IGG arrests Ntare School headteacher, two others over Shs110.8m alleged financial loss

The Inspectorate of Government (IG) has arrested Ntare School headteacher Saul Rwamporo, his predecessor Jimmy Turyagenda and former office typist Peace Kebirungi over an alleged financial loss of Shs110.8 million to the government.
The three suspects were arrested by the Inspectorate’s Mbarara Regional Office on allegations of abuse of office and causing financial loss of Shs110,877,900.
According to a press statement issued by the Inspectorate on October 28, 2026, the alleged financial loss arose from payments made to Kebirungi, who reportedly secured study leave with pay using a forged university admission letter.
Investigations indicate that Kebirungi allegedly presented a false university admission letter in October 2015 to obtain study leave with pay. She is accused of subsequently abandoning her duties while continuing to receive a government salary from September 2015 to August 2024.
The Inspectorate alleges that Turyagenda concealed her absence before retiring from public service, while Rwamporo also allegedly concealed the matter after becoming headteacher.
During the period in question, the two headteachers allegedly authorised the payment of allowances to Kebirungi from school fees, as though she had continued performing her duties.
Investigators further established that Kebirungi applied for early retirement in 2023. Her application was reportedly forwarded by Rwamporo despite her alleged ineligibility arising from her absence from duty.
She subsequently retired in 2024 and allegedly received terminal benefits, including gratuity and monthly pension payments.
By February 6, 2026, when investigations were concluded, Kebirungi had allegedly received a total of Shs110,877,900 irregularly, according to the Inspectorate.
The three suspects have been transferred to Kampala and are expected to appear before the Anti-Corruption Court to answer charges relating to the alleged financial loss and abuse of office.
The Inspectorate said it remained committed to fighting corruption, promoting accountability and ensuring public resources are used for their intended purposes.
The allegations have not been proven in court.
