Two arraigned over alleged theft of Emyooga funds in Entebbe

ENTEBBE — Two officials of Emyooga Savings and Credit Cooperative Organisations (SACCOs) have been arraigned before the Entebbe Chief Magistrate’s Court over the alleged theft and mismanagement of more than Shs100 million meant to benefit members of various SACCOs in Entebbe Municipality.
The suspects, Fred Magombe, the chairperson of the Veterans Emyooga SACCO, and Ecrus Zziwa Moses, secretary of the Welders Emyooga SACCO, were charged following investigations by the State House Anti-Corruption Unit, working jointly with the Uganda Police Force in Entebbe and the Office of the Director of Public Prosecutions (ODPP).
The duo was remanded to prison until July 27, 2026, as investigations continue.
According to investigators, the suspects allegedly conspired with other individuals who are still at large to divert and mismanage funds intended for several Emyooga SACCOs between 2020 and 2025.
The affected SACCOs include the Veterans, Welders, Tailors and Boda Boda Emyooga SACCOs. The alleged theft deprived intended beneficiaries of access to government seed capital designed to improve household incomes and support small businesses.
The investigation stems from a presidential directive ordering the State House Anti-Corruption Unit to probe the alleged mismanagement of more than Shs1 billion disbursed to Emyooga SACCOs in Entebbe Municipality under the Emyooga Programme.
Emyooga is a presidential wealth creation and job generation initiative that provides seed capital to organized enterprise groups to boost savings, access to affordable credit and business growth.
The State House Anti-Corruption Unit said investigations are still ongoing and that more arrests are expected as detectives pursue other suspects believed to have participated in the alleged embezzlement.
Authorities also said efforts are underway, in collaboration with Entebbe Police, to recover the misappropriated funds and ensure that those responsible are brought to justice.
