										<content:encoded><![CDATA[<p><strong>KAMPALA: Following complaints received from wananchi during the recently concluded NRM Presidential campaign engagements in Kasese, Kiryandongo, and Entebbe, investigations are currently being carried out by SSP Byaruhanga Mworozi, Special Presidential Assistant – Police Affairs, in coordination with the Territorial Police, to address allegations of extortion and abuse of the Parish Development Model (PDM) programme.</strong></p>
<p>While in Kasese District on 4th December 2025 during the Presidential campaign tour, three wananchi, including a female Councillor, Ms. Masika Joy of Kamayiba Ward, Central Division, came forward from the crowd and reported to President Yoweri Kaguta Museveni cases of abuse of the PDM programme within Kasese Municipality.</p>
<p>Follow-up investigations established that nine enterprise groups had been defrauded. As a result, two accused persons, Biira Teopista and Biira Christine, were arrested and charged with obtaining money by false pretence under Kasese CRB 872/2025.</p>
<p>They first appeared before the Grade 1 Magistrate’s Court on 6th January 2026 and were remanded until 10th February 2026. They are currently released on Court bail.</p>
<p>In a related matter under Kasese CRB 878/2025, accused persons Wameyo Paul and Mugisha John also appeared before the Grade 1 Magistrate’s Court on 6th January 2026. Investigations into additional related case files are ongoing.</p>
<p>Similarly, on 10th December 2025 in Kiryandongo District, concerns were raised by wananchi regarding mismanagement and extortion linked to the PDM programme. In a follow-up engagement held on 12th December 2025 between SSP Byaruhanga, the Territorial Police, and complainants from Panyadoli Sub-county, it was established that 14 cases were already under active investigation and prosecution.</p>
<p>Of these, two cases have since been concluded, leading to the conviction of six accused persons, namely Akello Esther, Abalo Margaret, Bugumirwa Patrick, Aluku Joel, Amusolo Eunice, and Mukwana Jacob. Hearing of the remaining cases is progressing before the courts of law.</p>
<p>In Entebbe, on 5th January 2026 during the Presidential campaign programme, one Nakasoma Tereza, also known as Nabakyala of Namulanda, reported that 14 beneficiaries in her enterprise group had been extorted during registration by the Chairperson and Vice Chairperson of Namulanda PDM SACCO. Investigations were immediately undertaken, leading to the arrest of Kalega Joseph and Kibowa Henry on 7th January 2026.</p>
<p>They were subsequently charged with 15 counts of obtaining money by false pretence under Kajjansi CRB 22/2026. The accused persons appeared before the Kajjansi Grade 1 Magistrate’s Court on 11th February 2026 and were remanded. The matter is scheduled to return to court for further hearing on 20th April 2026.</p>
<p>As part of the ongoing government efforts to safeguard the integrity of the Parish Development Model, arrests and court proceedings arising from these investigations are being publicized to expose individuals who exploit wananchi, encourage whistleblowers to come forward with credible information, and deter those who may intend to misuse funds meant for the transformation of households.</p>
<p>The government reiterates that access to PDM support is free of charge, and no official at any level is authorized to solicit money from citizens in exchange for registration or participation in the programme.</p>
<p>Members of the public are encouraged to continue reporting such cases to the relevant authorities.</p>
<p>The concerned investigative, prosecutorial, and judicial authorities are urged to expeditiously handle these cases so that the ends of justice can be met, confidence among wananchi is strengthened, and the Parish Development Model continues to serve its intended purpose of transforming households from subsistence to participation in the money economy.</p>

<p class="wp-block-paragraph"><strong>The National Drug Authority (NDA) has arrested a senior health worker at Kamuli Hospital with stolen government ARVs worth millions of shillings.</strong></p>



<p class="wp-block-paragraph">The enforcement arm of NDA found the drugs stored at Ronald Kibalya&#8217;s private facility.</p>



<p class="wp-block-paragraph">Below is the full statement issued by NDA.</p>



<p class="wp-block-paragraph">Our Intelligence &amp; Enforcement team have arrested Ronald Kibalya Nditusawa, a health worker at Kamuli Hospital with 12 boxes containing 720 tins of ARVs (64,800) doses clearly market government of Uganda not for sale.</p>

<p class="wp-block-paragraph">Mr. Kibalya was arrested with Mwesigwa Moses, Bwambale Walter and Mumbere Godfrey as they tried to move the stolen the drugs from a saloon car (Toyota Primo) Reg No. UBN 848Y.</p>



<p class="wp-block-paragraph">Since March 2024, NDA has recovered stolen government drugs worth over 2.5billion shillings!</p>

<p class="wp-block-paragraph">Kampala. The chairperson of the Kampala District Land Board, David Balondemu, also owner of M/s Balon Advocates and Bloom Advocates, is back into custody to face charges of falsifying medical records to secure a court bail.</p>



<p class="wp-block-paragraph">Balondemu is also under scrutiny in reinstated charges following investigations by the  Brig Henry Isoke led State House Anti-Corruption Unit (SHACU) regarding gold scams and other alleged sham transactions. </p>



<p class="wp-block-paragraph">State owned newspaper, New Vision quoting police sources reported on Monday Balondemu was arrested soon after landing at Entebe International Airport as he returned from Dubai on Friday.</p>



<p class="wp-block-paragraph">In SH-ACU’s investigations, it is alleged Balondemu, through his law firms M/s Balon Advocates and Bloom Advocates, is implicated in several cases of alleged fraud. One prominent case involves the accused defrauding Guner Kuzu Construction Limited, a Turkish Company, of a substantial amount totaling USD 3,806,885 (approximately UGX 14 billion). This deceit purportedly occurred in connection with a supposed procurement deal for the construction of hospitals in Uganda.</p>



<p class="wp-block-paragraph">Additionally, Balondemu is under investigation for allegedly swindling Air Options Pty Ltd, a South African Company, of USD 1.7 million (equivalent to UGX 6.3 billion) in relation to a procurement contract for the supply, installation, and maintenance of air conditioning systems by the Ministry of Local Government. Another case involves the fraudulent acquisition of funds from Tecmo Automation Pty Ltd, a South African Company, amounting to USD 410,520 (about UGX 1.5 billion) for the purported supply of fuel and lubricants to the Ministry of Energy and Mineral Development.</p>



<p class="wp-block-paragraph">Furthermore, Balondemu is accused of deceiving Marce’ Firefighting Technology Pty, another South African Company, of USD 60,000 (approximately UGX 225 million). Investigators are also delving into allegations of fraudulent conversion of property linked to Plot 20 Prince Charles Drive, utilizing a forged Minute No. KDLB.53/6.4/2022.</p>



<p class="wp-block-paragraph">Moreover, Balondemu faces accusations of falsely allocating non-existent land, purportedly encompassed in LRV 4645 Folio 13, Plot 1-5, Kyambogo Link, to Babubhai Construction Limited, a Kenyan Company. Notably, on 12th October 2023, an invoice totaling UGX 450 million from M/s Bloom Advocates, signed by Balondemu, was reportedly issued to the company. This allocation was sanctioned by the Kampala District Land Board, over which he presides.</p>



<p class="wp-block-paragraph">Court had dropped the charges but SH-ACU petitioned the DPP who reinstated them. </p>

<p class="wp-block-paragraph"><strong>KAMPALA. A group of activists under the “Stop EACOP” Campaign have instituted legal action against the Attorney General, as well as several police officers for alleged brutality against them.</strong></p>



<p class="wp-block-paragraph">The group also says apart from taking action against the police, they are also seeking that the court holds police officers individually and personally responsible for the violence meted out against them.</p>



<p class="wp-block-paragraph">Expressing their concerns to the media in Kampala, the activists said they not only want to stop the police brutality but also seek compensation from them.</p>



<p class="wp-block-paragraph">Bob Barigye, one of the activists says the security agencies have made it a norm to disperse, arrest, and even torture anyone who attempts to demonstrate against anything, even if legally and peacefully.</p>



<p class="wp-block-paragraph">This is a continuation of the struggle by activists against oil and gas activities in the country particularly the East African Crude Oil Export Pipeline (EACOP) project, which they say will have adverse effects on the environment.</p>



<p class="wp-block-paragraph">They also claim that people’s rights have been trampled on, including dispossessing them of their land without adequate compensation.</p>



<p class="wp-block-paragraph">The government as well as the implementers of the projects, TotalEnergies, CNOOC Uganda Ltd, and Uganda National Oil Company, have denied the allegations, saying all their activities are within the laws of the country, international best practices, and their internal policies.</p>



<p class="wp-block-paragraph">However, according to Ajoa Gertrude Noella, an activist all Ugandans have a right to express their discontentment, adding that there is no guarantee that the rights of the people as well as the environment are being protected.</p>



<p class="wp-block-paragraph">Specifically, she accused the police of mishandling female demonstrators.</p>



<p class="wp-block-paragraph">The activists, in conjunction with a team of lawyers led by Eron Kiiza who is also the Chief Executive at The Environment Shield, have compiled a chronology of incidents over the last three years, in which they accuse of torture.</p>



<p class="wp-block-paragraph">They include demonstrations at the embassies of the European Union and China in Uganda and a procession to the parliament among others.</p>



<p class="wp-block-paragraph">The alleged actions of police include beating, detention without trial beyond 48 hours, and violation of their rights like freedoms of assembly, speech, expression, and movement.</p>



<p class="wp-block-paragraph">On why the activists have opted for courts of law and not the cheaper alternative of the Uganda Human Rights Commission, Lawyer Kiiza says they no longer trust the state agency to protect human rights defenders.</p>



<p class="wp-block-paragraph">He says taking on the errant officers will curb the claim that the illegal actions are done on behalf of the government.</p>



<p class="wp-block-paragraph">Peter Arinaitwe, one of the lawyers, says they want the court to award their clients compensation for the losses they have incurred through the alleged police actions, order for the dismissal of the concerned officers, and an apology to the country.</p>



<p class="wp-block-paragraph">He cites a university student who missed his final exams because he was detained, and can only get justice when he is compensated.</p>



<p class="wp-block-paragraph">The eight activists said they were representing a total of 192 victims including youths, students, civil society groups, and oil-affected communities.</p>



<p class="wp-block-paragraph">Accused alongside Attorney General Kiryowa Kiwanuka are police officers Nsenge Alex, Sergeant Okoth James, ASP Okoyo Martin, Twinamatsiko Onesmus, Wabwire James, Wandera Jacob Bwire, and ASP Namanya David.</p>



<p class="wp-block-paragraph">Others are PC Okello (Head of the Field Force Unit at Jinja Road Police), Assistant Superintendent of Police Patrick Opiyo, and Alex Micwemirungi.</p>

<p class="wp-block-paragraph">KAMPALA: <strong>The police in Kampala have arrested three gunmen who shot and killed a guard at a forex bureau in Kabusu, Rubaga Division.</strong></p>



<p class="wp-block-paragraph">Kampala Metropolitan Police deputy spokesperson Luke Owoyesigyire said the suspects were arrested with two guns, one of which belonged to the dead guard.</p>

<p class="wp-block-paragraph">&#8220;On the evening of March 19th, 2024, a tragic incident unfolded in Kabusu, Rubaga Division. Three assailants on motorcycles, armed with a rifle, perpetrated a heinous act resulting in the loss of life of Mr. Agama Peter, a  security guard affiliated with Wolves Security Group . </p>



<p class="wp-block-paragraph">Mr. Agama, a male adult approximately 36 years old, was fatally shot while on duty at Banxele Forex bureau Kabuusu branch and his firearm was forcibly taken.</p>



<p class="wp-block-paragraph">Eyewitnesses reported the swift&nbsp; departure of the assailants, leaving Mr. Agama fatally wounded. Swift action was taken by law enforcement and security agencies following the incident. A pursuit of the suspects ensued, culminating in their apprehension in the Kawaala zone at Premier Betting.</p>



<p class="wp-block-paragraph">We can confirm that Sebuma Hussein, also known as Obote, Dumba David, and Abdullah Jumah, have been taken into custody. Two firearms were recovered during the operation: UG PSO 56 4000868 12452, along with 13 rounds (presumably the firearm belonging to the deceased), and another firearm, believed to have been used in the commission of the crime, with 10 rounds.</p>



<p class="wp-block-paragraph">The investigation into this tragic event is ongoing, and further details will be made available in due course. The deceased, Mr. Agama Peter, bore three gunshot wounds, and evidence recovered from the crime scene will be meticulously examined as part of the investigative process.</p>



<p class="wp-block-paragraph">The body of the deceased has been respectfully conveyed to the City Mortuary Mulago for postmortem examination.</p>



<p class="wp-block-paragraph">We extend our deepest condolences to the family, friends, and colleagues of Mr. Agama Peter during this difficult time.</p>

<p class="wp-block-paragraph"><strong>KAMPALA. Two Katwe police officers have been detained following accusations of torturing a suspect to death.</strong></p>



<p class="wp-block-paragraph">The victim, identified as Lauben Muchunguzi, was allegedly involved in a phone theft attempt with a colleague.</p>



<p class="wp-block-paragraph">After being apprehended and handed over to the police, Muchunguzi’s health deteriorated while in custody and he was pronounced dead upon arrival at Mulago referral hospital. Family members and community leaders have accused specific officers of torturing Muchunguzi, prompting a death inquiry and the arrest of the two officers involved.</p>



<p class="wp-block-paragraph">The alleged thieves attempted to snatch a phone from a Congolese national, Jovan Tukye, in Kanakurya Zone on Kayemba road-Kibuli at around 8:00 pm on March 12, 2024. They were chased by a mob, and while Muchunguzi managed to escape, his colleague was rescued by the police from the angry crowd.</p>



<p class="wp-block-paragraph">Kampala Metropolitan deputy police spokesperson, Luke Owoyesigirye, emphasized the condemnation of such acts and affirmed that if the allegations are substantiated, the officers will face legal consequences.</p>



<p class="wp-block-paragraph">&nbsp; Owoyesigirye, who did not disclose the names of the officers, stated that family members and the community have identified certain officers whom they accused of torturing Muchunguzi.&nbsp;</p>



<p class="wp-block-paragraph">“In some of the statements that have been recorded by a team handling this case, family members of the deceased and the area leaders are accusing our officers, of having tortured Muchunguzi on the way, and at police,” Owoyesigyire said.&nbsp;</p>



<p class="wp-block-paragraph">He mentioned that a death inquiry has been initiated following reports of torture and two officers have been arrested as the investigation continues.</p>



<p class="wp-block-paragraph">&nbsp;“We have two suspects so far but the investigations will be expanded to the scene where the first incident occurred. We condemn any act of torturing suspects in the hands of the police that is meant to protect them. If the allegations against these people are found to be true, they will face the hand of law.” Owoyesigyire added.</p>

<p class="wp-block-paragraph"><strong>Wakiso-based property broker Kenneth Keeya is on police&#8217;s wanted after reportedly trying to grab land using an illegal gun.</strong></p>



<p class="wp-block-paragraph">Trouble started when Keeya together with another suspected land grabber only identified as Gaddafi descended on a disputed piece of wetland at Kalidubi in Makindye Ssabagabo and tried to grab it forcibly.<br>Police was quick to swing into action, arresting Gaddafi while Keeya managed to escape.</p>

<p class="wp-block-paragraph"><br>The highly indebted land broker has since abandoned his office at Katimba in Busabala where detectives have camped waiting to handcuff him.<br>Gaddafi has since been arrested on police bond after convincing the cops that the gun was with Keeya.<br>It is believed Keeya has been telling people that he is highly connected to State House agents who give him guns to use in his mischievous land grabbing missions.<br>Police have also started trailing him in areas of Namulanda, where one of his homes is located.<br>Detectives who spoke to this reporter at Katwe Police said several other people had raised complaints at the station over his indebtedness and failure to pay their money they lent him a year ago.</p>

<p class="wp-block-paragraph">KAMPALA: <strong>A soldier attached to Makindye Military Barracks has killed himself after shooting his lover who died on her to hospital.</strong></p>



<p class="wp-block-paragraph">Police said the two lovers had developed a conflict which could have led to the fatal Tuesday morning incident.</p>



<p class="wp-block-paragraph">Below is the full statement by the police.</p>



<p class="wp-block-paragraph">Luke Owoyesigyire: &#8220;The territorial police in Katwe have registered an incident of murder and suicide that occurred today, the 20th of February 2024.</p>



<p class="wp-block-paragraph">According to preliminary investigations, the incident involved Corporal Andebo Collins, a military police officer attached to Makindye Military Police, and Atulinda Peroni, a civilian support staff also with the military police. The two individuals were previously in a relationship and had been residing together in Lusaka Zone, Makindye 1, Makindye Division, before experiencing a separation due to misunderstandings.</p>



<p class="wp-block-paragraph">It is alleged that this morning at approximately 07:00 hours, Corporal Andebo Collins, armed with an AK-47 rifle and dressed in civilian attire, confronted Atulinda Peroni as she was boarding a motorcycle (boda boda). He opened fire on her, resulting in her sustaining a shattered arm. Subsequently, Corporal Andebo Collins turned the firearm on himself, resulting in his demise upon arrival at Mulago Hospital&#8217;s casualty ward.</p>



<p class="wp-block-paragraph">Our officers at Katwe Police Station and the Military Police swiftly responded to the scene, managing to rush the victim to Nsambya Hospital, where she was pronounced dead a few minutes ago. Her body has been conveyed to City Mortuary Mulago for postmortem examination.</p>



<p class="wp-block-paragraph">The team has since established that the duo had a history of relationship issues spanning approximately five years. Notably, the alleged killer&#8217;s firearm was recovered, along with 13 cartridges from the scene.</p>



<p class="wp-block-paragraph">At this juncture, our inquiries are ongoing to comprehensively understand the circumstances surrounding this tragic event. Statements have been recorded from witnesses to aid in our investigation.</p>

<p class="wp-block-paragraph"><strong>Kiryandongo District leaders have vowed to decline CMD Investments Limited a company which was contracted to construct the 3.36 billion Kigumba seed secondary school on future projects.</strong></p>



<p class="wp-block-paragraph">The leaders cite inconsistency and failure to adhere to the contract terms evidenced during the construction of both Kitwara and Kigumba seed secondary schools by the same contractor.</p>



<p class="wp-block-paragraph">The leaders made the vow during the site meeting held on January 18,2024 at Kiryandongo District headquarters to discuss the fate of the stalled Kigumba Seed Secondary school.</p>



<p class="wp-block-paragraph">The construction of the 3.36 billion school was launched in May 2023 and expected to be complete by September 2024. However, ever since the launch, the project has been stalled at foundation level which is worrying the leaders.</p>



<p class="wp-block-paragraph">Kiryandongo District leaders have vowed to decline CMD Investments Limited a company which was contracted to construct the 3.36 billion Kigumba seed secondary school on future projects.</p>



<p class="wp-block-paragraph">The leaders cite inconsistency and failure to adhere to the contract terms evidenced during the construction of both Kitwara and Kigumba seed secondary schools by the same contractor.</p>

<p class="wp-block-paragraph">Edith Aliguma Adyeri the District chairman expressed her concern over delayed completion of the school which will affect the planned opening for term one in 2025.</p>



<p class="wp-block-paragraph">She asked the contractor to cooperate since the District was ready to accord him all the necessary support to ensure the school is complete by end of September 2024.</p>



<p class="wp-block-paragraph">Aliguma further expressed her disappointment in the contractor who she said was imposed on the District by the Ministry. She asked the contractor to declare If he cannot deliver the school so as the District finds an alternative contractor.</p>



<p class="wp-block-paragraph">“If you cannot deliver this work, please declare today and we find alternative means of delivering the construction works. This is the second project you are working on in the District and you have given us hard time. The next time you are imposed on us by the Ministry, we shall decline the project because we are the end users not the Ministry,&#8221; Said Aliguma.</p>



<p class="wp-block-paragraph">Reuben Maanigamukama, the town clerk of Kigumba, urged the contractor to redeploy adequate man power so as to catch up with the less time remaining to complete the project.</p>



<p class="wp-block-paragraph">“I came here expecting to hear termination of the contract because of the delays caused by the contractor. However, from the discussions I don’t see signs of terminating the contract today. I urge the contractor to redeploy heavily and we feel his presence on site.” said Maanigamukama.</p>



<p class="wp-block-paragraph">Moses Ssebyala the Director CMD Investments wholesomely took responsibility and apologized for the delay in the completion of construction works at Kigumba seed secondary school.</p>



<p class="wp-block-paragraph">Ssebyala refuted allegations of bribing some District staff which he said was baseless and needed to be disregarded. He added that the delays have been caused by financial constraints which originated from delayed payment for their works at one of government agencies.</p>



<p class="wp-block-paragraph">Ssebyala also informed the leaders that as a way of recovering from the financial constraints, CMD Investments Limited has engaged HCH Financial Services Limited which will advance the company money to a tune of 550 million to expedite the works.</p>



<p class="wp-block-paragraph">Ssebyala pledged to deploy adequate workers and treat each classroom as an independent unit which will enable the company complete the works in the next four months.</p>



<p class="wp-block-paragraph">Kigumba seed school is the second school to be constructed in Kiryandongo under the Uganda Intergovernmental Fiscal Transfers Program and is expected to serve a population of over 1000 students from Kigumba town council and the neighbouring villages of Jeeja, Nyama and Kinyara Kigumba sub county.</p>
