution further claims that Lutwama conspired with officials at the Mityana Ministry Zonal Office to fraudulently obtain land titles for several plots in the Busunju Block 56. He then allegedly sold a portion of this land, which rightfully belongs to Najjemba.

Following his court appearance, Lutwama Isaac Mugandazi was remanded to prison. He is scheduled to return to court on October 25, 2025, for a hearing on the matter.

Kavuuma Ibrahim, a suspect in the fraudulent sale of a house, was arraigned before the Anti-Corruption Division court on Tuesday. He is facing charges including forgery, uttering false documents, obtaining money by false pretense, and money laundering.

The State House Anti-Corruption Unit (SHACU), working closely with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), successfully apprehended Kavuuma after he had allegedly gone into hiding.

According to investigators, Kavuuma, along with other accomplices who are still at large, is accused of orchestrating a deceptive scheme on July 15, 2025.

The group allegedly used falsified documents, including a fraudulent certificate of title, forged sale agreements, and fake transfer forms, to convince a victim that Kavuuma was the legitimate owner of a house in the Bunga area.

As a result of this elaborate deception, Kavuuma is said to have fraudulently obtained over shs740 million from the victim. Following the transaction, he immediately went into hiding in an attempt to evade capture.

The Anti-Corruption Court has since remanded Kavuuma Ibrahim to prison until October 8, 2025, to allow for further investigations.

SHACU are continuing their efforts to recover the stolen funds and track down the other individuals involved in the criminal conspiracy.

Okwiri Joel, a businessman, was fined UGX 5 million or face two years in prison.

The accused faced charges including abuse of office, fraudulent procurement of a certificate of title, conspiracy to commit a felony, altering boundary marks, and unlawfully occupying protected land for commercial purposes. They pleaded guilty under a plea bargain arrangement, resulting in a combined total of UGX 14.4 million in fines, with the option of imprisonment if they fail to pay.

In addition to the fines, the court has barred all the convicted individuals from holding public office for the next 10 years. The case has drawn national attention as part of ongoing efforts to curb land-related corruption.

Detective Sergeant Ngabirano Protasi, attached to Nsangi Police Station, was arraigned before the Chief Magistrate’s Court in Makindye on Friday.

According to the charges, Sgt. Ngabirano allegedly conspired with others to falsely implicate Richard Sewanonda in an aggravated robbery case. The motive behind this alleged forgery was to steal Sewanonda’s contested land.

Investigations by the State House Anti Corruption Unit headed by Brig Henry Isolde, revealed that in January 2025, Ngabirano purportedly removed a key witness statement from an official police file at Katwe Police Station and substituted it with a statement implicating Sewanonda.

This alleged misconduct was intended to ensure Sewanonda’s imprisonment, allowing Ngabirano and his accomplices to dispose of the land.

The Anti-Corruption Unit, CID, and ODPP Uganda jointly brought the charges against Ngabirano. If convicted, he faces serious consequences, including imprisonment and dismissal from the police force.

The incident is part of a long-running land dispute involving two families: that of the late Bethuel Nsubuga, Twambale’s father, and the late Cyprian Ssemwanga. The contested land spans approximately 2.6 acres in Namulanda.
