										<content:encoded><![CDATA[<p>LUUKA. Two Luuka District officials have been charged with allegedly stealing fuel meant for road works.</p>
<p>Musisi Rajab, Acting District Engineer, and Sengoba Daniel, Assistant Engineering Officer, were arraigned before the Iganga Chief Magistrate&#8217;s Court on charges of conspiracy to commit a felony and theft of fuel.</p>
<p>The accused allegedly misappropriated fuel worth Shs.222,396,900 meant for road works under the Shs.1bn Road Maintenance Grant.</p>

<p>The fuel was intended for various road projects.</p>
<p>Investigations spearheaded by the British. Henry Isoke led State House Anti Corruption Unit revealed irregularities in fuel allocation and accounting. The officials have been remanded until January 8, 2026.</p>
<p>Additionally, Tabingwa Primary School Head Teacher, Muduuli George, was charged with extorting money from job applicants.</p>
<p>He allegedly received payments for positions in the district. Investigations are ongoing.</p>
<p>The case was handled by the State House Anti-Corruption Unit, the Office of the Director of Public Prosecutions, and the Criminal Investigations Directorate.</p>

<p>KAMPALA. The State House Anti-Corruption Unit (SH-ACU) has thwarted a $4.95 million scam targeting a Turkish investor, Furkan Gumran.</p>

<p>The scam involved a fake Ministry of Energy supply contract for AD Blue solution.</p>
<p>Four suspects were arrested at AHA Towers in Kampala: Dr. Mulyansaka Charles, Mwesigwa Moses, Seruma Moses, and Watum Peter. They have been paraded before the press on Tuesday.</p>

<p>Mr. Ochwo urged foreign investors to verify government contract proposals with SH-ACU or the State House Investors Protection Unit (SH-IPU).</p>

<p>The SH-ACU is also seeking information on Ssekidde Lubowa Godfrey, a fugitive wanted for defrauding a Kenyan company of $197,670 using forged documents.</p>

KAMPALA. The Anti-Corruption Division of the High Court in Uganda has convicted and sentenced Mpuga David, the former Chairperson of the Rakai District Service Commission, to five years imprisonment or a fine of UGX 7.2 million.</div>
<div dir="auto"></div>
<div dir="auto"> Mpuga was found guilty of extorting and demanding bribes from job applicants in the district, specifically soliciting UGX 20 million from a candidate seeking the position of Agricultural Officer.</p>
<p>Mpuga&#8217;s corrupt activities were uncovered after numerous public complaints were directed to the Resident District Commissioner (RDC) of Rakai, highlighting his persistent demands for bribes associated with job vacancies.</p></div>
<div dir="auto"></div>
<div dir="auto"> The Brig. Henry Isoke led State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate, arrested Mpuga and charged him with three counts of corruption.</p>
</div>
<div dir="auto">As part of a plea bargain, Mpuga refunded the victim UGX 30 million and agreed not to serve in any government position for the next ten years.</div>
<div dir="auto"></div>
<div dir="auto">The court considered this compensation and cooperation during sentencing, ultimately convicting Mpuga and handing down the five-year prison sentence or fine.</p>
<p>The State House Anti-Corruption Unit is currently conducting investigations into similar cases of corruption in other District Service Commissions across the country.</p></div>

Recent arrests have been made in Mpigi and Gomba, with plans to extend the probe to other areas.</div>

										<content:encoded><![CDATA[<p>Gomba. Three senior officials from Gomba District, including two District Service Commission members and the District Inspector of Schools, have been charged with extortion and soliciting bribes for government jobs.</p>
<p>Mugerwa John Bosco, Chairperson of the Gomba District Service Commission, Muwonge Michael, Secretary of the Commission, and Lwanga Charles, District Inspector of Schools, were arraigned before the Grade 1 Magistrate Court in Gomba District on July 10, 2025.</p>
<p>The officials allegedly conspired to extort money from job applicants, demanding bribes ranging from UGX 1 million to UGX 20 million in exchange for job placements between February and November 2024.</p>
<p>Some victims reportedly received senior positions within the district after paying the bribes. Lwanga Charles is also accused of extorting funds from head teachers by promising improved postings and promotions</p>
<p><strong>Charges and Remand</strong></p>
<p>The officials face charges of Demanding Money with Menaces and Conspiracy to Commit a Felony. They have been remanded until July 25, 2025, pending further court proceedings.</p>
<p>This development comes after a presidential directive to the State House Anti Corruption Unit (SHACU) headed by Brig Henry Isoke to investigate corruption allegations in the district service commissions of Butambala, Mpigi, and Gomba.</p>
<p>The State House Anti-Corruption Unit, working with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, led to the arrest and arraignment of the officials.</p>

The Anti-Corruption Division Court in Kampala has convicted and sentenced four individuals, including two former Lira District land officials and two businessmen, for their roles in fraudulently acquiring a title for part of the Lira Central Forest Reserve.</p>
<p>The convicts are Omara Geoffrey, former Physical Planner of Lira, who was sentenced to pay a fine of UGX 2 million or serve four years in prison. Ocen Alwong Joseph, former Senior Land Management Officer of Lira, was fined UGX 1 million or face two years in prison.</p>
<p>Okello Lawrence, a businessman, was sentenced to pay a fine of UGX 6.4 million or serve two years in prison. As part of his plea bargain, he has agreed to return the land title he fraudulently obtained to the Commissioner of Land Registration for cancellation. Okwiri Joel, a businessman, was fined UGX 5 million or face two years in prison.</p>
<p>The accused faced charges including abuse of office, fraudulent procurement of a certificate of title, conspiracy to commit a felony, altering boundary marks, and unlawfully occupying protected land for commercial purposes. They pleaded guilty under a plea bargain arrangement, resulting in a combined total of UGX 14.4 million in fines, with the option of imprisonment if they fail to pay.</p>
<p>In addition to the fines, the court has barred all the convicted individuals from holding public office for the next 10 years. <p>The operation, led by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), followed multiple complaints raised by residents concerning poor road works and suspected financial misuse.</p>
<p>Those arraigned include Baganzi Ronald Ross, the former Town Clerk of Busia Municipality now serving in Kumi; Kiganda James Farouk, the Municipal Engineer; Chimulwa Wycliffe, the Principal Accountant; Sekamanya Martin, an Assistant Engineering Officer; Kundu Javenarly, Foreman in the Works Department; and two staff from Shell Busia—Manager Kyaligonza Christopher and Assistant Manager Mukisa Were.</p>
<p>The group is accused of working together to channel public funds through Shell Busia fuel station under the guise of supplying fuel for municipal projects. Investigations have so far uncovered that more than UGX 200 million of the road maintenance funds may have been misappropriated through these transactions.</p>
<p>In a related case, Asset David, Chairperson of the North &#8220;C&#8221; Parish Development Model (PDM) SACCO, has also been charged with soliciting payments from program beneficiaries as a condition to access government funds.</p>
<p>All the accused were  remanded until May 30, 2025, pending further investigations and court proceedings.</p>

										<content:encoded><![CDATA[<p>KAMPALA. The Deputy Resident District Commissioner (RDC) of Gomba, Mugenyi Vicent has been remanded until June 5, 2025, following his appearance before the Anti-Corruption Court.</p>
<p>The case stems from an investigation carried out by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).</p>
<p>Mugenyi Vicent faces charges related to abuse of office, as well as allegations involving the irregular processing of land documents during his tenure as a cartographer between 2016 and 2017. The court heard that activities in that period led to overlapping land titles in Gomba District.</p>
<p>Prosecutors allege thatMugenyi Vicent was involved in the preparation of land documentation that resulted in the issuance of new titles over land already registered. These titles were reportedly processed under a conversion from customary to freehold tenure, raising concerns over procedural irregularities.</p>
<p>This case is part of a broader investigation that includes several other officials, among them a senior officer from the Mapping and survey. Ag</p>
<p>Commissioner of Mapping and Surveys, Kakooza Jasper, and nine others who were previously charged with the roles they played in the fraudulent creation of titles on land belonging to the Madhvani Group Ltd, specifically on FRV 60 folio 4, in Gomba District.. All are under scrutiny for their roles in the contested land transactions.</p>
<p>The affected land is part of a parcel previously registered and associated with long-standing interests in the region. The court proceedings will continue as the investigation develops.</p>
<p>Mugalu will remain in custody until the next hearing date.</p>

										<content:encoded><![CDATA[<p>NTUNGAMO. The State House Anti-Corruption Unit, headed by Brig. Henry Isoke, has arrested two Ntungamo District Local Government officials for allegedly embezzling funds.</p>
<p>Gadala Rogers, an accountant, and Ssozi Denis, a municipal planner, are accused of allegedly stealing their colleagues&#8217; passwords and making fraudulent payments totaling UGX 33,462,788 through the Integrated Financial Management System (IFMS).</p>
<p>The officials were arraigned before the Anti-Corruption Court on charges of abuse of office, embezzlement, criminal conspiracy, and electronic fraud. They were remanded until May 6, 2025.</p>
<p>The State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), continues to crack down on corruption in government institutions.</p>
<p>Brig. Henry Isoke&#8217;s unit is committed to ensuring accountability and transparency in public .</p>
<p>The court will determine the officials&#8217; guilt and appropriate punishment if convicted.</p>

<p>Parliament is, once again, shrouded in allegations of financial inducements to pass a controversial legislation.</p>
<p style="font-weight: 400;">Reports suggest that MPs from the ruling National Resistance Movement (NRM) and select opposition members received Shs100m each as “appreciation” for passing the contentious Coffee Bill last year and to secure support for proposed amendments to the UPDF Act.</p>
<p style="font-weight: 400;">These allegations, unproven yet though, are disturbingly familiar in Uganda’s political landscape and demand urgent scrutiny.</p>
<p>The UPDF Act amendments, if passed, would entrench military court jurisdiction over civilians, further eroding constitutional safeguards- undermining judicial independence and risks normalizing militarized justice.The UPDF among others seeks to legitimize the trial of civilians in military courts, defying a 2023 Supreme Court ruling that declared such trials unconstitutional.</p>
<p style="font-weight: 400;">Meanwhile, the Coffee Bill, ostensibly designed to regulate the sector, faced backlash for centralizing control under the Uganda Coffee Development Authority, sidelining small farmers.</p>
<p style="font-weight: 400;">The militarization of justice and the exploitation of the coffee policy is not mere legislative issues—it is an existential threatsto democracy. Allowing military courts to try civilians strips citizens of due process, while monopolizing coffee trade risks impoverishing rural communities. When lawmakers prioritize personal enrichment over these stakes, public trust evaporates.</p>
<p style="font-weight: 400;">In an X post on Tuesday, the leader of opposition, Joel Ssenyonyi claimed that cash incentives were deployed to fast-track both bills, with lawmakers allegedly swayed by personal gain rather than public interest.</p>

This is not an isolated incident. Our Parliament has long grappled with accusations of bribery to pass laws. In 2014, in the infamous Oil Bribery Scandal, MPs were accused of accepting bribes to influence the Petroleum Bill which governed oil revenue sharing. A parliamentary investigation named several legislators, though no convictions followed.</p>
<p style="font-weight: 400;">Shs29m was reportedly dished to MPs to pass the 2017 Age Limit Bill into law-handing President Museveni a chance to rule indefinitely.  Opposition MPs boycotted, citing coercion and were beaten by Special Forces in the House.</p>
<p style="font-weight: 400;">The 2020 COVID-19 Funds Misappropriation also allegedly saw MPs implicated in embezzling Shs.10 billion shillings earmarked for pandemic relief, with little accountability.</p>
<p>These episodes reflect a systemic rot: a legislature increasingly perceived as a marketplace where laws are auctioned to the highest bidder.</p>
<p style="font-weight: 400;">In 2022, MPs were said to have received Shs40m to pass a supplementary budget which had the State House gain Shs77bn in a supplementary budget. In 2011, just two months before the end of the 8<sup>th</sup> Parliament tern, MPs received Shs 20m for alleged mobilisation.</p>
<p style="font-weight: 400;">In December 2023, MPs reportedly received Shs100m each to approve a Shs5.2trillion supplementary budget.</p>
<p style="font-weight: 400;">Our Parliament has become a microcosm of the nation’s governance crisis. Despite constitutional safeguards, accountability mechanisms like the Leadership Code Tribunal and Inspectorate of Government remain toothless. The ruling NRM’s dominance, coupled with a fractured opposition, enables a culture of impunity.</p>
<p style="font-weight: 400;">Meanwhile, civil society and media—often the last line of defense—face escalating gags through laws like the *Computer Misuse Act*.</p>
<p>The latest bribery claims are a symptom of a governance system that rewards loyalty over integrity. Until we confront this culture of transactional politics, our laws will remain tools of oppression and enrichment, not instruments of justice.</p>
