Busia LCV Remanded Over Vehicle Dispute

BUSIA. Stephen Wasike Mugeni, the Chairperson of the Busia District Local Government (LCV), has been re-arrested and remanded to prison until June 16, 2025, following his appearance before the Chief Magistrates Court in Busia.
The re-arrest was carried out by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
Mugeni has been charged with wrongful confinement and threatening violence in connection to an incident that occurred on May 9, 2025.
According to court submissions, the alleged incident took place at the Busia District Headquarters, where Mugeni is said to have been involved in a confrontation with Chief Administrative Officer (CAO), Lubuuka David.
The dispute is reported to have stemmed from a disagreement over the control and possession of a government vehicle.
Prosecution alleges that the situation escalated, prompting legal action based on the nature of the altercation.
In a separate but related matter, Mugeni also faces charges regarding the alleged unauthorized removal of key components — including an engine and gearbox — from a government-owned Toyota Hilux double cabin vehicle, registration number UAK 827Z.
The vehicle is the property of Busia District Local Government.
Investigations are being supported by several district staff who say witnessed the events and provided statements to SH-ACU.
