Fake Anti-Graft Officers Arrested for Alleged Extortion Plot

Kampala. Three men are in custody following an operation by the State House Anti-Corruption Unit (SHACU), the CID, and the ISO, after they allegedly impersonated anti-corruption officials to extort a Jinja-based religious leader.
The suspects, identified as Kintu Aggrey (alias Werage Kenneth), Isiko Moses (alias Isabirye Moses), and Nuwagira Herman, falsely presented themselves as SHACU investigators to Pastor David Fredrick Isanga of the Universal Apostles Fellowship Church of Righteousness.
They allegedly told the Pastor he was being investigated for dealing in fake US dollars and demanded a payment of 20 million shillings to close the case.
The alleged fraudsters repeatedly summoned the Pastor between September and October 2025, even sending a forged summons letter requiring him to appear at the anti-graft unit’s offices.
Fortunately, SHACU was tipped off by the ISO. The Pastor was advised to comply with the fake summons, leading to the suspects being arrested in the act at Kingdom Kampala Building.
A copy of the forged summons was recovered from the suspects. Investigations are ongoing, with the suspects facing charges including forgery, uttering false documents, and impersonation of public officials.
The Church’s lawyer revealed the fraudsters were attempting to defraud his client of approximately 130 million shillings. SHACU has urged the public to remain vigilant and report similar suspicious activity.
