NRM fires five district chairpersons for contesting against party flagbearers

Kampala, Wednesday, May 6, 2026 — The National Resistance Movement (NRM) has suspended five district chairpersons for contesting as independent candidates against official party flag bearers, in a move aimed at enforcing discipline within its ranks.

The Secretary General, Richard Todwong, said the affected leaders were directed by the party’s Central Executive Committee to step aside after violating the NRM constitution and electoral guidelines.

“Those who chose to contest as independents went against the party position. The Central Executive Committee directed that they step aside from their roles,” Todwong said.

He clarified that their reinstatement will depend on a review and final decision by the Central Executive Committee.

“I do not have the authority to reinstate them. Their return will depend on the decision of the Central Executive Committee,” he added.

The disciplinary action underscores the ruling party’s firm stance on internal cohesion following an election cycle that saw some members defy party positions.

In the same meeting held at the NRM Secretariat in Kampala on Wednesday, Todwong rallied district party structures to maintain momentum after the party’s decisive electoral victory and to mobilize for the upcoming inauguration of President Yoweri Museveni.

Addressing district chairpersons and administrative secretaries, Todwong credited grassroots leaders for delivering a strong national performance, noting that the party secured 71.6 percent in the presidential vote, with most districts registering over 70 percent support.

“This victory belongs to you,” he said. “It is proof that when we work together as a team, the NRM becomes even stronger.”

He highlighted the party’s dominance across elective positions, including district chairperson seats and local councils, describing the outcome as a clear demonstration of the NRM’s continued popularity and organizational strength nationwide.

Todwong urged leaders to sustain the momentum by updating party structures at the village level, particularly by verifying candidates for LC1 positions across all villages ahead of upcoming electoral processes.

He also reiterated efforts to strengthen coordination between party and government structures, including proposed amendments to enhance the role of NRM leaders within local government executive systems.

Reflecting on the campaigns, Todwong attributed success to a strong presidential candidate and a people-centered manifesto focused on improving household incomes and addressing everyday challenges faced by Ugandans.

“Our message resonated with wananchi because it spoke directly to their needs,” he said, applauding district leaders for effective mobilization that ensured high turnout at rallies nationwide.

Turning to preparations for the presidential swearing-in ceremony scheduled for May 12, 2026, at Kololo Independence Grounds, Todwong called on district leaders to mobilize delegations from their areas to witness the historic event.

“As stakeholders in this victory, it is important that we come together to witness the inauguration of our President,” he noted.

He revealed that the ceremony is expected to attract significant international attention, with several fraternal political parties from across Africa and beyond confirming participation. He encouraged district leaders to be ready to engage with visiting delegations and showcase the party’s achievements and grassroots strength.

On internal party matters, Todwong reaffirmed the importance of discipline, noting that cases involving members who contested as independents are being handled in accordance with party structures.

He also outlined plans to strengthen the party’s institutional capacity through the construction of district offices and a permanent national headquarters, urging districts with available land to coordinate with the Secretariat.

In a bid to consolidate unity, he announced a nationwide reconciliation process to be undertaken after the inauguration to address internal differences that arose during the electoral period.

“The strength of the NRM lies in unity and discipline,” he said. “We must move forward together as one family.”

Meanwhile, the party’s National Treasurer, Barbara Nekesa Oundo, said a number of activities had been lined up ahead of the inauguration ceremony and commended district officials for their coordinated role in the campaigns.

“The just concluded campaigns that led to the NRM mass victory were largely structure-led under the central coordination of the Secretariat,” she said. “This central command created cohesion and eliminated fragmented mobilization efforts.”

The meeting was attended by members of the Party Central Executive Committee and top leadership of the NRM Secretariat.

LIST: 38 nominated for two NRM EALA slots

KAMPALA: The National Resistance Movement Electoral Commission Chairman, Dr Tanga Odoi, has expressed satisfaction with the overwhelming response to the call for expression of interest to fill two positions in the East African Legislative Assembly (EALA).

Following the Monday announcement, the Commission received 39 applications, of which 38 candidates were successfully nominated.

Dr Odoi noted that the nomination process was conducted transparently and in strict adherence to party procedures.

He added that the list of nominees includes members of the 11th Parliament who chose to resign their parliamentary positions in order to comply with the legal requirements governing the EALA race.

Following the close of nominations today, the Commission will forward the list of candidates to the party Secretary General, who will subsequently submit it to the Central Executive Committee (CEC) for vetting and voting. The final stage will involve presentation to the NRM Parliamentary Caucus for election.

The Commission Chairman emphasized that despite the high number of applicants, the party is only seeking to fill two positions. He encouraged those who may not succeed in this round to remain committed and consider future opportunities, particularly in 2027.

He also clarified concerns regarding the tenure of current EALA representatives, explaining that the ongoing internal party processes do not affect their mandate. Serving members will continue in office until the end of their term, in accordance with the law.

Acholi leaders present key issues to Museveni

GULU CITY — Acholi leaders have listed a range of long-standing issues they want President Yoweri Museveni to address, saying that genuine peace and recovery in northern Uganda will only come when these matters are resolved once and for all.

Speaking to journalists on Monday night after the President’s rally in Amuru District, Bosco Odoch, a key NRM mobiliser in the northern region, said communities were grateful for Museveni’s visit but urged him to act on “outstanding injustices that have lingered for far too long.”

“The people of Acholi are loyal to the NRM and they appreciate what the government has done,” Odoch said. “But we are also saying clearly — there are unresolved issues that must be handled if the Acholi sub-region is to fully recover. The President has listened before, and now we want him to act.”

Odoch outlined the major concerns that were presented to the President, starting with the long-delayed cattle compensation. Many families, he said, have not yet received payment for animals lost during past conflicts. “Our people have waited for years.

Verification is done, lists are ready, but the money doesn’t reach the real claimants,” Odoch told reporters. “We are asking the President to personally ensure that compensation is paid transparently.”

He also raised concerns about the government’s ongoing effort to remove Balaalo herders from parts of the north, saying the matter needs to be handled with fairness and lawfulness. “The President should guide so that no one is unfairly targeted, and local communities are not left in conflict.”

On the contentious Apaa land dispute, Odoch noted that the people want a permanent solution.

Odoch also mentioned concerns around Aswa Ranch, where residents accuse ranch management of encroachment and destruction of crops. He said the government should clarify ownership and involve locals in future developments on the land.

He called for renewed government attention to victims of historical atrocities such as the Lukodi and Namukora massacres. “The survivors are still crying for justice. These people suffered, and they deserve both recognition and compensation,” he said.

Communities bordering Murchison Falls National Park, Odoch added, continue to suffer from wildlife invasions and delayed compensation for crop and livestock losses. “The Uganda Wildlife Authority should work with the people, not against them,” he said.

Odoch also drew attention to growing frustration among former LRA returnees, many of whom face stigma and poverty despite the amnesty and reintegration programmes. “These people need livelihoods and psychosocial support. Without that, reintegration will remain only on paper,” he said.

On cross-border matters, he said residents along the Uganda–South Sudan frontier are living in fear due to recent clashes and unmarked boundaries. “We have areas where South Sudanese forces have even set up checkpoints inside our territory,” Odoch said. “We want those borders clearly demarcated and peaceful engagement between the two countries.”

Odoch also described how local youth, particularly boda boda riders, are being exploited by credit companies.

“Most of these young men get motorcycles on loan, and they pay for months, even years. But the moment they miss one or two payments, the companies come and take the motorcycle without refunding anything,” he explained.

“That is modern-day exploitation, and we want the President to regulate these credit systems so that people are protected.” During his rally earlier in the day, President Museveni addressed some of these issues.

He reaffirmed government commitment to completing the cattle compensation process, pledged to look into the Apaa land conflict through legal channels, and promised to fast-track development projects in the north.

The President also cautioned financial institutions and loan companies against exploiting citizens, saying government would review existing credit regulations to protect borrowers.

NRM delegates conference closes with Museveni emphasizing war on corruption at district level

President Yoweri Museveni has closed the NRM Delegates Conference with a strong call to leaders at all levels to intensify the fight against corruption, particularly in districts, warning that the vice undermines the trust of the people and divides the party.

Museveni stressed that corruption should be condemned and dealt with firmly.

He urged leaders not to frustrate the party’s 20 million-strong membership with injustices and misuse of public resources. “Don’t annoy our members with corruption and bad practices. When you do that, you divide us,” Museveni cautioned, adding that several officials implicated in corruption have already been arrested.

The President also reminded delegates of the seven core principles of the NRM, starting with peace, which he said is guaranteed by the UPDF. However, he tasked local leaders to play a bigger role in monitoring crime, service delivery, and government programs such as the Parish Development Model (PDM).

On infrastructure, Museveni noted the need to properly maintain roads, health centers, and schools, cautioning districts against diverting funds meant for routine road works. He reiterated government’s commitment to ensuring free education in government schools, safe water supply in villages, and efficient drug supply in health facilities.

The President emphasized the importance of wealth creation at household level, urging leaders to guide citizens in making good use of PDM funds. “Every home must have some wealth. Leaders should ensure that people get their share without deductions and use it properly so they can pay it back and benefit again,” he said.

He further highlighted challenges such as poor roads, water scarcity, high school fees, and drug shortages as issues that frustrate citizens and create unnecessary opposition against the ruling party. Addressing these, he said, would strengthen harmony between leaders and the people.

Museveni concluded by reminding delegates of Uganda’s broader goals, including access to regional and continental markets, as well as advancing the East African political federation for strategic security. He congratulated the delegates for their support and called for unity in protecting the gains of the NRM.

What the NRM National Delegates Conference Resolved

Meanwhile, the National Delegates Conference adopted a series of resolutions aimed at consolidating Uganda’s economic progress, strengthening regional integration, and reaffirming President Yoweri Kaguta Museveni as party leader and presidential flagbearer for the 2026 general elections.

Reading the resolutions, NRM Secretary General Richard Todwong said the conference recognized President Museveni’s “strategic and visionary document that reflects the revolutionary past of our movement and projects a transformed and united Africa.”

He added that delegates appreciated the 17-fold growth of Uganda’s economy since 1986, the progress in value addition, and the ongoing transition into a knowledge economy.

“Peace is the foundation of all that we are doing,” Todwong told delegates. “It underlines every step we take to anchor the development process we are achieving.”

The conference resolved to focus on peace and stability in Uganda, East Africa, and the wider continent, while promoting a people-centered development agenda that emphasizes wealth creation, ICT for job opportunities, market access, and industrialization.

Delegates also reaffirmed their commitment to African integration as a guarantee of strategic security.

International solidarity was also highlighted, with Todwong noting the presence of representatives from several fraternal and revolutionary parties, including South Africa’s ANC, Rwanda’s RPF, SPLM from South Sudan, and the ruling party of Venezuela.

Apologies were received from ZANU–PF of Zimbabwe, MPLA of Angola, Ethiopia’s Prosperity Party, and Algeria’s National Liberation Front.

On internal matters, the delegates unanimously endorsed President Museveni as National Chairman of the NRM and flagbearer for the 2026 elections.

They also approved Al-Hajji Moses Kigongo as First National Vice Chairman and confirmed elections for other senior leaders, including Speaker Anita Annet Among as Second National Vice Chairperson. Regional vice chairpersons were also elected, with Mr. Calvin Echodu (Eastern Uganda), Hon. Haruna Kasolo (Central), Hon. Denis Hamson Obua (Northern), Mr. Asiimwe Jonard (Western), Mr. Lokii John-Baptist (Karamoja), and Mr. Uhuru Salim (Kampala) taking up the positions.

The conference further elected heads of special party organs such as Col. Tom Butime (Historical Leaders Forum), Ms. Komuhangi Adrine (Women’s League), Mr. Tanga Coleman (Youth League), Hon. Business Penina Kabingani (Elders Forum), Shafik Mwanj (PWDs) and Mr. Mushabe Moses (Veterans League).

Todwong emphasized that the party would not tolerate corruption or electoral malpractice. “We strongly condemn criminality, bribery, and all forms of electoral malpractice, and we endorse urgent investigations into all such cases,” he declared.

He also reminded delegates that any disputes arising from the elections would be handled legally. “Once election results are declared, the only way to challenge them is through the courts. That is the process we shall follow,” Todwong explained.

However, the resolutions were amended to include investigations by party elections tribunal over allegations of malpractice during the voting of the Youth League chairperson.

NRM SG Todwong warns district chairpersons against ferrying illegal delegates

The National Resistance Movement (NRM) Secretary General, Richard Todwong, has met with all party district chairpersons to brief them on the forthcoming National Delegates Conference, scheduled to take place between August 20–28.

In his address, Todwong underscored the importance of meticulous preparation and adherence to the NRM Constitution to ensure a smooth and successful conference. He noted that involving district chairpersons early in the process was deliberate, aimed at strengthening ownership and accountability at every stage.

“We want this conference to reflect the strength and discipline of our party structures. That is why we are engaging you directly to make sure you are fully in charge of your delegates, from the districts to the national level,” Todwong said.

The Secretary General clarified that the party Constitution provides clear guidance on who qualifies to be a delegate. He assured members that the Secretariat has taken proactive steps to avoid confusion that has sometimes arisen in the past.

“Our Constitution is explicit on who qualifies to attend. Both district chairpersons and NRM parliamentary flag bearers are constitutionally mandated to be part of the conference. We have harmonised these details to ensure clarity for everyone,” he explained.

Todwong presented the official delegate lists to the chairpersons, stressing the importance of following the agreed framework.

“We are providing you with the official lists. Please work strictly within them to maintain order and integrity. Positions that remain vacant after the last internal elections will be filled in upcoming residual elections. Until then, they remain vacant as per the party’s guidance,” he said.

He further emphasised that the NRM is committed to ensuring that the conference reflects the highest standards of organisation, transparency, and inclusivity.

The Secretary General also outlined the programme of activities leading to the main conference. The Central Executive Committee (CEC) will convene between August 20–22, followed by accreditation of NEC members on August 22 and their meeting on August 23. On August 24, accreditation for Special Interest Group delegates will take place, with their conference scheduled for August 25. Accreditation for the main Delegates Conference will occur on August 26, ahead of the main sessions on August 27–28.

“Each delegate has a defined role and place in this process. We must respect that structure. This will not only guarantee order but will also demonstrate to Ugandans that the NRM remains the party of organisation, unity, and discipline,” Todwong said.

He reaffirmed the Secretariat’s commitment to delivering a successful conference that strengthens the NRM’s internal cohesion and positions the party to continue leading Uganda’s transformation agenda.

NRM unveils official portrait of presidential flagbearer, 2025–26 campaign theme

The National Resistance Movement (NRM) has today launched the official portrait of its presidential flagbearer, H.E. Yoweri Kaguta Museveni, alongside the theme that will guide the party’s campaigns for the 2025–26 elections.

At en event the 1st National Vice Chairman, Al-Hajji Moses Kigongo, underscored the significance of the moment as both a renewal of the party’s mandate and a reaffirmation of the values that have carried the NRM this far.

Unveiling the theme “Protecting the Gains as We Make a Qualitative Leap into a High Middle Income Status”, Kigongo said it captures the dual responsibility of consolidating Uganda’s hard-won progress while preparing the nation for the next phase of transformation.

“Our journey has not been easy, but through discipline, unity, and the support of Ugandans, we have reached this point. This theme is a call to protect the gains we have made together and to boldly step forward into a future of shared prosperity,” Kigongo said.

He emphasised that the new campaign theme is not just a slogan but a strategic direction that reflects Uganda’s readiness to transition from stability and steady progress to a higher level of economic and social achievement.

“We must stand together as a Movement. If we remain united and disciplined, there is no challenge we cannot overcome. This is the spirit in which we ask Ugandans to renew our mandate, so that our Chairman continues leading the country to greater heights,” he added.

Kigongo also called on leaders and aspirants to embrace the party’s values of persuasion and service.

“Force cannot win hearts. Convincing language, humility, and respect for the people are what will strengthen the Movement. Discipline and unity must always come first,” he said.

NRM Secretary General Richard Todwong, while contextualising the new theme, highlighted the historical progression of the Movement’s guiding messages. From the 10-Point Programme in 1986, to “Tackling the Tasks Ahead” in the late 1990s, “Consolidating Achievements” in the early 2000s, “Prosperity for All,” “Peace, Unity and Transformation,” “Steady Progress,” and most recently “Securing Your Future,” each theme, he noted, has reflected the priorities of its time.

“Today’s theme builds on that legacy. Uganda’s economy is growing at about 7% annually, with a GDP of nearly $45 billion, placing us firmly on the path to middle income status. The task now is to protect those gains and make the qualitative leap into a higher middle income economy,” Todwong explained.

JUST IN: Muhoozi vows silence over Germany issues

KAMPALA: The Chief of Defence Forces (CDF) of the Uganda People’s Defence Forces (UPDF), Gen Muhoozi Kainerugaba, has vowed to keep mute on issues concerning Germany.

Muhoozi who has been so vocal and accusing the Germany Ambassador to Uganda, Mathias Schauer, of engaging subversive activities.

Muhoozi posted on X Monday, “Out of respect for my great uncle, Afande Saleh, I shall not mention Germany or bazungu again. I want to apologize to Afande Saleh if I disobeyed him in anyway. Nisamehe Afande.”

A day earlier, the UPDF had published a statement, ending military cooperation with Germany.

On X recently, the general threatened to behead opposition leader Robert Kyagulanyi, popularly known as Bobi Wine.

Gen Kainerugaba also boasted about torturing Wine’s bodyguard after detaining him.

Rights groups have long accused the Ugandan government of targeting the opposition, especially in the run-up to elections.

Wine is expected to run against President Yoweri Museveni, who has been in power for nearly four decades, in an election due next year.

Museveni’s critics allege that the government is run by a family dynasty – his wife, Janet Museveni is the minister of education, and his brother, Gen Salim Saleh, is the chief coordinator of a government programme known as Operation Wealth Creation.

Gen Saleh held a private meeting with European Union (EU) diplomats last week, where Schauer – Germany’s ambassador to Uganda since 2020 – raised concerns about the army chief’s controversial tweets, and the “reputational damage” it was causing to Uganda, local media reported.

Gen Kainerugaba hit back with a post on Sunday, saying he was “having issues” with the German ambassador “that has to do with him as a person”.

“He is wholly unqualified to be in Uganda. It has nothing to do with the great German people. Whom I admire a lot,” he posted.

In a separate statement, army spokesman Col Chris Magezi said Uganda was suspending with immediate effect all defence and military cooperation with Germany because of “credible intelligence reports” that Schauer was involved in “subversive activities”.

“The suspension will remain in force until the full resolution of the matter of the Ambassador’s involvement with pseudo political-military forces operating in the country against the Ugandan government,” the statement added, without giving evidence to substantiate its claims.

On its website, Germany’s embassy in Uganda said that bilateral trade between the two nations was worth around $335m (£247m) in 2024, and their relationship was based on “stability and trust”.

It did not give details of military cooperation between the two nations.

Uganda is heavily involved in peacekeeping operations, including in Somalia where it is helping to fight armed Islamist groups trying to overthrow the government.

The list shared by the academic registrar at the LDC, Stephanie Lukwanzi, indicates that NRM Deputy Secretary General Rose Namayanja-Nsereko and Kampala Resident City Commissioner Hudu Hussein will be among the graduands.

The National Resistance Movement Deputy Secretary General Rose Namayanja has survived another road accident in Wakiso District.

Details of the accident are still scanty by Rogers Mulindwa, a party spokesperson, issued the brief statement below:

NRM Deputy Secretary General Rt. Hon. Rose Namayanja Nsereko got involved in a road accident this evening in Wakiso. She has however confirmed that all travelling in the car survived without injuries. Details to follow.
