IGG Orders Interdiction of Lands Ministry Official Over Land Fraud Allegations

KAMPALA. The Inspector General of Government, Hon. Beti Namisango Kamya, has directed the Permanent Secretary in the Ministry of Lands and Urban Development, Dorcas Okalany, to interdict Commissioner for Land Registration, Baker Mugaino, over allegations of fraud.
The directive, issued on April 25, 2025, aims to facilitate investigations into Mugaino’s activities.
Mugaino is accused of canceling genuine land titles and replacing them with fake special titles, arbitrarily canceling caveats, and facilitating the formation of double or multiple certificates of land titles on a single piece of land.
The IGG’s directive emphasizes the importance of upholding ethics and integrity in public service.
The interdiction comes after a search operation at Mugaino’s office and amid allegations of a fraud network involving government officials, local leaders, and private actors in land title forgery and forced evictions. Okalany is expected to report back to Kamya within seven days regarding the action taken.
The investigation will determine the extent of Mugaino’s involvement in the alleged fraudulent activities and ensure that those responsible are held accountable.
