Minister Balaam Commends SHACU on Arrest of Fugitive Kamuli Engineer Over UGX 600M Theft

MBALE. The Minister in charge of Local Government, Hon. Barugahara Balaam Ateenyi, has commended the Head of the State House Anti-Corruption Unit (SHACU), Brig. Gen. Henry Isoke, and his team for their professionalism and persistence in tracking down the masterminds of a major financial fraud scheme. This followed the arrest of a fugitive district engineer in Mbale.

Minister Balaam stated that in January 2026, he had alerted SHACU regarding the brazen embezzlement of over UGX 600 million meant for critical road rehabilitation in Kamuli District during the 2025/2026 financial year.
According to the Minister, the stolen public funds were illicitly processed by the former Chief Administrative Officer, Mukiibi Nasser, and Chief Finance Officer, Kifuuse Alex. The officials allegedly funneled the money to Raven Knights Ltd, a front company controlled by District Engineer Mufumba Daniel through his sister and brother-in-law.
The Minister explained that while the CAO and CFO were promptly apprehended, Engineer Daniel had engineered a court-ordered transfer to Mbale City and gone into hiding, while his accomplices vanished completely.
Investigations later exposed that the engineer had requisitioned funds for road works that were never executed, with massive tranches of cash wired directly to his personal accounts.
However, Minister Balaam noted that acting on precise intelligence, SHACU and collaborative security agencies successfully arrested Engineer Daniel in Mbale.
He concluded by asserting that the war against corruption was gaining unstoppable momentum, reiterating President Yoweri Kaguta Museveni’s directive that there would be no more sleep and no more corruption.
