District Chair Remanded Over Selling Jobs

KITAGWENDA. Kitagwenda District LC5 Chairperson, Mushemeza Ismail Kambanda, has been arrested and charged in a high-profile corruption case centered on the alleged fraudulent sale of non-existent district jobs.

Following a coordinated operation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions, Kambanda was arraigned before the Kamwenge Magistrates Court and remanded until January 6, 2026.

The charges stem from numerous complaints lodged by Kitagwenda residents who accused Kambanda of extorting substantial sums—ranging from UGX 5 million to 15 million—between 2024 and 2025.

Victims were reportedly promised positions, primarily in the District’s Nursing and Midwifery departments. They received fake appointment letters and fabricated minutes from the District Service Commission, only to discover upon reporting for duty that the jobs were non-existent.

When confronted, Kambanda allegedly refused to refund the money, leading the victims to report the matter. Following the initiation of inquiries, the Chairperson went into hiding for several months before his eventual arrest.

Authorities are continuing their investigation and urge other victims to come forward. This operation aligns with the President’s commitment to eradicate corruption, especially concerning job recruitment in districts.

The State House Anti-Corruption Unit has so far investigated over 20 districts and successfully arraigned more than 15 officials on similar charges.
