Assistant Commissioner Charged Over Shs614m Isingiro Road Payments

KAMPALA: An Assistant Commissioner in the Ministry of Education and Sports has been charged with abuse of office over the alleged certification of more than Shs614 million in payments for road works that had not been completed in Isingiro District.

Eng. Asaph T. Abenaitwe, a former Isingiro District Engineer, was arraigned before the Anti-Corruption Court and remanded until October 15, 2026.

The prosecution alleges that Abenaitwe and other suspects still at large committed the offence between 2022 and 2024 when he served as District Engineer and Project Manager for Isingiro District Local Government.

According to the charge, Abenaitwe allegedly abused his office by certifying payments to Prime Contractors Limited for the construction of eight sealed roads measuring 7.09 kilometres in Isingiro Town Council.

The works were undertaken under contract number ISIN560/USMID WRKS/21-22/00001/Lot 1.

Prosecutors allege that he certified the payment despite knowing that the road works had not been completed and that the required Taking-Over Certificate, Defects Liability Certificate and Final Completion Certificate had not been issued.

The alleged actions are said to have prejudiced the interests of Isingiro District Local Government, his employer at the time.

The case follows investigations involving the State House Anti-Corruption Unit, the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.

The arraignment also comes amid the continued “Expose the Corrupt” national campaign, spearheaded by Local Government Minister Balaam Barugahara, aimed at strengthening accountability and combating corruption in local governments.

The allegations are yet to be proved in court.
