										<content:encoded><![CDATA[<p>MPIGI. The State House Anti-Corruption Unit (SHACU) has successfully mediated a settlement for Reverend Father Edward Bwanika following the illegal destruction of his property.</p>
<p>The intervention follows a string of incidents in Ntinzi, Nkozi, where the priest’s livelihood was targeted by encroachers.</p>
<p>The conflict began on February 3, 2026, when Father Bwanika reported that Paul Odida and his agents had forcefully entered his Kibanja land, destroying plantations of coffee, bananas, and Irish potatoes.</p>
<p>Despite the unit immediately initiating investigations, a second wave of destruction occurred on February 14.</p>
<p>To halt this impunity, Gen Henry Isoke, the head of the unit, coordinated the arrest of Mr. Odida and four accomplices the following day.</p>

<p>While in custody, Mr. Odida and his legal team opted for Alternative Dispute Resolution. Under the oversight of Gen Henry Isoke, the head of the unit, a settlement was reached where Odida apologized and committed to compensating the priest for the lost crops.</p>
<p>He further guaranteed that Father Bwanika would enjoy quiet possession of the land he has occupied since 2004.</p>
<p>Investigations reveal that while the priest has held the land for over two decades, Mr. Odida only registered the title in 2021.</p>
<p>SHACU is now scrutinizing how a freehold title was issued for land already occupied by a Kibanja holder. This intervention aligns with the President’s directive to ensure the constitutional protection of lawful occupants against illegal evictions.</p>

The primary suspect, Odida Paul, claims ownership of 100 acres in the area. However, authorities allege he unlawfully directed four men—Sande Godfrey, Kyebale Daniel, Lukyamuzi Eric, and Magawuli Geoffrey—to forcibly occupy a specific 5-acre portion.</p>
<p>This contested land is held by Fr. Bwanika Edward, a long-term kibanja (tenant) holder. During the illegal occupation, the suspects reportedly destroyed Fr. Bwanika’s livelihood, including: Extensive coffee plantations and Banana (matooke) gardens.</p>
<p>SHACU intervened swiftly after receiving a formal complaint. The unit dispatched a team to support territorial police, who caught the five suspects while they were still occupying the priest&#8217;s land.</p>
<p>The suspects are currently in custody and face several charges, including forcible entry and malicious damage to property.</p>
<p>Investigations remain ongoing to determine the full extent of the damage and ensure legal protections for the tenant are upheld.</p>

<p>This prosecution action was spearheaded by the State House Anti-Corruption Unit (SHACU).</p>
<p>The accused—Ssejjombwe Ibrahim, Kyeyune Allan, and Musoke Joseph—face charges including forcible entry into land, malicious damage, unlawful eviction without a court order, destruction of plants, and theft. The suspects were remanded and are scheduled to return to court on November 19, 2025.</p>
<p>The prosecution, utilizing evidence gathered by SHACU investigators, alleges that between January and October 2025, the trio and others at large, armed with pangas and sticks, violently invaded a tract of land at Bukasa, Busiro, belonging to Dr. Paul Biriibwa and Peter Biriibwa.</p>
<p>The complainants have occupied the land for over 20 years with a valid title dating back to 2001.</p>
<p>The illegal takeover led to widespread destruction, including the demolition of workers&#8217; residential houses, animal shelters, a wall fence, water tanks, and the uprooting of extensive coffee and banana plantations. Furthermore, valuable items like cameras, solar systems, and a 40-foot container were reportedly stolen.</p>

										<content:encoded><![CDATA[<p><strong>Kampala</strong>.  Four men have been remanded in a thwarted sophisticated fraud scheme, attempting to swindle a Turkish investor out of approximately UGX 17.75 billion (USD 4.95 million).</p>
<p>The arrests, made on July 22, 2025, were the result of a collaborative effort by the State House Anti-Corruption Unit (SHACU), the Criminal Investigations Directorate (CID), and the Office of the Directorate of Public Prosecutions (ODPP).</p>
<p>The elaborate plot targeted Mr. Furkan Gumran and his company, SIRUS BLUE CHEMICAL MANUFACTURING CO., LTD., with a fabricated contract to supply AD BLUE Solution to Uganda&#8217;s Ministry of Energy and Mineral Development.</p>
<p>The suspects allegedly posed as a non-existent &#8220;Special Contracts Committee&#8221; within the Office of the President, assigning themselves various senior roles to lend an air of authenticity to the scam.</p>
<p>The purported committee members included Dr. Mulyansaka Charles as Chairman, Mwesigwa Moses as Director of Procurement, Seruma Moses as Communication/IT Specialist, and Watum Peter as Secretary.</p>
<p>To further their deception, the accused, along with accomplices still at large, are alleged to have forged numerous official-looking documents, complete with fake stamps from the Office of the President.</p>
<p>The four individuals have been charged with forgery, uttering false documents, attempting to commit a felony, and electronic fraud.</p>
<p>They were remanded by the Buganda Road Chief Magistrates Court and are due to reappear on August 11, 2025, as investigations continue into the full extent of the fraudulent operation.</p>

<p>Kampala. Mutesasira Evans Kaganizo, Chairperson of the Uganda Liberal Teachers’ Union Members SACCO, and businessman Esiingwa Hassan Maganda were Thursday arraigned at Buganda Road Chief Magistrates Court today on charges of obtaining money by false pretence and conspiracy to defraud UGX 1.35 billion.</p>
<p>The case, prosecuted by the Office of the Director of Public Prosecutions follows a joint investigation by State House Anti-Corruption Court and the Criminal Investigations Directorate.</p>
<p>The defendants are accused of misappropriating UGX 3.6 billion from a UGX 20 billion presidential grant intended to bolster teachers’ welfare through SACCOs. Prosecutors allege that upon receiving funds, Kaganizo and SACCO Secretary Twinomujuni Nathan Kakson (still at large) diverted money to purchase land in Kiira Municipality (UGX 1.3 billion) and 500 unidentified acres in Kabwoya, Kyangwali (UGX 2.75 billion), alongside vehicles worth UGX 250 million. A UGX 1.35 billion installment for the Kabwoya land was reportedly transferred to Maganda’s account on December 16, 2024.</p>
<p>Chief Magistrate Ronald Kayizzi remanded the suspects until March 19, 2025, pending further investigations.  Efforts to apprehend remaining suspects, including Kakson.</p>
<p>Prosecutors confirmed charges under Uganda’s Penal Code, which carry severe penalties if convicted. The case highlights SH-ACU’s resilience to safeguarding public funds, as the it vows stricter oversight of SACCO operations.</p>
<p>The court adjourned with orders to expedite inquiries, while the accused’s lawyers declined immediate comment. Teachers’ unions have called for urgent audits of all SACCOs benefiting from the presidential initiative.</p>

<p>The State House Anti-Corruption Unit (SHACU) has initiated inquiries into seven suspected cases of fraud related to land and gold scams against city lawyer and chairman of Kampala District Land Board, David Balondemu.</p>



<p>These fraudulent activities purportedly occurred within three legal firms, including M/s Bloom Advocates, M/s Balondemu &amp; Co. Advocates, and M/s Balon Advocates, all believed to be associated with Balondemu.</p>



<p>According to a statement released by the Anti-Corruption Unit on April 29, Balondemu and his unnamed associates are accused of defrauding international businessmen from Kenya, South Africa, the United States, and Korea through fictitious gold transactions.&nbsp;</p>



<p>One such incident involves an alleged swindle of $600,000&nbsp;&nbsp;(Shs2.2bn) from a Korean national, Kim Uk Hyun, in a supposed 53-kilogram gold deal, purportedly facilitated by M/s Balondemu &amp; Co. Advocates.</p>



<p>Another case under scrutiny by SHACU involves $1.7 million (6.3bn) from Air Options Pty Ltd, a South African company, with the transaction purportedly finalized through M/s Balon Advocates. Furthermore, an alleged scheme to defraud $410,520&nbsp;&nbsp;(Shs 2.2bn) from KG Unlimited LLC, an American company, is attributed to M/s Bloom Advocates. There is also a case involving USD 60,000 (Shs 225m).</p>



<p>Additionally, Balondemu faces accusations, including the fraudulent allocation of non-existent land to a Kenyan company, Babhubai Construction Limited, for Ugx 450 million, orchestrated through Bloom Advocates. Moreover, he is implicated in a case involving the fraudulent conversion of property in Plot 20 Prince Charles Drive, where Balondemu is accused of forging documents and providing false testimony in court.</p>



<p>Responding to these allegations, after Balondemu petitioned him for alleged witch-hunt, Minister of Internal Affairs Kahinda Otafiire has disclosed receiving complaints from businesspeople who claim to be victims of a witch-hunt by state corruption investigators.&nbsp;</p>



<p>Balondemu is among those who have approached Otafiire, alleging persecution by the corruption unit for refusing to offer bribes, despite purported clearance from the president through a police officer named Suzan Kasingye.</p>



<p>Balondemu contends that he is being targeted because he obstructed corrupt dealings involving Kampala mafias, who were reportedly siphoning off large sums of money from transactions at Owino market. He urges Otafiire to investigate the motives behind the Anti-Corruption Unit&#8217;s actions, which he alleges are veering towards persecution rather than prosecution.</p>

<p>KAMPALA. Darlington Tumukugize a biomedical engineer working with Kiruddu national referral hospital was on Friday remanded to Luzira prison on charges of theft of eight mattresses and other government valuables.</p>



<p>Tumukugize was arraigned before the court presided over by grade one magistrate Patience Lorna Mukundane. He was charged with two counts: possessing stolen property and unlawful possession of government stores contrary to the Penal Code Act.</p>



<p>Court heard that on April 23 at Kakoola village Ndejje parish in Wakiso district, Tumukugize had in his possession certain government stores. They included four hospital mattresses, one blue mattress labelled community advance and three other hospital mattresses with a black mackintosh bearing the marks applied on stores under the control of Kiruddu and Mulago hospitals.</p>



<p>The prosecution suspects him to have stolen or unlawfully obtained the said property. The court further heard that a day earlier, Tumukugize was stopped and searched by detective superintendent of police Mohammed Sowedi a police officer who found him in possession of 20 pieces of wall oxygen single flow meters.&nbsp;</p>



<p>Tumukugize however denied the two charges against him. There was no prosecutor in court to update the magistrate on the progress of investigations and as such, he has been remanded until May 14, 2024, when he will apply for bail. Tumukugize was arrested by detectives attached to the State House Anti-Corruption Unit headed by Brig Gen Henry Isoke.</p>

<p>KAMPALA. Ugandan fraudsters have defrauded a Turkish company, Iskenderun Fertilizer Inc., of over Shs 2.2 billion in a fraudulent fertilizer deal.</p>



<p> The State House Anti-Corruption Unit is currently investigating this incident with the Uganda Police Force.</p>



<p>Between May and September 2023, two accomplices, already arrested, Ronnie Mukasa and his partners, operating under Kureha (U) Ltd, tricked the Turkish company into shipping 28 containers of fertilizer (each containing 540 bags) to Uganda.</p>



<p> After receiving the goods, Mukasa and his associates ceased communication and began selling the fertilizers in the market. </p>



<p>Some of the stolen fertilizers have been recovered from shops in Container Village, a business center for agricultural chemicals and other products. </p>



<p>The implicated company, Kureha (U) Ltd, is not registered. The anti-corruption unit has involved the police and Container Village leaders to encourage traders to return the stolen goods and assist in the ongoing investigation.</p>
