										<content:encoded><![CDATA[<p>KAMPALA. Four police officers from the Flying Squad Unit, Kireka based Police have been remanded to prison over allegations of robbing a businessman of gold valued at over Shs 380 million.</p>
<p>The accused officers are Detective Superintendent James Besigye Kiguuya, Detective Corporals Simon Owona, Pracid Mulangira, and Officer Monday Tibaijuka.</p>
<p>According to prosecutors, the officers allegedly stole one kilogram of gold worth $105,000 and $1,000 in cash from businessman John Vian Tumukunde on May 9, 2025, at Solent Avenue in Nakawa Division.</p>
<p>The suspects reportedly used firearms and other deadly weapons during the robbery, and the prosecution claims they had planned the crime in advance.</p>
<p>On Tuesday, the case was mentioned before Grade One Magistrate Frank Namanya, who remanded the officers until July 16, 2025, to allow for further investigations.</p>
<p>Prosecution led by Martin Odong Awiny requested an extension due to the magistrate&#8217;s absence and the need for additional investigations.</p>
<p>The matter, being capital in nature, will be transferred to the High Court. The four officers face charges of aggravated robbery and conspiracy to commit a felony.</p>

										<content:encoded><![CDATA[<p>KAMPALA. In a shocking case of alleged police misconduct, a law enforcement officer has been charged with destroying evidence and obstructing justice.</p>
<p>Detective Sergeant Ngabirano Protasi, attached to Nsangi Police Station, was arraigned before the Chief Magistrate&#8217;s Court in Makindye on Friday.</p>
<p>According to the charges, Sgt. Ngabirano allegedly conspired with others to falsely implicate Richard Sewanonda in an aggravated robbery case. The motive behind this alleged forgery was to steal Sewanonda&#8217;s contested land.</p>
<p>Investigations by the State House Anti Corruption Unit headed by Brig Henry Isolde, revealed that in January 2025, Ngabirano purportedly removed a key witness statement from an official police file at Katwe Police Station and substituted it with a statement implicating Sewanonda.</p>
<p>This alleged misconduct was intended to ensure Sewanonda&#8217;s imprisonment, allowing Ngabirano and his accomplices to dispose of the land.</p>
<p>The Anti-Corruption Unit, CID, and ODPP Uganda jointly brought the charges against Ngabirano. If convicted, he faces serious consequences, including imprisonment and dismissal from the police force.</p>
<p>The case highlights concerns about police integrity and potential abuse of power.</p>

										<content:encoded><![CDATA[<p data-start="111" data-end="531"><em data-start="111" data-end="128"><strong>Kampala, Uganda:</strong> T</em>he former spokesperson for the Criminal Investigations Directorate (CID), Charles Twiine appeared in court on Thursday to face serious charges including inciting violence, hate speech, spreading malicious information, and conspiracy to commit a felony.</p>
<p data-start="111" data-end="531">The charges stem from an alleged plot to assassinate President Yoweri Museveni and his son, Gen Muhoozi Kainerugaba, the Chief of Defence Forces.</p>
<p data-start="533" data-end="823">Twiine was arraigned before Buganda Road Chief Magistrate Ronald Kayizzi alongside co-accused Noah Mutwe, a bodyguard to National Unity Platform (NUP) leader Robert Kyagulanyi, popularly known as Bobi Wine.</p>
<p data-start="533" data-end="823">Mutwe has reportedly been in detention for two weeks prior to the court appearance.</p>
<p data-start="825" data-end="1062">Prosecutors allege that Twiine used social media platforms to incite Mutwe—also known as Mitala Noah—to attack and kill President Museveni using “pavers,” allegedly motivated by opposition to Museveni’s political ideology and leadership.</p>
<p data-start="1064" data-end="1323">The state further claims that both men were involved in a similar conspiracy targeting Gen Muhoozi.</p>
<p data-start="1064" data-end="1323">They are also accused of violating the Computer Misuse Act by disseminating content designed to incite tribal animosity and defame senior government officials.</p>
<p data-start="1325" data-end="1708">Among the statements cited by prosecutors, Twiine allegedly referred to Speaker of Parliament Anita Among as a “rotten human being” and accused her of sponsoring killings in Bukedea district.</p>
<p data-start="1325" data-end="1708">He is also said to have labelled Deputy Speaker Thomas Tayebwa a “money launderer and fraudster,” while referring to Gen Muhoozi as a “fat pig and crook,” and Gen James Birungi as a “killer.”</p>
<p data-start="1710" data-end="1880">In another controversial claim, Twiine allegedly described the Bahima ethnic group as “killers,” a statement the prosecution argues was aimed at fuelling tribal tensions.</p>
<p data-start="1882" data-end="2003">Both Twiine and Mutwe have pleaded not guilty and were remanded to Luzira Prison until June 5, when the case will resume.</p>
<p data-start="2005" data-end="2251" data-is-last-node="" data-is-only-node="">The charges against Twiine have sent shockwaves across Uganda’s political and security circles, particularly due to his former high-profile role as a police spokesperson and his previously vocal support for controversial state security practices.</p>

<p class="wp-block-paragraph"><strong>People arrested under Uganda’s 2023 Anti-Homosexuality Act (AHA) face stigma, abuse and even rape in the nation’s prisons and police cells. Such cases have increased as more people are arrested under the law’s provisions.</strong></p>



<p class="wp-block-paragraph">Attorney Ronald Abitegeka says he got at least one client who reported being raped shortly after he was detained under the law. Abitegeka works for ALIGHT Uganda (formerly American Refugee Committee) an NGO in the Isingiro district that operates in six refugee settlements, five transit centers, and border points.</p>



<p class="wp-block-paragraph">ALIGHT Uganda’s work includes monitoring refugee settlements and inmates. His client wishes to remain anonymous for security reasons.</p>



<p class="wp-block-paragraph">The Attorney says rape cases are common but rarely reported to the police, victims are denied medical treatments, and accusations are not investigated. Rarely, however, does someone stand up to authorities.</p>



<p class="wp-block-paragraph">“I was very much surprised at my client’s courage to find justice after he was raped during detention,” says Abitegeka. “Unlike other victims, my client and his close family members were determined to pursue justice, trying to beat all odds.”</p>



<p class="wp-block-paragraph">Abitegeka explains that despite the overwhelming number of cases of gender-based violence reported, few get resolved in favor of the victims. However, he is optimistic that his client’s case will see light.</p>



<p class="wp-block-paragraph">Since the adoption of Uganda’s Anti-Homosexuality Act 2023, people continue to be targeted for arrest and abuse. Earlier this year, more than 90 youths were arrested during a march-to-Parliament protest in Kampala and were charged with various offences, including being &#8220;idle and disorderly&#8221; and being a &#8220;common nuisance&#8221;, according to the charge sheet produced in court.</p>



<p class="wp-block-paragraph">Unfounded rumors circulated that the protests were funded by foreign agents upset over the Anti-Homosexuality law, and several protesters detained said they were sexually assaulted as “revenge” while in custody.</p>



<p class="wp-block-paragraph">When sexual violence occurs in prisons or police cells, it puts additional shame on those arrested, experts say.</p>



<p class="wp-block-paragraph">Some human rights advocates are starting to speak out too. In a series of posts on X earlier this year, Ugandan activist Jim Spire Ssentongo demanded that police respond to accusations of abuse while in detention. Ssentongo shared screenshots with messages he says were from former inmates who narrated sexual and other abuses at the hands of police officers.</p>



<p class="wp-block-paragraph">“Uganda Police, come out and talk about these allegations of young boys/suspects being ‘sodomized’ by your officers under police custody. We can’t let this pass just like that,” he wrote on his X handle on July 24.</p>



<p class="wp-block-paragraph">One accusation of police brutality towards LGBTQ+ prisoners came from Ronald Agaba, a gay activist who was arrested by state operatives on March 14 for protesting against corruption in Parliament Speaker Anita Among’s office.</p>



<p class="wp-block-paragraph">“I thought I would never smile or be free again,” Agaba wrote on X, with a graphic description of sexual abuses and beatings.</p>



<p class="wp-block-paragraph">Jimmy Kabiito, an activist working with Human Rights Awareness Promotion and Forum (HRAPF), a local NGO, says sensitization and education are needed so that law enforcement officers understand that such abuses targeting LGBTQ+ people violate basic human rights. HRAPF provides legal services to support minority groups.</p>



<p class="wp-block-paragraph">“It is very true that Trans people in Uganda are targeted and raped in police cells and prisons and by other homophobic people just to traumatize them and to ‘prove whether they are gay’.</p>



<p class="wp-block-paragraph">Others are raped because they are believed to have money and that they are funded by the whites,” Kabiito says.</p>



<p class="wp-block-paragraph">Kabiito says these crimes, rooted in misinformation and myths, should be thoroughly investigated by police and other security organizations.</p>



<p class="wp-block-paragraph">Instead, Kabiito says law enforcement officials sometimes collaborate with medical doctors to fake medical forms that deny justice for victims by removing all physical evidence of abuse.</p>



<p class="wp-block-paragraph">Uganda Prisons spokesperson Frank Baine said in a phone interview that most of the abuse claims were baseless.</p>



<p class="wp-block-paragraph">“Whoever alleges must prove,” Baine said, alleging that most complainants make abuse allegations against police in hopes of court-ordered financial settlements or to claim asylum in Europe or Canada.</p>



<p class="wp-block-paragraph">Sexual and gender-based violence continues to be one of Uganda&#8217;s most pressing human rights challenges, with far-reaching impacts on individuals and communities beyond LGBTQ+ people.</p>



<p class="wp-block-paragraph">A 2021 report by the Uganda Bureau of Statistics (UBOS) revealed that one in three women aged 15 to 49 has experienced physical or sexual violence.</p>



<p class="wp-block-paragraph">The Uganda Police Force’s 2023 annual crime report further underscores the severity of the situation, documenting over 17,000 cases of domestic violence, many of which involved sexual violence.</p>



<p class="wp-block-paragraph">“These alarming statistics only scratch the surface, as numerous cases go unreported due to fear of stigma, retribution, or distrust in the justice system,” the report indicates.</p>

<p class="wp-block-paragraph">KAMPALA. Renowned political activist, Frank Gashumba, took to social media on Tuesday with a cryptic message hinting at &#8220;big news coming&#8221; just days he had said he renewed all his visas.</p>



<p class="wp-block-paragraph">The enigmatic post has sparked speculation among his followers and the political community alike, as Gashumba&#8217;s reputation for unveiling impactful revelations precedes him.&nbsp;</p>



<p class="wp-block-paragraph">“I think he is running to exile. You see his open mindedness has earned him both love and hate among the opposition and his PLU camp,” one of his fans told the Daily Secrets. Gashumba is the&nbsp;Patriotic League of Uganda (PLU) vice chairman for central region.&nbsp;</p>



<p class="wp-block-paragraph">Sources close to some people close to top Uganda Peoples Defense Forces generals who had thought they would take the mantle after President Yoweri Museveni are reportedly discomfortable with the way Gashumba has marketed a rather hitherto unpopular Gen Muhoozi in the Central region.</p>



<p class="wp-block-paragraph">&nbsp;Gashumba’s life is characterised by controversy. While many times he has come out to say he has met with President Museveni several times, Gashumba has not backed down on criticising government for graft and abuse of office.</p>



<p class="wp-block-paragraph">His past is predominantly opposition and has earned fame for his efforts fighting for equity and justice. Gashumba is one of the people who vehemently supported the People Power (now National Unity Plaform) in its initial stages. He was a long time supporter of Col Kizza Besigye, a four time presidential contender. </p>



<p class="wp-block-paragraph">Until now even as he is next to Gen Muhoozi, he has threatened to quit the PLU because he says he is not in “the cage” and continues to play a pivotal role demanding for justice in the country.&nbsp;</p>



<p class="wp-block-paragraph">One of his supporters added; “things are boiling in PLU- it is a pot on fire. Things are burning. Gashumba is too close and well trusted by Gen Muhoozi. This has created enemies for Gashumba.”</p>



<p class="wp-block-paragraph">But other people anticipate that Gashumba&#8217;s teaser signals an imminent disclosure of significant information or developments in the camp such as the resignation of Gen Muhoozi as commander chief of defences to full time political activity.</p>



<p class="wp-block-paragraph">There is talk that Gashumba faces an enormous assassination danger for his outspokenness. There was an apparent attempt to assassinate Pastor Aloysious Bugingo, an open backer of Gen. Muhoozi. The gun that was used in the assassination of Isma Olaxess is one that was used on Bugingo. It is not clear whether it is President Museveni or Gen Muhoozi who donated a billet proof vehicle to Bugingo and escorts after the murder attempt. </p>



<p class="wp-block-paragraph">Gashumba has a track record of shedding light on pressing issues and stirring public discourse, and his announcements often carry weight and influence public opinion.&nbsp;</p>



<p class="wp-block-paragraph">“ By strategically teasing the impending news, Gashumba aims to build anticipation, engage his audience, and raise awareness on the forthcoming revelation. May he have finally got married,” many people who spoke to Daily Secrets wondered. Gashumba despite having children has led a bachelor’s life for long.</p>



<p class="wp-block-paragraph">Gashumba also has credibility of empowering the public through timely and pertinent information, driving conversations, and advocating for change.&nbsp;</p>

<p class="wp-block-paragraph"><strong>The police have started an operation against bouncers who don militaristic attires that make them look &#8220;combat-hardened&#8221;.</strong></p>



<p class="wp-block-paragraph">In a statement, police said it was illegal to wear the Force&#8217;s dark uniform commonly used by the counter-terrorism unit as well as pips and traffic police uniform among others.</p>



<p class="wp-block-paragraph">Below is the full statement of police:</p>



<p class="wp-block-paragraph">As you are all aware, the police uniform, is one of the most recognizable symbols in our society, and it serves to readily identify, officers to members of the public and distinguish them from civilians.</p>



<p class="wp-block-paragraph">This distinction assist the public, by indicating who they should approach, when in trouble and generally creates a sense of safety.</p>



<p class="wp-block-paragraph">Furthermore, the uniform projects an officer’s authority to arrest and protects them from interference by the public, when controlling a situation, including the use of force.</p>



<p class="wp-block-paragraph">We, however, continue to observe an increase in the manipulation of police uniforms, where private security organizations, Bouncers Associations, Political groups and individuals, have adopted the darker black uniforms for the counter-terrorism police, Khakhi for General Duties, white uniforms for the Traffic Police, among others, as well as rank insignia (PIPS), shoes, belts and larnyards.</p>



<p class="wp-block-paragraph">They purposely adopt these uniforms to appear authoritarian and militaristic.</p>



<p class="wp-block-paragraph">Some wear them to convey a more aggressive message to the public.</p>



<p class="wp-block-paragraph">This is illegal and must stop immediately. For Private Security Organizations Regulations 23(3) of Statutory Instrument 2013 NO.11; The Police (Control of PSOs), gives guidance.</p>



<p class="wp-block-paragraph">For other individuals and groups, the unauthorized duplication and manipulation of rank insignia and accoutrements of the police and other Sister Agencies like the UPDF and Prisons Services, is a violation of the laws, under the UPDF Act, Penal Code and other Statutory instruments, that gazette the uniforms.</p>



<p class="wp-block-paragraph">We have so far confiscated high visibility vests, jackets, sunglasses, black attires, and other similar configurations from the Bouncers (under BAU), other PSOs, which were making them appear more militaristic and combat hardened.</p>



<p class="wp-block-paragraph">The uniforms were wrongly influencing perceptions of the public as well. The operations remain active and ongoing.</p>

<p class="wp-block-paragraph"><strong>The Anti-Corruption Unit of State House working with police has netted four suspects who illegally occupied acres of land in Mpigi district.</strong></p>



<p class="wp-block-paragraph">In a statement, the unit said: &#8220;Working with @CID1_UG, we have arraigned four suspects before the the Chief Magistrates Court, Mpigi on charges of Forcible Detainer after they forcefully took possession of land belonging to Lubega Charles Lwanga.&#8221;</p>



<p class="wp-block-paragraph">&#8220;The 56 acres of land at Namwawula Mpigi were rightly bought by Lubega Charles from the rightful owners but, the suspects forged documents which they used to forcibly take possession of the said land by deploying private security guards,&#8221; the unit added.</p>



<p class="wp-block-paragraph">The suspects have been remanded until May 8.</p>

<p class="wp-block-paragraph">KAMPALA: <strong>The Police are hunting for a senior lecturer at Kyambogo University over aggravated defilement.</strong></p>



<p class="wp-block-paragraph">Fred Enanga, the police spokesperson, said Monday Dr Eron Lawrence allegedly defiled a 16-year-old disabled girl.</p>



<p class="wp-block-paragraph">The don jumped bond but police indicated the case is even more aggravated by the fact that he is HIV+.</p>



<p class="wp-block-paragraph">Below is Enanga&#8217;s full statement:</p>



<p class="wp-block-paragraph">The Directorate of CID in coordination with the KMP territorial police are seeking the public’s help in locating a one, Dr. Eron Lawrence, a 56 year old, senior lecturer at Kyambogo University, Dean of Faculty of Special needs and Rehabilitation.</p>



<p class="wp-block-paragraph">The suspect is also Project Administrator “All we see is possibility”, at Kyambogo University, after he absconded police bond on the 14.12.2023 and disappeared, his casefile was sanctioned on the 13.12.2023, for the Aggravated Defilement of a girl victim, aged 16 years, with a disability, when he is HIV positive and also a person in Authority over the victim, C/s 129(3), 4(b), (c) and (d) of the Penal Code Acts. The victim was a beneficiary of the (All we see is a possibility project).</p>



<p class="wp-block-paragraph">His three sureties who include; Olobo Lawrence, aged 48, Adoch Gertrude and Among Paul, aged 54, have also been tasked to produce him before the DPC at Jinja road police division.</p>



<p class="wp-block-paragraph">The facts gathered indicate that the suspect travelled as a caretaker with 4 students including the 16 year old, disabled victim to Nairobi-Kenya, for a conference, and returned on the 12.10.2023.</p>



<p class="wp-block-paragraph">He picked his car that he had left at the Airport and gave a lift to the students. He first dropped two students from Gulu University at Namayiba Taxi Park, and they travelled to Gulu. And went on to drop the 3rd student at North Hall, Kyambogo University and remained with the victim,, who had a visual impairment, in the car (she can only see during day time while using glasses, but cannot see at night).</p>



<p class="wp-block-paragraph">He drove together with the victim from around 10.20pm, upto Namugongo Nsawo village, Kira municipality.</p>



<p class="wp-block-paragraph">It was established that along the way, the victim requested for water, which was bought at a supermarket along Ndagire road, in Nalya. The victim fell unconscious after taking the water.</p>



<p class="wp-block-paragraph">Upon gaining her consciousness, she fell some pain around her private parts, and realised she had been sexually assaulted. The sexual assault took pace in the car.</p>



<p class="wp-block-paragraph">The following morning her maternal uncle, drove her back to her school in Mukono and she revealed her ordeal to the Senior Woman teacher, who alerted the school head teacher and the matter reported to Mukono police. The victim was immediately, put on post-rape treatment.</p>



<p class="wp-block-paragraph">The DNA samples that were recovered from the suspects car, a Toyota Wish, registration number UBA 349Z, matched with the samples found on the body of the victim.</p>



<p class="wp-block-paragraph">The CID will continue to work with crime intelligence and other law enforcement partners, to locate the suspect and bring closure to the alleged heinous crime.</p>

<p class="wp-block-paragraph">Such incidents of sexual abuse against vulnerable disabled female victims, clearly reveals the dangers they face in the community. We shall ensure the suspect is traced and held accountable for the heinous crime.</p>

<p class="wp-block-paragraph">KAMPALA: <strong>The police have arrested several phone snatchers who have been terrorizing passengers and other motorists in areas of Wandegeya.</strong></p>



<p class="wp-block-paragraph">Luke Owoyesigyire, the KMP deputy spokesperson, said they were aided by CCTV cameras to identify, locate and arrests the thugs.</p>



<p class="wp-block-paragraph"><strong>Below is the police&#8217;s full statement:</strong></p>



<p class="wp-block-paragraph">In response to escalating concerns voiced by the public regarding the surge in phone snatching incidents within Lower Nsooba, Upper Nsooba, UEB, Kagugube, and surrounding areas, the Wandegeya Police have undertaken a series of targeted operations against criminal gangs operating in these regions.</p>



<p class="wp-block-paragraph">As a result, seven suspects have been apprehended, with some captured in the act by CCTV cameras while snatching phones from unsuspecting motorists. Notable among those arrested are Ogema Rickson alias Ricky, operating around Shell Mulago and Mawanda, Kakooza Mike alias Aidari (16 years old), Kigozi Marvin (22 years old), Ssekyanzi Mark (19 years old), Amanya Bruce (22 years old), and Lukwago Abdu alias Patrol (20 years old).</p>



<p class="wp-block-paragraph">This group, in conjunction with others still at large, has been actively involved in coordinated attacks , snatching and robbing members of the public within Kampala City. The suspects have been charged with aggravated robbery, produced before the courts of law, and subsequently remanded.</p>



<p class="wp-block-paragraph">To address this growing concern, the Police have committed to ongoing operations targeting such criminal activities. Additionally, permanent deployments will be established in areas significantly affected by these groups to enhance public safety.</p>



<p class="wp-block-paragraph">We appreciate the collaboration of the community in providing crucial information that has facilitated these arrests.</p>
