Two Remanded in Shs 17 Billion Ministry of Works and Transport Fraud Case

KAMPALA, UGANDA — Two individuals, identified as Dr. Mulyansaka Charles (also known as Dr. Muo Dickens) and Watum Peter, appeared before the Chief Magistrate’s Court at Buganda Road today on a slew of fresh charges related to a massive alleged electronic fraud scheme.

The suspects were further remanded to custody until October 29, 2025, on charges including electronic fraud, obtaining money by false pretences, uttering false documents, forgery, and conspiracy to commit a felony.

The accused are allegedly part of a sophisticated group that attempted a fraudulent transaction to supply a fake ADBLUE Solution—a chemical used to reduce carbon emissions in automotive engines—worth an estimated Shs 17 Billion (approximately $4.95 million) to the Ministry of Works and Transport.

A third person implicated in the case, Twebaze Drake (also known as Dr. John Karuhanga), failed to appear in court.

Criminal summons have been issued for him, compelling his appearance at the next court date.
The ongoing investigation continues to probe the extent of the alleged fraud group’s operations and the false deal with the Ministry.
