										<content:encoded><![CDATA[<p>KAMPALA: <strong>Former Speaker of the 11th Parliament Anita Annet Among has withdrawn from the race for Speaker of the 12th Parliament, ending weeks of speculation over her political future amid mounting pressure and ongoing investigations into corruption allegations.</strong></p>
<p>In a statement released on Sunday, Among said she had decided not to seek re-election to the influential parliamentary position after “wide consultations and deep introspection,” adding that the move was intended to preserve unity within the ruling National Resistance Movement (NRM).</p>
<p>“I wish to categorically and unequivocally state that I will not be offering myself for the Speakership race of the 12th Parliament,” Among said.</p>
<p>She expressed gratitude to President Yoweri Museveni, the NRM leadership, Members of Parliament, her family and supporters for entrusting her with the positions of Deputy Speaker and later Speaker during the 11th Parliament.</p>
<p>Among also pledged loyalty to the ruling party’s eventual flag bearer, saying she would fully support candidates endorsed by both President Museveni and the NRM.</p>
<p>“I pledge my total support to the candidates who will be endorsed by the President and the Party, and implore all colleague MPs of the 12th Parliament to do the same,” she said.</p>
<p>The development is expected to reshape the contest for leadership of the next Parliament, with several senior NRM figures now likely to intensify lobbying efforts ahead of the party’s internal endorsement process.</p>
<p>Among, who became Speaker in 2022 following the death of former Speaker Jacob Oulanyah, said she remains available to serve the country in any capacity assigned by the President and the party.</p>
<p>She also said she would continue cooperating with state investigations into allegations that have recently dominated public debate.</p>
<p>The NRM is expected to announce its preferred candidates for the top parliamentary leadership positions in the coming weeks.</p>

<p>The Energy Efficiency and Conservation Act, 2026 introduces mandatory standards and audits, meaning businesses and institutions will be required to adopt more energy-efficient technologies. Experts say this could lower electricity costs over time while supporting environmental protection.</p>
<p>Workers—especially those in informal or vulnerable employment—stand to benefit from the Employment (Amendment) Act, 2025, which strengthens legal protections for domestic workers, casual labourers, and migrant employees.</p>
<p>In the justice sector, the Forensic and Scientific Analytical Services Act, 2026 is expected to boost the credibility of criminal investigations by improving how forensic evidence is collected, analyzed, and presented in court.</p>
<p>The President also signed the Non-Performing Assets Recovery Trust (Repeal) Act, 2024, shifting responsibilities to the Ministry of Finance in a move aimed at improving efficiency in handling bad loans and financial recoveries.</p>
<p>Other amendments—including those to copyright law, public enterprise reform, and magistrates courts—are intended to update Uganda’s legal framework to match current economic and institutional needs.</p>
<p>Taken together, the new laws signal a push by government to tighten regulation, improve accountability, and modernize key sectors of the economy.</p>

										<content:encoded><![CDATA[<p>KAMPALA (Xinhua) &#8212; <strong>Uganda&#8217;s Parliament on Wednesday formally introduced new legislation to strengthen national sovereignty by regulating foreign influence and funding.</strong></p>
<p>The proposed law, titled The Protection of Sovereignty Bill, 2026, was read for the first time in Parliament by Minister of State for Internal Affairs Gen. David Muhoozi and referred to the Committee on Defence and Internal Affairs for further scrutiny.</p>
<p>According to the draft, the bill seeks to establish a legal framework to monitor and regulate individuals and entities acting on behalf of foreign interests in Uganda.</p>
<p>It proposes assigning oversight to a government department responsible for peace and security, including the registration and regulation of so-called &#8220;agents of foreigners.&#8221;</p>
<p>The bill broadly defines an &#8220;agent of a foreigner&#8221; as any individual acting under the direction, control, or funding of a foreign entity, whether directly or indirectly. This includes representatives, employees, and others whose activities are supervised or financed by foreign actors.</p>
<p>Muhoozi said the legislation is intended to address concerns over illegal or undisclosed foreign funding, which authorities argue could undermine national sovereignty, security, and governance processes.</p>
<p>The proposed law would also regulate financial support and other forms of assistance provided to such agents. If enacted, individuals and organizations covered by the bill would be required to register with the designated authority and disclose their funding sources and activities.</p>
<p>Non-compliance could result in penalties, with specific sanctions to be determined during the committee stage. The referral to the Committee on Defense and Internal Affairs marks the start of the legislative process, which will involve consultations, possible amendments, and debate before a final vote.</p>
<p>The bill comes amid growing global scrutiny of foreign influence in domestic affairs, as several countries adopt similar measures to enhance transparency and safeguard national interests.</p>

										<content:encoded><![CDATA[<p><strong>KAMPALA: The National Resistance Movement Electoral Commission Chairman, Dr Tanga Odoi, has expressed satisfaction with the overwhelming response to the call for expression of interest to fill two positions in the East African Legislative Assembly (EALA).</strong></p>
<p>Following the Monday announcement, the Commission received 39 applications, of which 38 candidates were successfully nominated.</p>
<p>Dr Odoi noted that the nomination process was conducted transparently and in strict adherence to party procedures.</p>
<p>He added that the list of nominees includes members of the 11th Parliament who chose to resign their parliamentary positions in order to comply with the legal requirements governing the EALA race.</p>

<p>The Commission Chairman emphasized that despite the high number of applicants, the party is only seeking to fill two positions. He encouraged those who may not succeed in this round to remain committed and consider future opportunities, particularly in 2027.</p>

<div dir="auto">Accordingly, Dr. Musoba reportedly consulted with the UAC Board Chairperson and instructed the Director of Human Resources (DHR) to prepare a formal letter to the Secretary of the Public Service Commission, halting the interview process.</div>

<div dir="auto">Consequently, on March 27, 2025, UAC issued a public notice announcing the cancellation of oral interviews for several positions, including Zonal Coordinator, Documentation Officer/Librarian, ICT Officer, Public Relations Officer, Communication Officer, Communication Assistant, and Procurement Assistant.</div>

<p class="wp-block-paragraph"><strong>The Constitutional Court has ruled that the Anti-Homosexuality Act 2023 is legal and will be upheld, save for four issues.</strong></p>



<p class="wp-block-paragraph">The ruling came following a petition by a group of activists who wanted the law trashed.</p>



<p class="wp-block-paragraph">However court rules that only four sections in the law were illegal and should be repealed.</p>



<p class="wp-block-paragraph">Below are the details of the ruling:</p>



<p class="wp-block-paragraph">HE CONSTITUTIONAL COURT OF UGANDA PRONOUNCES ITSELF ON THE ANTI-HOMOSEXUALITY ACT, 2023 OF UGANDA</p>



<p class="wp-block-paragraph">The Constitutional Court of Uganda has nullified Sections 3(2)(c), 9, 11(2)(d) and 14 of the Anti-Homosexuality Act, 2023 for contravening the Constitution of Uganda, 1995.</p>



<p class="wp-block-paragraph">This was in the unanimous judgment delivered today, the 3rd of April 2024, by the panel of five justices of the Constitutional Court led by the Deputy Chief Justice in Consolidated Constitutional Petition Nos. 14, 15, 16 &amp; 85 of 2023 Hon. Fox Oywelowo Odoi &amp; 21 others Vs Attorney General &amp; 3 Others.</p>



<p class="wp-block-paragraph">The nullified Sections had criminalised the letting of premises for use for homosexual purposes, the failure by anyone to report acts of homosexuality to the Police for appropriate action, and the engagement in acts of homosexuality by anyone which results into the other person contracting a terminal illness.</p>



<p class="wp-block-paragraph">Background</p>



<p class="wp-block-paragraph">In 2023, the Parliament of Uganda passed the Anti-Homosexuality Act following the public outcry, social and broadcast media discussions and homosexuality victims painful and gruelling stories of children and families that were dying in silence from the psychological trauma of forced recruitment of children into homosexual acts. The Act criminalised homosexuality, its recognition, promotion, financing and normalization.</p>



<p class="wp-block-paragraph">As soon as the President of Uganda assented to the Anti-Homosexuality law on the 26th of May 2023, four Constitutional Petitions were filed in the Constitutional Court by a total of 22 private citizens and human rights activists challenging virtually all the seventeen sections of the Anti-Homosexuality Act for their alleged contravention of human rights and freedoms that are guaranteed under the Uganda Constitution, and international human rights instruments to which Uganda is a party.</p>



<p class="wp-block-paragraph">The Petitions were opposed by the Attorney General of Uganda, Pastor Martin Sempa, Eng. Stephen Langa and the Family Life Network Limited. Court also did benefit from an amicus brief filed by the Secretariat of the Joint United Nations Programme on HIV/ AIDS (UNAIDS).</p>



<p class="wp-block-paragraph">In its Judgment, the Constitutional Court upheld the constitutionality of the Anti-Homosexuality Act save the four provisions already mentioned above.</p>



<p class="wp-block-paragraph">Basis for the court decision</p>



<p class="wp-block-paragraph">In coming to its decision, the Constitutional Court considered the following:<br>The legislations and judicial decisions from sister jurisdictions that have decriminalised consensual homosexuality between adults in private space.</p>



<p class="wp-block-paragraph">The absence of consensus at the global level regarding non-discrimination based sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC). This is reflected in the fact that to date non-discrimination on the basis of the SOGIESC variables has not explicitly found its way into international human rights treaties. Instead, it has been vetoed by a bloc of resistant (UN) member states that has prevented the adoption of a binding declaration or similar instrument to strengthen protections for LGBTI human rights.</p>



<p class="wp-block-paragraph">The conflict in international human rights law between upholding a universal understanding of human rights and respecting the diversity and freedom of human cultures, with no one culture entirely diminishing the dignities of the other.</p>



<p class="wp-block-paragraph">The conflict between individuals right to self-determination, self-perception and bodily autonomy, on the one hand; and the communal or societal right to social, political and cultural self-determination, calling for a delicate balance between individual autonomy and communal interests.</p>



<p class="wp-block-paragraph">The recent developments in the human rights jurisprudence including the decision of the US Supreme Court in Dobbs v Jackson Womens Health Organisation, No. 19-1392, 597 U.S. 215 (2022), where the Court considered the nations history and traditions, as well as the dictates of democracy and rule of law, to over-rule the broader right to individual autonomy.</p>



<p class="wp-block-paragraph">The uniqueness of Ugandas Constitution which obliges the courts of law to take into account the countrys socio-cultural norms, values and aspirations when resolving any disputes before them.</p>



<p class="wp-block-paragraph">The Anti-Homosexuality Act being, in general, a reflection of the socio-cultural realities of the Ugandan society, and was passed by an overwhelming majority of the democratically elected representatives of the Ugandan citizens.<br>Dated: 03.04.2024</p>

<p class="wp-block-paragraph"><strong>The MP for Ayivu West, John Lematia, has been involved in a fight with a top technician at DStv over a lover in Arua City.</strong></p>



<p class="wp-block-paragraph">The police said the woman spent some time with her ex-boyfriend before joining the MP at a posh hotel.</p>



<p class="wp-block-paragraph">Later, technician Jimmy Ariku was to find the two lovers together and decided to apprehend Faith Eyotaru.</p>



<p class="wp-block-paragraph">A scuffle ensued as Ariku claimed &#8220;ownership&#8221; of Eyotaru whom he said had spent some time at his place.</p>



<p class="wp-block-paragraph">Below is the full police statement.</p>



<p class="wp-block-paragraph">STATEMENT ON A SCUFFLE BETWEEN THE MP AYIVU WEST CONSTITUENCY AND A TECHNICIAN WITH DSTV AT DREAMLAND HOTEL ON EASTER SUNDAY IN ARUA DISTRICT</p>



<p class="wp-block-paragraph">The territorial police of Arua district opened inquiries on a scuffle between Hon Lematia John, Member of Parliament Ayivu West Constituency and a technician with DSTV which occurred at Dream land Hotel in Kuluva parish, Arua district on Easter Sunday.</p>



<p class="wp-block-paragraph">It&#8217;s alleged that Hon Lematia John and a lady called Eyotaru Faith went to swim at Dreamland Hotel.</p>



<p class="wp-block-paragraph">Meanwhile, one Ariko Jimmy a technician with DSTV had gone to the same hotel earlier.</p>



<p class="wp-block-paragraph">When Ariko Jimmy saw the Hon MP and the lady, he confronted them, and the lady upon seeing Jimmy, entered back in the vehicle and asked the driver to drive her away.</p>



<p class="wp-block-paragraph">A scuffle then ensued between the two men over the lady as both were claiming to be having a relationship with her. They were however separated by the staffs at the hotel.</p>



<p class="wp-block-paragraph">By the time DPC and the team arrived at Dreamland hotel, they found when both men had gone to register their complains at Arua City Central Division, from where they were directed to go and report at Arua District police headquarters at Odumi in Vurra.</p>



<p class="wp-block-paragraph">One ARIKO James, 34 years old, an Itesot by tribe, a technician with DSTV, resident of Nsambya cell, Arua City Central Division accordingly registered a case of Assault on him by Honorable Lematia John, MP Ayivu West Constituency, which occurred on 31st March 2024 on Easter Day at around 3:00 pm at Dreamland Hotel in Kuluva parish, Arua district Police headquarters with SD Ref 21/31/03/2024.</p>



<p class="wp-block-paragraph">On the other hand, Hon Lematia John, 40 years, MP Ayivu West Constituency, Arua City, resident of Okaliba village, Ayivu West Division, Arua City reported a case of threatening violence on him by one Ariko James, which occurred the same day, same time, and same place, under SD Ref 20/31/03/2024.</p>



<p class="wp-block-paragraph">Statements were recorded from both parties and put in the file.</p>



<p class="wp-block-paragraph">While at Arua District police headquarters at Odumi in Vurra Subcounty, DPC and the team decided to have around table meeting with the conflicting parties to establish some facts in order to harmonize the matter.</p>



<p class="wp-block-paragraph">Findings from the meeting indicate that the lady in question, one Eyotaru Faith, 25 years old, a relationship officer at Victoria University Kampala, had a long time love relationship with one Ariko Jimmy the technician with DSTV and formerly she was working with a Bank in Arua City. She allegedly separated with Jimmy last year and also left the job at the Bank.</p>



<p class="wp-block-paragraph">She then fell in love with Hon Lematia John the MP Ayivu West Constituency, who connected for her another job as Relationship Officer at Victoria University in Kampala and rented for her a house in Ntinda area.</p>



<p class="wp-block-paragraph">However Hon Lematia John claims that this lady is now his wife, on the other side Jimmy claims that they are still in touch with the same lady and that on Saturday 30th March 2024 she visited him at their home and they spent some time together before moving out to Dreamland hotel with Hon Lematia John on Easter Sunday.</p>



<p class="wp-block-paragraph">At the end of the harmonization meeting however, both parties cooled down and decided not to continue with the criminal cases.</p>



<p class="wp-block-paragraph">However, the lady in question one Eyotaru Faith told the police officers that her love relationship with Jimmy ended and now she is in love with the Honorable MP Lematia John and she decided to leave the Police station with him in his car, meanwhile one Ariko Jimmy the technician left the station to go away with his brother.<br>Police case files have remained open pending any eventualities over the matter.</p>

<p class="wp-block-paragraph"><strong>Parliament Speaker Anita Among and Deputy Thomas Tayebwa today morning led a team of MPs to Mengo, where they contributed towards the Kabaka&#8217;s birthday run.</strong></p>



<p class="wp-block-paragraph">The visitors were received by Buganda premier Charles Peter Mayiga, who said Among was the first Speaker to visit Bulange for such a cause.</p>



<p class="wp-block-paragraph">The Legislators contributed shs50m for the upcoming run. The proceeds will be used in the fight against HIV/Aids.</p>



<p class="wp-block-paragraph">This year&#8217;s Kabaka Birthday Run, slated for Sunday, 07 April 2024 is hinged on the fight against HIV/AIDs scourge under the theme: “Men are stars in the fight against HIV/AIDs to save the girl child.”</p>



<p class="wp-block-paragraph">Speaker Among and her entourage, which included Government Chief Whip Hon Hamson Obua, the Minister of State for Disaster Preparedness Hon Lilian Aber, was welcomed to Bulange by the Katikkiro (Prime Minister) of the Kingdom of Buganda, Charles Peter Mayiga.</p>



<p class="wp-block-paragraph">In his welcoming remarks, Mayiga termed the Speaker’s visit historic, adding that it marks the beginning of deeper collaboration between the Kingdom and Parliament.</p>



<p class="wp-block-paragraph">“This is the first time the Speaker has been to Bulange… This is a historic visit because no Speaker of Parliament has ever been here for this purpose of participating in the run and it marks a starting point of a collaborative program with Parliament to promote the eradication of HIV/AIDs in the country,” Mayiga said.</p>



<p class="wp-block-paragraph">Mayiga said for the last five years, Kabaka’s runs have been themed in the fight against HIV/AIDs and it is projected to continue following threats of withdrawal of financial support by the Joint United Nations Programme on HIV/AIDS&nbsp;(UNAIDS).</p>



<p class="wp-block-paragraph">He called upon Parliament to prioritise the health sector in their legislative agenda, by ensuring that hospitals are spread all over the country, well equipped with medicines and equipment and also ensure that health workers are adequately paid.</p>



<p class="wp-block-paragraph">He also urged politicians to find some time off politicking and attend to social needs of their constituents.</p>



<p class="wp-block-paragraph">“Don&#8217;t get so consumed by politics all the time. Give special attention to some social aspects like health, sports, community development, protection of culture and heritage,” he said.</p>



<p class="wp-block-paragraph">Speaker Among commended the&nbsp;Kabaka of Buganda, His Royal Majesty Ronald Muwenda Mutebi II&nbsp;for championing health needs and pledged to continue supporting the Kingdom’s humanitarian causes.</p>



<p class="wp-block-paragraph">“I&nbsp;appreciate the Kabaka for being the champion in the fight against diseases like HIV/AIDS and others and we are here to support the Kingdom in doing so. I am cognizant of the fact that HIV/AIDs has been prevalent and Buganda Kingdom has done a tremendous job…Fighting HIV/AIDs and achieving the dream by 2030 is the role of government and we thank you [Kingdom] for complementing government,” Among said.</p>



<p class="wp-block-paragraph">On behalf of Parliament, Speaker Among contributed Shs50 million to support the run, while the Buganda Parliamentary Caucus bought kits for 529 MPs worth Shs10,580,000. The Speaker and MPs also gifted the Kabaka with birthday presents.</p>



<p class="wp-block-paragraph">For the 11th&nbsp;year now, Buganda Kingdom, in collaboration with other stakeholders has been organizing the Annual Kabaka Birthday Run to celebrate the birth of&nbsp;Kabaka with a noble community cause where proceeds from these annual events have been geared towards different health-related causes such as fight against fistula, sickle cells and now HIV/AIDs.</p>
