										<content:encoded><![CDATA[<p>KAMPALA: <strong>The Uganda Communications Commission (UCC) has summoned Channel 44 TV and city pastor Robert Kayanja to submit recordings of church broadcasts aired between March 19 and 21, 2026, over allegations of false and distorted reporting linked to a sodomy case.</strong></p>
<p>In a letter dated April 20, 2026, UCC Executive Director Nyombi Thembo said the Commission had received a formal complaint regarding the content aired on the station during the указан dates. The complaint was filed by Ojambo &amp; Ojambo Advocates on behalf of complainants involved in an ongoing criminal case before the Chief Magistrate’s Court of Mengo at Nateete/Rubaga.</p>
<p>According to UCC, the broadcasts featured Pastor Kayanja during a church service, where he allegedly made statements that distorted forensic evidence presented in court. The complaint claims the statements were misleading, intended to ridicule defence lawyers, and misrepresented the findings of a forensic expert.</p>
<p>The case involves nine young men accused of fabricating sodomy allegations against the pastor. During proceedings, a police forensic expert reportedly testified that there was no evidence showing Kayanja sent pornographic messages or videos, contradicting claims made earlier in the case.</p>
<p>UCC noted that under the Uganda Communications Act, broadcasters are required to adhere to minimum broadcasting standards and avoid airing misleading or unverified content. The Commission has since launched investigations into the matter.</p>
<p>Channel 44 TV has been directed to submit recordings of the questioned broadcasts and provide written explanations by close of business on Monday, April 27, 2026.</p>
<p>A hearing has been scheduled for Wednesday, April 29, 2026, at UCC House in Bugolobi starting at 2:00 pm. The station is expected to send representatives, including Pastor Kayanja, who is cited as the presenter in the broadcasts under review.</p>
<p>UCC warned that failure to comply will not halt investigations and that regulatory action may be taken based on available evidence.</p>
<p>The complainants and their lawyers have also been notified and are expected to attend the hearing to provide further clarification.</p>

<p class="wp-block-paragraph"><strong>The Uganda Communications Commission (UCC) has okayed the replacement of SIM Cards in situations where one lost their National IDs.</strong></p>



<p class="wp-block-paragraph">According to UCC, one would require a letter from Police and another from NIRA confirming that the ID got lost before swapping, editing and replacing a SIM Card.</p>



<p class="wp-block-paragraph">Below is the full statement by UCC:</p>



<p class="wp-block-paragraph">UCC has noted some operational challenges faced by operators and customers specific to the replacement of SIM Cards for customers that lose National Identity cards, and the registration and replacement of SIM Cards for customers without biometrics. To mitigate the challenges associated with this scenario, the Commission hereby guides as follows:</p>



<p class="wp-block-paragraph">Replacement, swapping, editing or upgrade of SIM cards</p>



<p class="wp-block-paragraph">A SIM card replacement, edit, swap or upgrade shall be done at customer service centers operated by telecom operators.</p>



<p class="wp-block-paragraph">An applicant for replacement, edit, swap or upgrade of a SIM card shall physically appear at the telecom operators’ customer service center or at the designed agent’s shop.</p>



<p class="wp-block-paragraph">SIM card replaced, swapped or upgraded shall be issued in the names of the person in whose name the SIM card was registered at the time of the loss or damage.</p>



<ol start="2" class="wp-block-list">
<li>When you have lost your National ID</li>
</ol>



<p class="wp-block-paragraph">Report SIM Card loss to the nearest police station and furnish the telecom service provider with a letter from Uganda Police confirming the loss.</p>



<p class="wp-block-paragraph">Present a letter from the Police confirming the loss of National ID to NIRA.</p>



<p class="wp-block-paragraph">Get NIRA letter confirming to your telecom operator registration on the national register. The letter from NIRA must be addressed directly to the concerned telecom operator.</p>



<p class="wp-block-paragraph">Physically appear at the telecom operator’s service centre or designated agent shop for physical identification.</p>



<p class="wp-block-paragraph">This guidance applies to customers swapping, editing and replacing a SIM Card. It does not apply to customers registering a new SIM Card without presenting a valid National ID.</p>

<p class="wp-block-paragraph">KAMPALA: <strong>The former minister of state for ICT, George William Nyombi Thembo, has bounced back to the limelight after being appointed Executive Director of the Uganda Communications Commission (UCC).</strong></p>



<p class="wp-block-paragraph">Outgoing ED Irene Kaggwa announced that, “I wish to update you that Hon. George William Nyombi Thembo has been appointed as the substantive Executive Director of UCC.”</p>



<p class="wp-block-paragraph">“Join me in congratulating him on his appointment. On my part, it has been an honour to serve UCC, the sector, my country and the global industry,” Eng. Kaggwa added.</p>



<p class="wp-block-paragraph">According to UCC, Thembo has been working as the Director for the Rural Development Communication Fund (RCDF) at the communications regulating body.</p>



<p class="wp-block-paragraph">“He assumed that office in January 2017. In addition to his substantive position, Hon. Nyombi Thembo is currently Ag. Director Industry Affairs and Content Development,” UCC mentions on official website.</p>



<p class="wp-block-paragraph"><strong>Profile (from UCC website)</strong></p>



<p class="wp-block-paragraph">Hon. Nyombi holds a Bachelor of Arts degree from Makerere University and a Master of Science in Development Economics from Uganda Martyrs University (UMU). He also holds a diploma in project planning and management (Bradford University, UK) and a post-graduate diploma in financial management (UMU).</p>



<p class="wp-block-paragraph">Hon. Nyombi was born on July 31, 1964 in Kassanda, Singo County, in present-day Mubende District. Married with children, Hon. Nyombi is a member of the ruling National Resistance Movement party.</p>



<p class="wp-block-paragraph">Among others, Hon. Nyombi worked as an analyst, planning officer and senior planning officer for the then Uganda Railways Corporation during the 1990s and as a Project Manager for Transport Rehabilitation Project (Railway Component), at Kampala City Council (1995-2001), when he joined politics.</p>



<p class="wp-block-paragraph">Hon. Nyombi was elected to the Ugandan Parliament in 2001, representing his home constituency of Kassanda County South in Mubende District for over a decade (2001-2015). He has also held a number of posts in the Ugandan Cabinet: State Minister for primary education in the Ministry of Education and Sports (2001-2009), State Minister for Luweero Triangle in the Office of the Prime Minister (2009-2011) and then as State Minister for Information and Communications Technology (2011-15).</p>
