Ngora officials charged over mismanagement of shs1 billion Road Fund

Ngora — The State House Anti-Corruption Unit, in conjunction with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, has arraigned three individuals before the Ngora Grade One Magistrate’s Court over the alleged mismanagement of funds earmarked for road works in the district.

The accused include Opio Stanslas Francis, the Acting District Engineer; Okello Samuel, an Assistant Engineering Officer; and Oroni Herbert, the Station Manager of Retta Solutions Uganda Ltd.

They face charges of theft and conspiracy to defraud in connection with the alleged misappropriation of approximately UGX 1 billion intended for road maintenance and development.

Prosecution alleges that the trio conspired to irregularly divert public funds, undermining service delivery and compromising infrastructure development in Ngora District. The alleged actions are said to have taken place during the execution of district road projects funded under government allocations.

The suspects were presented before the court and formally charged. They have since been remanded until May 5, 2026, as investigations continue and prosecution prepares its case.

Authorities say the case highlights ongoing efforts to clamp down on corruption in local governments, particularly in sectors critical to public service delivery such as road infrastructure.

The State House Anti-Corruption Unit has reiterated its commitment to holding public officials and their collaborators accountable for the misuse of public resources.

The case has drawn attention to the management of public funds at district level, with stakeholders calling for stricter oversight mechanisms to ensure transparency and value for money in government projects.

Further court proceedings are expected to shed more light on the extent of the alleged fraud and the roles played by each of the accused individuals.
