Kisoro Education Officer Charged Over Shs1.4 Billion Classroom Construction Programme

KISORO — Kisoro District Education Officer Emmanuel Mwumvaneza has been charged with embezzlement, making false claims by an official and abuse of office over alleged financial irregularities in a Shs1.4 billion classroom construction programme.

Mwumvaneza was arraigned following investigations conducted by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.

The investigation concerns the district’s classroom construction programme for the 2024/2025 financial year, which was intended to support the development of education infrastructure.

Investigators suspect a coordinated scheme in which construction contracts were awarded to companies allegedly owned by or linked to district officials. Payments were also reportedly processed without adequate verification of the actual works completed.

The probe is examining whether public funds were paid out for projects whose implementation had not been properly established, potentially exposing the district to financial losses.

Investigators are further examining allegations that classroom blocks constructed by communities were presented as newly completed government projects.

The allegations raise questions about project accountability, the verification of completed works and whether the district received value for the public money spent on classroom construction.

The case forms part of broader efforts by anti-corruption agencies to investigate suspected abuse of public resources and strengthen accountability in the delivery of government-funded projects.

The education sector relies on public investment to expand access to learning facilities, particularly in communities where inadequate classroom infrastructure can affect teaching and learning conditions.

The charges against Mwumvaneza remain allegations that must be established through the judicial process. He is presumed innocent unless proven guilty by a competent court.

Further proceedings are expected as the prosecution presents its case and the court considers the evidence relating to the alleged irregularities in the district’s construction programme.
