										<content:encoded><![CDATA[<p>KAMPALA – <strong>President Yoweri Kaguta Museveni has signed into law eight new pieces of legislation, with wide-ranging implications for healthcare, energy use, workers’ rights, and the justice system.</strong></p>
<p>At the center of the reforms is the National Drug and Health Products Authority Act, 2026, which broadens government oversight to cover not just medicines but also vaccines, medical devices, diagnostics, and cosmetics. This is expected to improve the safety of products on the Ugandan market and crack down on substandard or counterfeit goods.</p>
<p>The Energy Efficiency and Conservation Act, 2026 introduces mandatory standards and audits, meaning businesses and institutions will be required to adopt more energy-efficient technologies. Experts say this could lower electricity costs over time while supporting environmental protection.</p>
<p>Workers—especially those in informal or vulnerable employment—stand to benefit from the Employment (Amendment) Act, 2025, which strengthens legal protections for domestic workers, casual labourers, and migrant employees.</p>
<p>In the justice sector, the Forensic and Scientific Analytical Services Act, 2026 is expected to boost the credibility of criminal investigations by improving how forensic evidence is collected, analyzed, and presented in court.</p>
<p>The President also signed the Non-Performing Assets Recovery Trust (Repeal) Act, 2024, shifting responsibilities to the Ministry of Finance in a move aimed at improving efficiency in handling bad loans and financial recoveries.</p>
<p>Other amendments—including those to copyright law, public enterprise reform, and magistrates courts—are intended to update Uganda’s legal framework to match current economic and institutional needs.</p>
<p>Taken together, the new laws signal a push by government to tighten regulation, improve accountability, and modernize key sectors of the economy.</p>

										<content:encoded><![CDATA[<p><strong>KAMPALA: Following complaints received from wananchi during the recently concluded NRM Presidential campaign engagements in Kasese, Kiryandongo, and Entebbe, investigations are currently being carried out by SSP Byaruhanga Mworozi, Special Presidential Assistant – Police Affairs, in coordination with the Territorial Police, to address allegations of extortion and abuse of the Parish Development Model (PDM) programme.</strong></p>
<p>While in Kasese District on 4th December 2025 during the Presidential campaign tour, three wananchi, including a female Councillor, Ms. Masika Joy of Kamayiba Ward, Central Division, came forward from the crowd and reported to President Yoweri Kaguta Museveni cases of abuse of the PDM programme within Kasese Municipality.</p>
<p>Follow-up investigations established that nine enterprise groups had been defrauded. As a result, two accused persons, Biira Teopista and Biira Christine, were arrested and charged with obtaining money by false pretence under Kasese CRB 872/2025.</p>
<p>They first appeared before the Grade 1 Magistrate’s Court on 6th January 2026 and were remanded until 10th February 2026. They are currently released on Court bail.</p>
<p>In a related matter under Kasese CRB 878/2025, accused persons Wameyo Paul and Mugisha John also appeared before the Grade 1 Magistrate’s Court on 6th January 2026. Investigations into additional related case files are ongoing.</p>
<p>Similarly, on 10th December 2025 in Kiryandongo District, concerns were raised by wananchi regarding mismanagement and extortion linked to the PDM programme. In a follow-up engagement held on 12th December 2025 between SSP Byaruhanga, the Territorial Police, and complainants from Panyadoli Sub-county, it was established that 14 cases were already under active investigation and prosecution.</p>
<p>Of these, two cases have since been concluded, leading to the conviction of six accused persons, namely Akello Esther, Abalo Margaret, Bugumirwa Patrick, Aluku Joel, Amusolo Eunice, and Mukwana Jacob. Hearing of the remaining cases is progressing before the courts of law.</p>
<p>In Entebbe, on 5th January 2026 during the Presidential campaign programme, one Nakasoma Tereza, also known as Nabakyala of Namulanda, reported that 14 beneficiaries in her enterprise group had been extorted during registration by the Chairperson and Vice Chairperson of Namulanda PDM SACCO. Investigations were immediately undertaken, leading to the arrest of Kalega Joseph and Kibowa Henry on 7th January 2026.</p>
<p>They were subsequently charged with 15 counts of obtaining money by false pretence under Kajjansi CRB 22/2026. The accused persons appeared before the Kajjansi Grade 1 Magistrate’s Court on 11th February 2026 and were remanded. The matter is scheduled to return to court for further hearing on 20th April 2026.</p>
<p>As part of the ongoing government efforts to safeguard the integrity of the Parish Development Model, arrests and court proceedings arising from these investigations are being publicized to expose individuals who exploit wananchi, encourage whistleblowers to come forward with credible information, and deter those who may intend to misuse funds meant for the transformation of households.</p>
<p>The government reiterates that access to PDM support is free of charge, and no official at any level is authorized to solicit money from citizens in exchange for registration or participation in the programme.</p>
<p>Members of the public are encouraged to continue reporting such cases to the relevant authorities.</p>
<p>The concerned investigative, prosecutorial, and judicial authorities are urged to expeditiously handle these cases so that the ends of justice can be met, confidence among wananchi is strengthened, and the Parish Development Model continues to serve its intended purpose of transforming households from subsistence to participation in the money economy.</p>

<p class="wp-block-paragraph"><strong>A state attorney attached to the justice ministry has been charged with 16 counts of corruption after he allegedly solicited for a shs100m bribe.</strong></p>



<p class="wp-block-paragraph">The Anti-Corruption Unit of State House worked with CID and the Office of the Director of Public Prosecutions to pin Sam Tusubira before arraigning him in court on Tuesday.</p>



<p class="wp-block-paragraph">“The accused while representing government in court, solicited for a bribe of UGX100M from a plaintiff who had sued the Ministry of Lands and the Attorney General for irregular cancellation of his title, in order to assist the victim get compensated,” the unit stated.</p>



<p class="wp-block-paragraph">“By time of his arrest he had received about UGX43M from the victim. He has been remanded until 19th August 2024.”</p>

<p class="wp-block-paragraph"><strong>At least 11 guards of Magnum Security have been sent on remand for illegally protecting a disputed piece of land.</strong></p>



<p class="wp-block-paragraph">The Anti-Corruption Unit of State House said in a statement Friday &#8220;11 personel of Magnum Security have been arraigned before the KCCA Chief Magistrates Court on Charges of Forcible Entry on Property.&#8221;</p>



<p class="wp-block-paragraph">&#8220;The accused took possession of the land belonging to the late Eng. Eliba Johnson in a violent matter yet there was a temporary injunction on the property,&#8221; the unit said.</p>



<p class="wp-block-paragraph">They have been remanded until 20/03/2024.</p>

<p class="wp-block-paragraph">According to State House, the 11 were arrested on March 11 after they &#8220;illegally deployed to evict and consequently guard a contested property on Plot 106, Old Kira Road, Ntinda.&#8221;</p>



<p class="wp-block-paragraph">&#8220;On 26th December 2022, the family home of the late Eng. Johnson Eliba Orech that was on the said land was demolished without a court order after a similar attack by people acting on the orders of one Yusuf Semakula,&#8221; State House said.</p>



<p class="wp-block-paragraph">&#8220;This incident was investigated by @AntiGraft_SH and the status quo (occupation of the property by the Eliba family) was to be maintained pending the conclusion of court cases as to the ownership of the property at the Court of Appeal which issued an interim injuction to that effect on 23rd December 2023.&#8221;</p>



<p class="wp-block-paragraph">Despite this injuction, Yusuf Semakula on 1st March 2024, caused a 2nd eviction of the family from the premises and deployed Magnum Security prompting yesterday&#8217;s action by the Unit.</p>
