According to reliable sources at Naguru, Kaggwa violated the media organization’s ethical guidelines by being partisan.

The news manager, Dalton Kaweesa, informed the editorial staff of Kaggwa’s suspension during a meeting today, following a decision made in a senior management meeting chaired by Kin Kariisa.

While Kaggwa attempted to deflect from his suspension by mentioning charity work on social media, the reality is that he is facing a 14-day suspension.

Management believes that Kaggwa’s social media activity leading up to Mpuuga’s event crossed boundaries for someone in his position.

A statement from management regarding Kaggwa’s situation is expected to be released soon.

Kaggwa, who has been with NBS since 2011 and is known for hosting the Morning Breeze talk show, is a Catholic and openly aligns with the opposition, particularly the Democratic Party. Notably, this is the second high-profile suspension by Next Media this year, following Zahara Toto’s departure in March.

“It (suspension) was motivated by probably personal gratification and the need to show off power- which is very dangerous. It’s inconsequential,” Mpuuga told Kaggwa Njala’s NBS morning breeze show on NBS TV on Thursday Morning.

“If you appoint me, it’s not a matter of magnanimity. It’s because your power is clothed in the constitution. Where you do not have those powers to suspend, you cannot exercise them (and) suspending a deputy president, is at least not one of them,” Mpuuga said accusing Bobi Wine of acting without legal basis.

He ruled out any form of reconciliation unless “individuals realise their mistake.”

“It’s up to them to climb down their high horse and say, we think this was badly handled. When that is done, what is my reaction subsequently will be from my heart to make a choice as whether I am able to carry on or not. But for anybody to remain on the high horse and make a claim out of space, I cannot accept,” Mpuuga said. 

Mpuuga’s latest interview appears to be yet another escalation that started with his sacking as the Leader of opposition in December to the revelation in February this year that Mpuuga as commissioner of Parliament had partcipated in apportioning himself with others Shs.1.7bn as service awards in their roles as commissioners of Parliament and him as LoP who served between 2021 and 2024. He was subsequently ordered to apologise but he refused leading to his name being withdrawn as commissioner of Parliament and later being sacked as Vice President.

in his interview, Mpuuga said his share was legal and that if it were not, people should have a right to challenge it. He argued the same commission that gave vehicle grants and other emoluments to members of parliament asking why now in his case people are calling him a thief. 

“But because I know that there’s nothing wrong with it then I have no reason to back down over blackmail,” Mpuuga said before he lashed out at his party leadership calling them unready to lead the country. 

“I think it puts into perspective a number of questions, the readiness of some of us to offer leadership even when faced with a crisis. Leadership is about facing challenges and finding solutions.”

But Mpuuga and his supporters have been accused of attempting to shift the debate from corruption and abuse of office by arguing that NUP is investing resources to character assassinate Mpuuga. 

His camp have since advanced arguments such as NUP is run by Bobi Wine’s family and they have called for the party to come clean on the issue of homosexuality- calling for the party’s official position.

Mpuuga told the morning Breeze “you would imagine that the person you assume to be a friend would handle you in a collegial manner.”

“It’s a natural reaction that anybody would go out over their way to try and tarnish my name and then feel a sense of self-satisfaction. That you go out of your way to call a press conference, to go to funerals,” Mpuuga said.

Mpuuga’s defence of the heist comes at a time Bobi Wine the country’s economy is in shambles with traders in Kampala on a strike over double taxes and some people are arguing money being collected is enjoyed by a few political leaders through corruption.

In his Eid Message yesterday, Bobi said sided with the protesting traders telling them to carry on because money the country’s infrastructure and service delivery as well the socio-economic standard has been neglected.

In a Tuesday press conference Mpuuga said there’s a group of people trying to to hound him out of NUP but his commitment is still strong.

He insisted there was no indiscipline in receiving the sh500m from Parliament because it was both legal and morally right.

The Parliamentary Commissioner said NUP was fighting for crumbs as President Yoweri Museveni makes strategies to deepen his strength.

Mpuuga said he had taken time without meeting party president Robert Kyagulanyi and only hears him speaking at funerals and other public events.

In his third statement about the controversial money heist that is now understood to be well over Shs.1.7bn, Bobi Wine has insisted Mpuuga is “corrupt and immoral” and must resign to save the face of his party.

Bobi alleges that he has credible information that on 6th May, 2022 Speaker Among convened a meeting in which Mpuuga attended and three other NRM commissioners and they shared Shs.1.7b.

“Two months after Hon. Zaake was illegally removed from that position (commissioner), these leaders awarded themselves a collective amount of 1.7 billion shillings,” Bobi Wine says giving details;  Hon. Mpuuga was allocated Shs500m, while the three others were each awarded 400 million shillings.

Bobi says that information came to light after Parliamentary Commission minutes were leaked to the public almost two years later this week.

“I convened an urgent meeting of senior leaders and Mpuuga admitted that the leaked minutes were genuine. He admitted that it was wrong and immoral and apologized (saying) he should never have involved himself in such,” Bobi wrote on X.

But in a statement of Friday, Mpuuga was ambiguous on the payment instead blamed intrigue, character assassination and family rule as being behind the Shs500m saga.

Bobi Wine in his statement said among the senior members save for Medard Ssegona who never attended, all Deputy Presidents, the Secretary General and Deputy Secretary General, the current Leader of the Opposition, the National Treasurer, Hon. Muwanga Kivumbi and Hon. Betty Nambooze were in attendance.

The meeting  according to bobi Wine, advised Mpuuga to step down from the Commission in public interest because that is what leaders do. 

“He requested for some time to consult with and prepare his family and other stakeholders, which we agreed to, because it was only fair. 

Unfortunately, following our public statement, Hon. Mpuuga has now released a statement apparently moving away from his earlier position and apology,” Bobi said pointing out 10 reasons why this money-heist was illegal, immoral and wrong- and totally unexpected from a person we delegated to represent our values in Parliament, and lead the charge against corruption and misuse of public resources. 

Bobi Wines reasons.

1.    As all former Leaders of the Opposition have confirmed, none of them ever received a ‘Service Award’. 

What was special about the service of Hon. Mpuuga to warrant a Service Award that was never given to his predecessors? Secondly, even if Hon. Mpuuga and the three NRM Parliamentary Commissioners had done anything exceptional, would it be up to them to sit and award themselves for a job well done? I mean, it defeats basic logic for anyone to say they are awarding themselves- moreover with hundreds of millions of tax payers’ money. Does that mean that every public servant should now sit in his office and allocate some money to themselves for feeling good about themselves and the work they do? 

2. In the widely shared minutes of the Parliamentary Commission, it was clearly indicated that the said money was ‘person to holder’- meaning that it would not extend to any of the former or subsequent Leaders of the Opposition. They would be the first and last to receive this money. In our meeting with Hon. Mpuuga, he stated that the reasoning here was that every incoming LOP should negotiate his or her own ‘Service Award’. Really? We asked, “What if the next LOP negotiates for 10 billion shillings of tax payers’ money as his or her Service Award? How would we explain this?”
