Mukono former LC3 boss remanded in Shs38m job scam

KAMPALA — A former local government leader has been charged over allegations that he conspired with two other people to obtain Shs38 million from a medical doctor by promising to secure him a government job in Mukono District.
Sekikubo Mubarak, the former LC III chairperson of Nakisunga Sub-County in Mukono District, appeared before the Anti-Corruption Court on Monday, where he faced charges of corruption and criminal conspiracy.
He was remanded until November 4, 2026.
According to the prosecution, the alleged fraud occurred between January and June 2025 in Mukono Town, where Mubarak and two alleged accomplices reportedly targeted Dr Mukisa George William, who was seeking employment.
The prosecution alleges that Mubarak acted alongside Mugerwa Ronald Saaku, a Probation and Welfare Officer for Lugazi Municipality, and Dr Wataba Saadi. Both co-suspects are still at large.
The suspects allegedly represented to Dr Mukisa that they could help him obtain a position as a Medical Officer in Mukono District in exchange for Shs38 million.
Investigators reportedly established that the suspects claimed the money would be used to influence members of the Mukono District Service Commission to favour the applicant during the recruitment process.
The alleged scheme involved using money to improperly influence the commission’s decisions and secure an employment advantage.
Mubarak was brought to court through a joint operation involving the State House Anti-Corruption Unit, the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.
The case raises concerns about the vulnerability of job seekers to individuals who claim they can manipulate public recruitment processes for personal gain.
Authorities have not indicated in the information released whether the two suspects who remain at large have been apprehended.
The allegations against Mubarak have yet to be proved in court. He remains on remand pending his next court appearance on November 4, 2026.
