This prosecution action was spearheaded by the State House Anti-Corruption Unit (SHACU).

The accused—Ssejjombwe Ibrahim, Kyeyune Allan, and Musoke Joseph—face charges including forcible entry into land, malicious damage, unlawful eviction without a court order, destruction of plants, and theft. The suspects were remanded and are scheduled to return to court on November 19, 2025.

The prosecution, utilizing evidence gathered by SHACU investigators, alleges that between January and October 2025, the trio and others at large, armed with pangas and sticks, violently invaded a tract of land at Bukasa, Busiro, belonging to Dr. Paul Biriibwa and Peter Biriibwa.

The complainants have occupied the land for over 20 years with a valid title dating back to 2001.

The illegal takeover led to widespread destruction, including the demolition of workers’ residential houses, animal shelters, a wall fence, water tanks, and the uprooting of extensive coffee and banana plantations. Furthermore, valuable items like cameras, solar systems, and a 40-foot container were reportedly stolen.

Crucially, investigations by SHACU revealed that the accused had no evidence or documentation to support their claim as “bibanja holders.”

The unit emphasized the serious nature of carrying out such a destructive eviction without any legal authorization. This swift action by SHACU against land grabbers underscores the government’s commitment to protecting property rights.

A long-running dispute over 94 acres of land in Bujiri zone, Entebbe Municipality continues to raise questions, despite court orders favoring the family of the late Mercy Ritah Nansikombi.

At the heart of the conflict are members of the Ankrar family, represented by Eleanor Maxine Ankrar, who contest ownership of the land. While court rulings have previously upheld the Nansikombi family’s claims, tensions remain high as both sides pursue different strategies.

Former minister and rights activist Maria Matembe has been linked to the matter, reportedly offering support to the Ankrar family. Her involvement has attracted public attention, with critics suggesting her presence has complicated rather than resolved the situation.

The dispute, which has featured both tribunal and High Court proceedings, stems from historical leasing arrangements. The Nansikombi family maintains that the Ankrars’ sublease expired, while the Ankrars argue that their rights to the land are valid.

Court records show that in August 2024, Assistant Registrar Butanula Rashida ruled in favor of the Nansikombi family in Miscellaneous Application No. 1005 of 2024. The ruling restrained activities by the Ankrar family and others, but enforcement challenges remain, as private security has been deployed on the land.

Observers have noted that despite the rulings, the dispute persists on the ground. Some reports suggest that security agencies have been drawn into the standoff, further delaying resolution.

Speaking publicly, Hon. Matembe acknowledged her involvement, explaining that she intervened at the request of the Ankrar family, whom she believes have legitimate claims. She added that her actions are motivated by humanitarian concerns, not financial interest.

The matter remains before court, with both families continuing to assert ownership. At its core, the case highlights broader questions about Mailo land ownership in Uganda, particularly concerning leases, subleases, and restrictions on foreign ownership.

And following the investigation, the Acting Commissioner for Mapping and Surveys Kakooza Jasper and nine others, have been found to allegedly having created fraudulent land titles on property belonging to the Madhvani Group Ltd.

Others accused include: Bassajjangabo Hakim, Senior Assistant Secretary at Kabulasooke, Gomba District, Siwuliliza Andrew Sserunkuma, Chairman LC1 Mpogo village, Nakanwagi Gladys, Former secretary Gomba District Land Board, haji Kayongo Badru Ismail, Former Chairperson, Gomba District Land Board, Nuwahereza Allan Katakanya, Businessman, Mudenyi Gerald, Security Guard, Nabimanya David, Security Guard,Ssenoga Abdu, Casual labourer, Kisenyi Harunah, Boda boda rider.

The group is accused of forcibly taking possession of over 600 acres of land in Gomba District, destroying tea plantations and over 540 acres of natural forest in the process.

The accused face charges of abuse of office, forgery, fraudulent procurement of a certificate of title, forcible entry and detainer, destroying growing plants, and conspiracy. The court remanded the accused until April 30, 2025.

The investigation, led by the State House Anti-Corruption Unit, revealed a complex web of corruption involving government officials and businessmen.

Arrest warrants have been issued for Deputy Resident District Commissioner Sitenda Nicodemus Mugalu, physical planner Mugenyi Vicent, and businessman Fred Kirenga.

The accused were brought to court this afternoon, April 9, 2025, by the State House Anti-Corruption Unit, working in conjunction with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to the charge sheet, between 2020 and 2023, the duo, along with others still at large, allegedly violently entered Kamundu Martin’s land in Nakasajja Village, Kyampisi sub-county, Mukono district.

They purportedly destroyed property, trees, and crops with the intent of taking possession of the land. Furthermore, they conspired with one of the land administrators to subdivide the land into plots and sell it to different individuals.

The court heard that the accused had no legitimate claim to the land, and their actions caused significant distress to the rightful owner. After hearing the charges, the magistrate remanded Kityo Seruma Green Way Edward and Kazibwe Yusufu until April 28, 2025.

The collaboration between the Anti-Corruption Unit of Uganda, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions resulted in charges being brought against Majambere and his subsequent appearance in Gomba Magistrates’ Court.

 Majambere, alongside unidentified accomplices, stands accused of offenses such as Conspiracy to Defraud, Cattle Theft, and Criminal Trespass. 

The case dates back to August 2023 when they forcibly took control of a 300-acre farmland in Gomba District registered under 75-year-old Frank Rushanganwa since 2003.  

During the unlawful seizure, Majambere’s group reportedly took 157 cows worth UGX 318 million, later disposing of them. 

Allegedly, Majambere claimed partial ownership through a disputed transaction with Mwesigye, who failed to validate his alleged purchase in 2018.

 Further Majambere’s gang allegedly sold parts of the property to unsuspecting buyers. Despite a court order to evict Majambere’s associate Amos Mwesigye in March 2024, both parties persisted in threatening the rightful owner, prompting the intervention that culminated in Ivan Kamuntu Majambere’s arrest.

 He remains in custody until December 3, 2024. Majambere is a controversial figure whose name has sometimes been cited in kidnappings and torture of politicians

Kasirye, primarily operating in Lukaya, faced legal consequences as he was brought before the Masaka chief Magistrate on October 28, 2024.

He was charged with multiple offenses, including causing harm, forcible entry, illegal eviction, and theft. The prosecution disclosed that Kasirye colluded with the daughters of the late Lukwago Francis to fabricate a retroactively dated agreement in 2018, falsely asserting ownership of land with eucalyptus trees. This fraudulent agreement aimed to unjustly dispossess Mr. Paul Walakira, the legitimate occupant of the land.

It was revealed in court that Kasirye utilized the falsified sales agreement to acquire a land title. In a bold move this year, he proceeded to forcibly evict Walakira, destroying trees, selling them off, and changing the land’s status without legal authorization. Despite refuting the allegations, Kasirye was detained until November 5, 2024, when he is set to stand trial for his transgressions.

Accounts of the incident differ. According to Deo Atuhaire Omuhatizi, the LCV Chairperson of Buhweju District, Mwijukye was assaulted by a group of land usurpers in Rwanyamabare Nyakishana sub-county before being struck by stones and harmed. The altercation took place on Sunday, May 12, at Rwanyambale village.

“Police have transported him for medical attention. Supporters of Honorable Mwijukye and the public are urged to remain calm as authorities pursue the perpetrators.”

However, a statement from the family asserting ownership of the disputed land accuses Mwijukye of provoking violence and orchestrating the abduction of one of their employees into a church where he was allegedly assaulted.

“The workers, angered by this, retaliated to rescue their colleague who was already injured… leading to a confrontation,” the statement explained.

Trouble started when Keeya together with another suspected land grabber only identified as Gaddafi descended on a disputed piece of wetland at Kalidubi in Makindye Ssabagabo and tried to grab it forcibly.
Police was quick to swing into action, arresting Gaddafi while Keeya managed to escape.

The highly indebted land broker has since abandoned his office at Katimba in Busabala where detectives have camped waiting to handcuff him.
Gaddafi has since been arrested on police bond after convincing the cops that the gun was with Keeya.
It is believed Keeya has been telling people that he is highly connected to State House agents who give him guns to use in his mischievous land grabbing missions.
Police have also started trailing him in areas of Namulanda, where one of his homes is located.
Detectives who spoke to this reporter at Katwe Police said several other people had raised complaints at the station over his indebtedness and failure to pay their money they lent him a year ago.
